The current 12-month embargo period is widely disregarded. It is observed by PubMed Central (PMC), but the existence of preprint servers and academic social network sites (ResearchGate or Academia.edu) makes it possible for most authors to distribute peer-reviewed manuscripts at will. While enforcement of the embargo is lax or non-existent, its elimination would have a negative impact on publishers’ cooperation—pushing them to replace so-called “green” open access with author-pays models. The 12-month embargo allows PubMed Central time to prepare accurate and standardized versions of accepted author manuscripts. In 2010, Singapore Management University (SMU) was just 10 years old with aspirations to keep growing and attain a global reputation. But how could the University highlight the hard work taking place in its schools and institutes? A core group of stakeholders decided that a digital repository was crucial to making the institution’s intellectual output openly discoverable in order to achieve a more globally visible profile. This case study shares SMU’s journey, as well as tips that can help other young institutions launch a digital repository and open their research and scholarship to discovery by the world.

Campus Conversations on Scholarly Communications was created as a mini-grant program to foster institutional dialogue. Funded by the Statewide California Electronic Library Consortium (SCELC) Project Initiatives Fund (SPIF) and managed by the Scholarly Communications Committee, grants of up to $800 were used by member and affiliate libraries to engage diverse constituents on topics about licensing contracts, open access, or other scholarly communication topics. This dialogue is needed to address complex issues such as price increases, library budgets, market dominance, social justice, accessibility, sustainability, and relevance. Grant recipients share their work and reflections, inevitably impacted by COVID-19, in this report.

Students at universities spend an average of $1,250 yearly on textbooks and course materials. Can a collaboration between the Library and the Instructional Design Department create value for student populations by incorporating OER into the course development process? This is a case study of one University with a large online and distributed network with controls over the course design, timeline and curriculum delivered by the faculty. The rationale was to find a lasting solution to premarital sexual activities/challenges among secondary school students in the study area. Executive Summary

The Ithaka S+R Library Survey 2019 examines strategy and leadership issues from the perspective of academic library deans and directors. This project aims to provide academic librarians and higher education leaders with information about chief librarians’ visions and the opportunities and challenges they face in leading their organizations. In fall 2019, we invited library deans and directors at not-for-profit four-year academic institutions across the United States to complete the survey, and we received 662 responses for a response rate of 46 percent. The price of textbooks and other learning materials hinder students’ ability to pursue higher education. Open educational resources (OER) provide one answer to this problem. Though well established in STEM disciplines, OER are less common in art history and other arts courses. The College Art Association (CAA) and the Art Libraries Society of North America (ARLIS/NA) hosted panels on OER at their 2019 annual conferences. This article summarizes those panels and analyzes the speakers’ experiences within the context of OER initiatives in higher education.

[Purpose/significance]Taking public health events as the starting point，the typical emergencies are analyzed in detail so as to provide relevant information and knowledge for dealing with emergencies.[Method/process]Two types of emergencies，namely toxic milk powder and blue-green algae from taihu lake，were selected to analyze and analyze these two types of emergencies from multiple perspectives，including the acquisition of emergency information and the specific response.[Result/conclusion]Through the analysis of these two types of relatively representative emergencies，it not only provides direct information and knowledge for dealing with emergencies，but also presents the overall overview of health emergencies through cases.

[Purpose/significance]Taking natural disaster events as example to examine the effectiveness and practicability of the emergency response information system.[Method/process]Two types of natural disaster emergencies，namely Wenchuan Earthquake and Flood disaster in 2016，were chosen to analyze.Through the review of the case content and with the help of emergency response information system，the two events are deeply analyzed in three phases.Decision-making suggestions for similar emergencies are proposed after the analysis.[Result/conclusion]The emergency response information system can help with the respond to natural disaster emergencies.

Diversity is an important characteristic of any healthy ecosystem, including scholarly communications. Diversity in services and platforms, funding mechanisms, and evaluation measures will allow the scholarly communication system to accommodate the different workflows, languages, publication outputs, and research topics that support the needs and epistemic pluralism of different research communities. In addition, diversity reduces the risk of vendor lock-in, which inevitably leads to monopoly, monoculture, and high prices. Bibliodiversity has been in steady decline for decades.1 Far from promoting diversity, the dominant “ecosystem” of scholarly publishing today increasingly resembles what Vandana Shiva (1993) has called the “monocultures of the mind”2, …
