It’s 2017, and library patrons still have limited ways to access the text of articles behind pay walls. The current mix of subscriptions, interlibrary loan or document delivery, and pay per view is unsustainable for endangered library budgets, and thus is unsustainable for publishers. It’s time to begin leveraging the tools we use for e-books-- discovery services, demand-driven acquisition (DDA), and perpetual purchase-- and apply them to articles. After all, the distinction between a monograph and a serial is fluid. Scholarly Communication And The Dilemma Of Collective Action: Why Academic Journals Cost Too Much, John Wenzler

Why has the rise of the Internet—which drastically reduces the cost of distributing information—coincided with drastic increases in the prices that academic libraries pay for access to scholarly journals? This study argues that libraries are trapped in a collective action dilemma as defined by economist Mancur Olson in The Logic of Collective Action: Public Goods and the Theory of Groups. To truly reduce their costs, librarians would have to build a shared online collection of scholarly resources jointly managed by the academic community as a whole, but individual academic institutions lack the private incentives necessary to invest in a shared …

Faced with shrinking budgets and increased subscription prices, many academic libraries are seeking ways to reduce the cost of e-journal access. A common target for cuts is the “Big Deal,” or large bundled subscription model, a term coined by Kenneth Frazier in a 2001 paper criticizing the effects of the Big Deal on the academic community. The purpose of this literature review is to examine issues related to reducing e-journal costs, including criteria for subscription retention or cancellation, decision-making strategies, impacts of cancellations, and other options for e-journal content provision. Ralf Schimmer’s blog “Making the moves for large scale transition toward Open Access” makes the case to achieve such a transition by means of offsetting deals. The urgency for such a transition is emphasized by the recently announced ambition of the EU to have “Open Access to scientific publications as the best option by default by 2020”i. This should be done “in a cost-effective way, without embargoes, or with as short as possible embargoes”. This article offers a personal perspective on the current state of academic publishing, and posits that the scientific community is beset with journals that contribute little valuable knowledge, overload the community’s capacity for high-quality peer review, and waste resources. Open access publishing can offer solutions that benefit researchers and other information users, as well as institutions and funders, but commercial journal publishers have influenced open access policies and practices in ways that favor their economic interests over those of other stakeholders in knowledge creation and sharing. This chapter describes an innovative implementation of the use of iPad kiosks to blur the lines between physical and virtual library collections. Providence College’s Phillips Memorial Library + Commons began lending iPads to students, faculty, and staff in 2012. In addition to lending the devices, library staff dedicated time to learning about both task-based and subject-based mobile applications that would be of use to our community. A small group of library staff tested, discussed, and vetted a variety of apps that would be deployed on the iPads to be lent out. Efforts were made to promote the use and discovery …

Digitization and preservation of natural resource documents were reviewed and the current status of digitization presented for a North American university. It is important to present the status of the digitation process for natural resources and to advocate for increased collections of digital material for ease of reference and exchange of information. Digital collections need to include both published documents and ancillary material for research projects and data for future use and interpretation. UIC Review of Intellectual Property Law

This article presents an empirical study of the copyright practices of American law journals in relation to copyright ownership and fair use, based on a 24-question survey. It concludes that many American law journals have adopted copyright policies that are inconsistent with the expectations of legal scholars and the scope of copyright protection. Specifically, many law journals have adopted copyright policies that effectively preclude open-access publishing, and unnecessarily limit the fair use of copyrighted works. University of Nebraska-Lincoln Libraries: Faculty Publications

Amid movements that recognize undergraduate students as knowledge creators, transformative work is being done at the intersection of information literacy and scholarly communication. Absent from the literature so far is research related to students’ perception and understanding of scholarly communication. This paper reports a mixed methods study at two major research universities in the United States, where undergraduate student researchers were surveyed and interviewed about their scholarly communication practices and perceptions. This work informs development of programming at the intersection of scholarly communication and information literacy in general, and for those involved with undergraduate research experiences in particular.
