It seems appropriate, on the GATT's 40th birthday, to recognize its past achievements while also looking forward to its future-challenges. We must together develop a vision of the GATT that will serve the needs of the twenty-first century. This is an important event, coming at a time when trade between our two countries is playing a more significant role in our overall relations than ever before. Because Puerto Rico is not systematically consulted on issues central to its development and because this situation has become so obvious to all island officials during the last decade, elites across the entire Puerto Rican political spectrum felt pressured to ""come out of the colonial closet," tentatively in August 1977 and forthrightly in 1978.3 Every summer since, spokespersons from all political parties have gone before the UN Decolonization Committee to protest the status quo in Puerto Rico. Economic sanctions have been used throughout history to coerce target nations to acquiesce in the objectives of nations that impose them. The record of achievement, using sanctions as a tool of foreign policy, has been poor. Regardless, nations continue to use economic sanctions to attain their goals despite their relative ineffectiveness. And as nations apply sanctions frequently to resolve international conflicts, such frequency tends to impair the credibility of sanctions as an implement of foreign policy. Mr. Chairman, fellow delegates, this week GATT faces an historic challenge. Our task is more difficult than any that has confronted world trade since the very creation of GATT in 1947. What we do in Punta del Este will determine whether GATT remains a functional, dynamic institution serving the interests of its members or declines into a static and passive association that is irrelevant to the needs of international trade.

I urge our communique contain a vigorous, unequivocal endorsement for launching a new round with a comprehensive agenda, in September. Delegations in Geneva will go over the text of our communique very carefully, and they will judge our determination by both the tone and substance of our statement. We therefore must clearly set forth our desire to begin the new round, without delay.

Rhode Island: The Defeat Of The Greenhouse Compact, Ira Magaziner

New England Journal of Public Policy

Rhode Island has not shared equally in New England's economic resurgence of recent years. A major reevaluation of the state's economic malaise in 1982-84 resulted in a $250 million program called the Greenhouse Compact to improve business in the state. Initially supported in polls by a two-to-one margin, the Compact was defeated overwhelmingly when it went to a statewide referendum. The timing of the referendum and mistakes in the public relations strategy and in the structure of the Compact all played a role in the outcome, but post-election polls showed that defeat, based on a massive shift of undecided voters, …
