Utilizing the Project COUNTER Release 4 JR1-GOA report, two librarians explore these data in comparison to journal package subscriptions represented via the JR1 reports. This paper outlines the methodology and study undertaken at the Portland State University Library and the University of Nebraska Medical Center Library using these reports for the first time. The initial outcomes of the study are provided in various Tables for 2014 and 2015. The intent of the study was to provide both institutions with a baseline from which to do further study. As the rising cost of textbooks continues to burden students, many libraries have begun to facilitate the creation and publishing of Open Educational Resources (OER). In 2013, with the support of a Provost-backed initiative Portland State University Library developed an open textbook publishing program. In three years Portland State University Library has published 10 open access textbooks, successfully completed a 2nd round of open access textbook publishing, and is in the process of putting together another call for proposals. The purpose of this study was to gain an overview of open peer review practices and attitudes of scholarly journal editors in the field of Library and Information Science. The survey posed questions regarding current publishing and review practices, and inquired about changes journals may have made to publication and review processes. As the rising cost of textbooks continues to burden students, some libraries have begun to facilitate the creation and sharing of Open Educational Resources. At Portland State University, Head of Digital Initiatives Karen Bjork has worked with faculty on campus to publish five new open textbooks in their repository, PDXScholar, all as part of a Provost-backed initiative. The initiative aligns with their institutional mission of better serving the student body: in their first term of use, the open textbooks saved students nearly $24,000!

Graham Stone and Jill Emery have been working to try to develop an outline of some of the best practices for managing open access workflow management in academic libraries. In March 2014, we went live with OAWAL (pronounced owl): a crowdsourced blog/wiki to develop some of these practices and learn what innovators and experts in the field of scholarly communications and open access management have been doing. Information has some unique characteristics. Unlike most other goods and services, it is neither rival (use by one prevents use by others) nor non-rival (use by one does not affect use by others), but is enhanced with increased use, or ‘additive’. Therefore a unique allocation system for both the production and consumption of information is needed. Under the current market-based allocation system, production of information is often limited through the exclusive rights produced by patents and copyrights. Tatiana Bryant’s current research focuses on perceptions of Open Educational Resources (OER) and Open Access amongst scholars who identify as Black, Indigenous, and people of color, with an emphasis on Ethnic Studies faculty and graduate students. Ethnic Studies is a discipline founded with a unique ethos centered in community building, public scholarship, and racial and social justice.
