This article describes the China Digital Library (CDL) and explains how to use the computer network in China. It also explores the advantages of the China library in establishing the CDL. Finally, it examines the future construction and development plans for the CDL.

Tatiana Bryant’s current research focuses on perceptions of Open Educational Resources (OER) and Open Access amongst scholars who identify as Black, Indigenous, and people of color, with an emphasis on Ethnic Studies faculty and graduate students. Ethnic Studies is a discipline founded with a unique ethos centered in community building, public scholarship, and racial and social justice. This mission aligns with the philosophy of Open, specifically the creation and accessibility of OER. Despite this ideological alignment, there is a substantial lack of OER for Ethnic Studies. This article examines several developments in electronic technology which appear to hold great potential for advancing human well-being and community organization and have already manifested some important portion of that potential in recent years. They are, in order of presentation, electronic communication and networking, electronic advocacy, fund raising support, geographic information systems and data base management. We conclude this brief article with a brief discussion of information poverty and the growing disparity of information haves and have-nots.

This paper suggests a variety of ways to advance the knowledge commons of third sector studies through the strategic use of electronic technology. Ways I have discussed include identifying and promulgating new associative forms of scholarly publishing, exploring the use of multi-media in data collection and presentation, defining and implementing strategic uses of XML, exploring and adopting new and emerging forms of trans-organizational groupware more suitable for commons, and encouraging and promulgating open standards.

The Digital Millennium Copyright Act (DMCA)1 was signed into law by President Clinton on October 28, 1998. The legislation implements two 1996 World Intellectual Property Organization (WIPO) treaties: the WIPO Copyright Treaty and the WIPO Performances and Phonograms Treaty. The DMCA also addresses a number of other significant copyright-related issues.

The DMCA is divided into five titles:

Title I, the “WIPO Copyright and Performances and Phonograms Treaties Implementation Act of 1998,” implements the WIPO treaties.

The impact of electronic technology on social work has not been fundamental or transformative in any way comparable to the impact upon a variety of other professions and disciplines. A major potential impact of electronic systems for communications-based knowledge systems like social work lies in the area of textual processing systems which are only beginning to come to the fore. The term docuverse was first developed by Apple Computer guru Allen Kay in the late 1960’s. The underlying idea can be traced back decades earlier, to the visionary Vannevar Bush and the Memex (Bush, 1945). According to Kay, a docuverse is a set of related documents together with the linkages between them. In this paper, a docuverse is conceived as a collection of related scholarly documents together with the links, ties and bonds that can bring them together into an integrated logical and conceptual whole. Computer networking is making it possible to think about completely new ways of organizing and contributing to knowledge in scholarly disciplines. One of these new ways is hypertext, which still lacks a general model or metaphor, but which generally involves electronic links between different texts. This paper proposes an applied model of hypertext termed TESH (Traditional-Established Scholarly Hypertext). The Scholar Project was my term for a variety of projects and developmental efforts to incorporate the use of computers into the everyday work life of a graduate social work faculty member before the advent of desktop computing. It began in 1974 with a variety of experiments with SPSS files, McBee "KeySort" Cards, and a Computer Aided Instruction experiment with IBM's Coursewriter software.
