This campaign portfolio argues the case for a national bilingual education policy on the island of St. Lucia, where youth speak both St Lucian Creole and St. Lucian standard English. The portfolio consists of a policy paper and brief, an advocacy plan, a communications plan, monitoring and evaluation plan. This dissertation explores bilingual Latino middle schoolers’ articulated understandings of their language practices as well as the links between language practices and processes of racialization and discrimination in the US. The research was conducted in the context of an after-school program whose explicit aim was to not only document students’ experiences, but to use those experiences as a basis for generating individual and collective critical understandings among participants. Spanish language teaching in US higher education is today generally divided between ‘foreign language’ courses for novice learners and ‘heritage language’ courses for Hispanic/Latinx students with some knowledge of the language. However, ‘heritage’ students are a linguistically diverse group, and are also often enrolled at institutions where heritage courses are not offered. Little research to date has studied ‘heritage’ speakers enrolled in ‘foreign’ language courses. For this study I conducted semi-structured interviews to explore the affective and ideological characteristics of bilingual students enrolled in elementary Spanish courses. The article presents how a study that investigated the acquisition of second language academic literacy skills practised the qualitative methodology, interpretative phenomenological analysis (IPA), from a realist perspective. We share the rationale behind the methodological decisions made in the study, which is followed by a detailed description of the methodological practice. In addition, the evaluation of the study against the realist criteria is reported, and some implications of using IPA based on realism for educational research are discussed. Listening and note-taking is a challenging skill for many advanced English language learners because it involves multiple cognitive processes: listening, writing, and reading. Even with targeted instruction of listening strategies, a recurring complaint from advanced English learners is that they simply cannot handle listening to long stretches of English. In this paper, the author presents a supplemental instructional component that provides extensive, critical, and academic listening practice for students who need to strengthen their listening skills.

The Role Of The Press In Framing The Bilingual Education Debate: Ten Years After Sheltered Immersion In Massachusetts, Fern L. Johnson, Marlene G. Fine

In 2002 Massachusetts voters passed a voter initiative that changed the way children who are not fluent in English are taught. The initiative overturned the state’s requirement for “transitional bilingual education,” through which children are gradually transitioned, usually over a three-year period, from instruction in their native language to instruction entirely in English. Transitional bilingual education was replaced with “sheltered English immersion,” which places children with little or no English-language fluency in classes where almost all instruction is in English, with the expectation that they will move to regular English-only classrooms after one year.

This study aimed to investigate parent-child verbal interactions in Spanish in a group of Latino preschoolers growing up in the United States through a parent-mediated program at home, and the effects of the program on their receptive vocabulary in Spanish. A single subject multiple baseline across participants design was used in the study. The participants were 3 Latino mothers and their sons, with low family income, living in the United States. Even though language-program evaluations provide educators with various types of information on teaching practices and the programs in which they work, insufficient literature discusses issues related to language-program evaluation. This mixed-methods study examined the effectiveness of a Japanese-language program offered at a government-sponsored Institute located in northern California on language-program evaluation and developing communicative competence at postsecondary schools.

Data comprised two sets of surveys, six individual interviews, and one group interview. Survey respondents were 35 former students of the institute and 12 Japanese instructors who are currently teaching Japanese or have taught Japanese at the Institute. Of the 35 students, …

This thesis compares the failures of the creolization movement with the success of the language revitalization movement and seeks to determine which elements are missing from the former to make it as successful as the latter. Education policy, identity, and language ideology are all examined as contributors to the future success of creole inclusivity in education and society, as well as the potential benefits such a movement would include. Analysis Of English Language Learner Performance On The Biology Massachusetts Comprehensive Assessment System: The Impact Of English Proficiency, First Language Characteristics, And Late-Entry Ell Status, Mary A. Mitchell

This study analyzed English language learner (ELL) performance on the June 2012 Biology MCAS, namely on item attributes of domain, cognitive skill, and linguistic complexity. It examined the impact of English proficiency, Latinate first language, first language orthography, and late-entry ELL status. The results indicated that English proficiency was a strong predictor of performance and that ELLs at higher levels of English proficiency overwhelmingly passed. The results further indicated that English proficiency introduced a construct-irrelevant variance on the Biology MCAS and raised validity issues for using this assessment at lower levels of English proficiency. This paper aims to provide an alternative approach to the English language education practiced in many developing countries which can help reverse their current low-proficiency status, as revealed by standard international examinations such as the PISA scores and others. The author argues that this can be best accomplished by adopting an ecological approach to teaching which promotes language learning as emergent and socially situated phenomena, two concepts largely neglected by current teaching methods. This paper examines the order of acquisition for grammatical morphemes in Spanish and English first and second language learners. Brown’s first morpheme order study, conducted in 1973, laid the foundation for what would become one of the most common types of study conducted within the field of second language acquisition. The four orders of acquisition relevant here are examined and compared in order to support the roles of salience, morphophonological regularity, complexity, input frequency, and native language transfer in first and/or second language acquisition. In an effort to address the gaps in preparing teacher candidates (TCs) to work with English Language Learners (ELLs), service-learning experiences (SLE) were integrated into two courses within a teacher education program. This exploratory case study sought to explore the outcomes of teacher candidates (TCs) engaged in SLE with diverse students and families, particularly ELLs. Content analysis of students’ reflections provided insights of the impact of the SLE. Findings indicate that participating in service-learning with ELLs provides opportunities for TCs to engage in positive interactions that help to address misconceptions about students, families, and communities. The purpose of the current study was to investigate the relationship between use of English as a second language in academic and social settings, and attitude towards home language (Spanish) in bilingual adolescents in a Central Illinois high school. In addition, the study evaluated the possible relationship between home language attitude and the structure of a personal narrative. Participants included include 11 Spanish-English bilingual high school students who resided in Spanish-speaking homes. This study examines the influence of social context on oral proficiency change among English language learners on the campus of an American university. Speech samples were taken from 2 rounds of interviews with 9 East Asian women. These were analyzed using the phonetic analysis program Praat in order to determine each speaker’s rate of stressed syllables at the beginning and end of the study. The change in these rates was used as a proxy for fluency change. This was then compared with each speaker’s social context. Little is know about the characteristics of fluent hearing signers and their ultimate attainment of ASL as a second language. To address this, a study was conducted with 12 ASL-English interpreters who were native English speakers to examine their use of ASL while interpreting. Each subject was asked to simultaneously interpret a short English narrative into ASL and a panel of three Deaf native signers assessed their fluency. Though the group included both novice and expert interpreters, the results revealed many similarities in their work. This paper explores the structure of the secondary education system in Northwest Arkansas and how it shapes the culture of education for newly arrived Latino immigrants. Significant achievement gaps remain between non-Hispanic white students and Latinos within secondary education. Uncovering possible causes for this gap is necessary in order to allow equal educational opportunity for all students. While prior researchers debate the method of language instruction as a barrier to education, there has been little attention to the relationship between organizational structure and levels of achievement. Founded in 1639, the Mather Elementary School in Dorchester is the oldest public elementary school in the US. In 2012, nearly 40% of Mather students were Vietnamese American from immigrant households. The Mather School’s Vietnamese Structured English Immersion (SEI) program is the largest in Boston. In 1993, Ngoc-lan (Loni) Nguyen, a Vietnamese refugee student in education and Asian American Studies at UMass Boston, was hired as a 4th grade bilingual teacher. Accounting for differences in second language proficiency attainment is an important area of inquiry in the study of Second Language Acquisition (SLA). Accounts of the language acquisition process have generally come from cognitive or psychological perspectives, which view language learning as primarily an internal mental/emotional process, or from sociocultural or critical perspectives that emphasize the influence of the learner's social environment. Refusals are delicate speech acts for non-native speakers to negotiate because they require negative responses to an interlocutor's invitation or request. In addition to cultural variation, variables such as gender and modes of communication (e.g., emails) add dimensions to the complexity when performing refusals. The main objective of this study is to investigate the difference in refusal strategies between American and international college students as well as gender variation. On 21 September 2012, California Assembly Bill 2193 was approved by Governor Jerry Brown. The bill added sections to California’s Education Code defining the terms long-term English learner and English learner at risk of becoming a long-term English learner. The purpose of this hermeneutic phenomenological study was to investigate the lived experiences of native Louisiana French speakers entering English-only elementary schools in lower Bayou Lafourche, Louisiana. Native Louisiana French speakers entering English-only elementary school was defined as those whose home language was Louisiana French prior to entering elementary school. While language attrition for non-English speakers and Louisiana French culture had been explored, the in depth, lived experiences of native Louisiana French speakers entering English elementary schools were unexplored (Blyth, 1997; Ryon, 2002; Sexton, 2000).
