Virginia Tech University Libraries, in collaboration with Virginia Tech Department of Computer Science and Old Dominion University Department of Computer Science, request $505,214 in grant funding for a 3-year project, the goal of which is to bring computational access to book-length documents, demonstrating that with Electronic Theses and Dissertations (ETDs). The project is motivated by the following library and community needs. (1) Despite huge volumes of book-length documents in digital libraries, there is a lack of models offering effective and efficient computational access to these long documents. Presentations and other scholarship

Faculty in the fields of games and interactive media face significant challenges in publishing and documenting their scholarly work for evaluation in the tenure and promotion process. These challenges include selecting appropriate publication venues and assigning authorship for works spanning multiple disciplines; archiving and accurately citing collaborative digital projects; and redefining “peer review,” impact, and dissemination in the context of creative digital works. In this paper I describe many of these challenges, and suggest several potential solutions.

This report examines the emerging regulatory and policy landscape surrounding artificial intelligence (AI) in jurisdictions around the world and in the European Union (EU). In addition, a survey of international organizations describes the approach that United Nations (UN) agencies and regional organizations have taken towards AI. As the regulation of AI is still in its infancy, guidelines, ethics codes, and actions by and statements from governments and their agencies on AI are also addressed. Executive Summary

Over the past three years, we have monitored the global organization of social media manipulation by governments and political parties. Our 2019 report analyses the trends of computational propaganda and the evolving tools, capacities, strategies, and resources.

1. Evidence of organized social media manipulation campaigns which have taken place in 70 countries, up from 48 countries in 2018 and 28 countries in 2017. In each country, there is at least one political party or government agency using social media to shape public attitudes domestically.

We describe our approach for automatically generating presentation slides for scientific papers using deep neural networks. Such slides can help authors have a starting point for their slide generation process. Extractive summarization techniques are applied to rank and select important sentences from the original document. Previous work identified important sentences based only on a limited number of features that were extracted from the position and structure of sentences in the paper. Our method extends previous work by (1) extracting a more comprehensive list of surface features, (2) considering semantic or meaning of the sentence, and (3) using context around the …

Twitter can be used to promote chemists, their work, and their events to other scientists and the general public. From checklists to timelines; how to use Twitter successfully as an individual or institution is discussed. This chapter includes: examples of how the authors have used Twitter, how to find and use common subject tags, tags most used when Tweeting about chemistry and science, and a discussion about measuring success. Knowing when and how to Tweet will help chemists communicate successfully with their peers and the general public in 280 characters or less.

Predicting the future is hard, more so in active research areas. In this paper, we customize an established model for citation prediction of research papers and apply it on research topics. We argue that research topics, rather than individual publications, have wider relevance in the research ecosystem, for individuals as well as organizations. In this study, topics are extracted from a corpus of software engineering publications covering 55,000+ papers written by more than 70,000 authors across 56 publication venues, over a span of 38 years, using natural language processing techniques. PubSpace is a repository of full-text peer-reviewed articles resulting from NASA-funded research going back to 1961. The National Center for Biotechnology Information has integrated PubSpace into PubMed Central, a freely available repository of medical research. Using an established, stable, government-hosted platform for PubSpace seems to make sense. However, the lack of clear branding, an uneven application of phrase searching, and a missing thesaurus of NASA terminology highlights that this integration may not be the best.

This talk will consist of an introduction to the rationale behind the establishment of the field of Scientometrics, which attempts to measure and analyze the body of research done in the sciences. This is primarily through analyzing the connections between scientific journals, articles, and authors. I will cover the foundational works of Price and Garfield in the fields of citation networks and impact factor, respectively, and will give some historical context for these developments. I will also speak briefly on more recent developments in these areas, such as the Eigenfactor, author citation metrics, and (time permitting) alternative metrics.

In 2013 Dr. Robert Selden approached the Center for Digital Scholarship (CDS) at Stephen F. Austin State University (SFA) inquiring about the possibility of including interactive 3D models in a digital collection. Working with Dr. Selden, the CDS found a platform to which these models could be deposited and displayed. Concurrently, the CDS was actively promoting SFA’s institutional repository, SFA ScholarWorks. One guiding idea behind these IR-focused activities was the emphasis of the legitimacy of non-traditional works in respect to SFA ScholarWorks and the academic community as a whole. Over the last decade proposal success rates in the fundamental sciences have dropped significantly. Astronomy and related fields funded by NASA and NSF are no exception. Data across agencies show that this is not principally the result of a decline in proposal merit (the proportion of proposals receiving high rankings is largely unchanged), nor of a shift in proposer demographics (seniority, gender, and institutional affiliation have all remained unchanged), nor of an increase (beyond inflation) in the average requested funding per proposal, nor of an increase in the number of proposals per investigator in any one year. The Biodiversity Heritage Library (BHL), created in 2006, is the result of a collaboration of ten natural history museum and botanical garden libraries seeking to digitize core taxonomic literature and to make it free and openly available throughout the world. Today, the BHL includes fifteen member institutions whose efforts have shaped a collection of over 60,000 titles. Successful resource discovery across heterogeneous repositories is highly dependent on the semantic and syntactic homogeneity of the associated resource descriptions in each repository. Ideally, consistent resource descriptions are easily extracted from each repository, expressed using standard syntactic and semantic structures, and managed and accessed within a distributed, flexible, and scalable software framework. In practice however, seldom do all three of these elements exist.
