Open access textbook publishing initiatives not only provide libraries the opportunity to recast their longstanding mission to facilitate research and remove barriers to information but they also impact student affordability efforts. How can a library build a program that will meet the needs of students, faculty, and administrators? The answer lies in collaboration and sharing. In 2013, with the support of a Provost-backed initiative, Portland State University (PSU) Library developed an open textbook publishing program that works with faculty to create open textbooks specifically designed for a course. Utilizing the Project COUNTER Release 4 JR1-GOA report, two librarians explore these data in comparison to journal package subscriptions represented via the JR1 reports. This paper outlines the methodology and study undertaken at the Portland State University Library and the University of Nebraska Medical Center Library using these reports for the first time. The initial outcomes of the study are provided in various Tables for 2014 and 2015. The intent of the study was to provide both institutions with a baseline from which to do further study. As the rising cost of textbooks continues to burden students, some libraries have begun to facilitate the creation and sharing of Open Educational Resources. At Portland State University, Head of Digital Initiatives Karen Bjork has worked with faculty on campus to publish five new open textbooks in their repository, PDXScholar, all as part of a Provost-backed initiative. The initiative aligns with their institutional mission of better serving the student body: in their first term of use, the open textbooks saved students nearly $24,000!

There has been considerable discussion in academic circles about the possibility of moving toward open educational materials—those which may be shared, copied and altered freely, without permission or fee. Legal education is particularly ripe for such a transition, as many of the source materials—including federal statutes and cases—are in the public domain. In this article, we discuss our experience producing an open casebook and statutory supplement on Intellectual Property Law, and answer many of the frequently asked questions about the project. In March 2014, we went live with OAWAL (pronounced owl): a crowdsourced blog/wiki to develop some of these practices and learn what innovators and experts in the field of scholarly communications and open access management have been doing. Eastern Kentucky University (EKU) Libraries began exploring the institutional repository (IR) landscape in 2009 with the intention of publishing electronic theses and dissertations (ETDs), journals, special collections, images, videos, sound files, or anything else that would fit a need for us. The hosted systems we examined were effective as either platforms for displaying special collections or platforms for managing publishing processes. However, we didn’t find a system that did both of those things well.

Tatiana Bryant’s current research focuses on perceptions of Open Educational Resources (OER) and Open Access amongst scholars who identify as Black, Indigenous, and people of color, with an emphasis on Ethnic Studies faculty and graduate students. Ethnic Studies is a discipline founded with a unique ethos centered in community building, public scholarship, and racial and social justice.
