Open access was intended to be the great equalizer but its promise has not come to fruition in many lower-income countries of the Global South. Under-resourcing is only one of the many reasons why these scholars and publishers are marginalized. In order to examine inequality in our global scholarly communications system, we can compare a negative and a positive outgrowth of this imbalance. Predatory publishing represents a a weak imitation of traditional, commercial journal publishing. In contrast, Latin America’s community-based, quality scholarly infrastructure is anti-colonial. It can be argued that Latin America’s publishing infrastructure represents one solution to predatory publishing. …

The promise of open access for the global South has not been fully met. Publishing is dominated by Northern publishers who disadvantage Southern authors through platform capitalism and open access models requiring article processing charges to publish. The South can reclaim and decolonize open access, nurturing scholarly communities, by employing bibliodiversity, a sustainable, anticolonial ethos and practice developed in Latin America. Self-determination and locality are at the core of bibliodiversity which rejects the domination of international, English-language journal publishing. Is “Just Googling It” Good Enough For First-Year Students?, Maureen Richards

This study analyzes citations by first-year students to determine what content they were citing and whether it was available through the open web or the library. Examining the role of these two places as content providers for academic work fills a gap in the literature. Most of the cited works were available through the library and the open web. As the line between content providers continues to blur, these results can help academic libraries prioritize what to teach students about information literacy, where to focus collection development efforts and how to promote the discovery of library resources.

Health sciences students regularly engage in problem-based learning. This information literacy activity introduces a public health scenario and asks students to use published sources to determine the cause of a described disease and develop a treatment protocol. The activity design highlights different levels of information privilege and invites students to consider challenges to accessing public health information in a variety of settings. The exercise was initially created for undergraduate students in a 300-level global health course.

The digitization of theses and dissertations at the United Arab Emirates University (UAEU) began five years ago with the Digital Commons institutional repository (IR) platform, ScholarWorks, employed for the purpose. The project, initiated by the University Library, exemplifies how academic libraries can take the lead in advocating for digital preservation and open access publishing of institutional research materials. This roadmap outlines the context of accessibility needs for digital materials published through the University Libraries’ institutional repository and/or library publishing (IR/LP) services, and identifies priority areas for improving the accessibility of IR/LP content.

Given available resources and constraints, making all new and legacy content fully accessible is not feasible. However, the GVSU Libraries have identified specific priorities for making content accessible, and commit to providing accessible versions of IR/LP content on request.

The preservation of the scholarly record has been a point of concern since the beginning of knowledge production. With print publications, the responsibility rested primarily with librarians, but the shift towards digital publishing and, in particular, the introduction of open access (OA) have caused ambiguity and complexity. In recent years, the cost of textbooks has risen drastically, making it an important issue for everyone involved in higher education. Accurate and specific information on the cost of textbooks is needed to effectively address the situation. Over the summer of 2018, a librarian and an undergraduate student at a small liberal arts college assessed the textbook costs at their institution, using methodology developed by community colleges doing similar research. Based on course catalogs, bookstore records, and other resources, they calculated the costs for students in different disciplines over four years of study. The implementation of policies promoting the adoption of an open science (OS) culture must be accompanied by indicators that allow monitoring the uptake of such policies and their potential effects on research publishing and sharing practices. This study presents indicators of open access (OA) at the institutional level for universities worldwide. By combining data from Web of Science, Unpaywall and the Leiden Ranking disambiguation of institutions, we track OA coverage of universities' output for 963 institutions. There are enormous quantities of organized public health repository data emerging in a variety of academic, government, or non-commercial discipline or subject repositories. In 2018, the Data and Scholarly Communication Services Unit (DSCS) at the University of Colorado Boulder began implementing two open access (OA) policy workflows with the aim of increasing content in the institutional repository CU Scholar, expanding awareness of the campus OA policy that was passed in 2015, and decreasing the burden on researchers for participation in the policy. DSCS leveraged collaborative relationships with other library departments and campus units in order to mobilize the data, infrastructure, procedures, and documentation to execute these workflows.
