Literature illuminating the relationship between contemporary art and historical archives around the turn of the twenty-first century and how these interactions inform the evolution of archives in a digital multicultural age is the topic of this review. The literature reveals the extent to which art has been a means for members of marginalized groups to address their representation in historical archives, and also a means for archives to connect with a broader audience. In 2017, a joint international effort commenced under the direction of the President of University for Business and Technology (UBT) in Kosovo with colleagues from Linnaeus University (Sweden) and University for the Pacific (USA) to define, create and populate a Knowledge Center for UBT which would include an institutional repository (IR). Enlivened by discussion and feedback from the intended recipients, the needs and goals of a UBT IR were identified. On February 28, 2019, the University of California (UC) System announced the cancellation of their $50 million journal subscription deal with Elsevier. The impetus behind the UC decision comes from two issues. Firstly, the increasing costs of journal subscriptions in a landscape where library budgets remain flat. Secondly, the effort to shift the journal publishing model away from subscriptions to a sustainable open access model. The following paper will provide background on issues with the scholarly communication process, academic library budgets and open access initiatives. This report presents the findings from an online survey conducted in February and March 2019 to gather author feedback on open access (OA) books. Survey questions were designed to build on previous studies of OA for journal authors, as well as previous research on OA books, to assess the current awareness, attitudes and behaviours of authors who have and have not previously published OA. The raw anonymised data has been made freely available under a CC BY licence.2 Of 5,509 responses, 2,542 book authors completed the survey, and only these responses have been analysed here. With the bepress repository management software comes some of the most in-depth tools for value assessment among platforms, these include automatically populated data on downloads, metadata page hits, works posted, readership distribution, and referrers. East Tennessee State University has been using the reference manager Zotero, the copyright database SHERPA/RoMEO, and the open access locator Unpaywall to add faculty publications into a Digital Commons institutional repository. The presentation provides an analysis of the availability and accuracy of records generated by Zotero, SHERPA/RoMEO, and Unpaywall. Specifically, the analysis compares how effective the tools are when using them on journal articles in four disciplines: Arts and Humanities, Education, Social and Behavioral Sciences, and Medicine and Health Sciences. A 2013 study found that 70% of URLs in law journal articles and 50% of URLs cited by U.S. Supreme Court cases had suffered from reference rot and additional studies have demonstrated that reference rot increases over time. Information published online by government agencies is not immune to this phenomena. One startling example is the removal of climate change information from the Environmental Protection Agency's website. Perma.cc is a service developed by the Harvard Innovation Lab to preserve web-based content cited by scholars and the courts. Scope Note

From 2016‑2018 Always Already Computational: Collections as Data documented, iterated on, and shared current and potential approaches to developing cultural heritage collections that support computationally‑driven research and teaching. With funding from the Institute of Museum and Library Services, Always Already Computational held two national forums, organized multiple workshops, shared project outcomes in disciplinary and professional conferences, and generated nearly a dozen deliverables meant to guide institutions as they consider development of collections as data.

This report documents the activities and impacts of the Always Already Computational project, delineates findings, and identifies areas for further inquiry.

In 2017 Keith Tierney, a business law instructor at Linn-Benton Community College (LBCC), was fed up with the high cost of his commercial textbook. Not only was it upwards of $300, it wasn't customized to his learning outcomes and editions went out of date quickly. He saw the announcement for LBCC's Textbook Affordability Grant and reached out to LBCC's OER Librarian, Michaela Willi Hooper, to learn more.
