The current ways in which documents are made freely accessible in the Web no longer adhere to the models established Budapest/Bethesda/Berlin (BBB) definitions of Open Access (OA). Since those definitions were established, OA-related terminology has expanded, trying to keep up with all the variants of OA publishing that are out there. However, the inconsistent and arbitrary terminology that is being used to refer to these variants are complicating communication about OA-related issues. Since the acquisition of the Berkeley Electronic Press (bepress) by Elsevier last summer, there has been much discussion online, in listserves, and elsewhere about what that development means for the future of open access and scholarly communications. The people most directly affected are the users of the bepress DigitalCommons repository hosting service. Some have recoiled in horror at the new ownership situation, others are waiting to see what happens next. This is a panel discussion by current users concerning what they see in the road ahead, including what they regard as essential services, possible options, functionality requirements, and necessary safeguards.

The 15th anniversary of the Budapest Open Access Initiative provided an excellent opportunity to take stock of global progress toward open access and to gauge the main obstacles still remaining to the widespread adoption of open access policies and practices. As part of this process, feedback was solicited through an open survey that was disseminated online, and that received responses from individuals in 60 countries around the world.

2017 will be remembered as a significant year in the development of our community. We started the year as the Hydra Project with a governance structure largely defined in the founding Memorandum of Understanding, signed in 2012, and ended it as the Samvera Community with an improved governance structure under active discussion. On the technical side, we saw two major community software gems, Sufia and Curation Concerns, come together as Hyrax, and we saw some significant outputs from a number of our Working and Interest Groups. Despite growing interest in Open Access (OA) to scholarly literature, there is an unmet need for large-scale, up-to-date, and reproducible studies assessing the prevalence and characteristics of OA. We address this need using oaDOI, an open online service that determines OA status for 67 million articles. We use three samples, each of 100,000 articles, to investigateOAin three populations: (1) all journal articles assigned a Crossref DOI, (2) recent journal articles indexed in Web of Science, and (3) articles viewed by users of Unpaywall, an open-source browser extension that lets users find OA articles using oaDOI. Professionals typically face significant challenges from perceived copyright barriers. They tend to assume that a license or other express permission from a copyright holder is required before embarking on a wide variety of preservation activities, and typically find that such permissions are difficult or impossible to obtain. This report summarizes the development of a standardized scorecard for evaluating the openness of academic publishers. The assessment was completed in January 2018 as part of the Open Science and Research Initiative of the Finnish Ministry of Education and Culture.

The project complements the previous reports published by the Open Science and Research Initiative and the Finnish Ministry of Education and Culture, which have covered (i) the openness of universities and polytechnics, (ii) the overall situation of OA publishing costs in Finland, and (iii) research organization and research funding organizations, including selected European research funders.

In the last round of author-sharing policy revisions, Elsevier created a labyrinthine title-by-title embargo structure requiring embargoes from 12 to 48 months for authors sharing via institutional repository (IR), while permitting immediate sharing via an author’s personal website or blog. At the same time, all prepublication versions are to bear a Creative Commons-Attribution-Noncommercial-No Derivatives (CC-BY-NC-ND) license. At the time this policy was announced, it was criticized by many in the scholarly communication community as overly complicated and restrictive. This report, which updates and expands on a report prepared by Law Library staff in March 2015, contains data on 131 countries, indicating whether or not published books are subject to a mandatory deposit requirement at the national level and, if so, how many copies are required, where they must be deposited, and whether the deposit is part of the copyright system. Citations to the controlling legislation for mandatory deposits are provided. In all but thirteen of the jurisdictions surveyed, deposits are required. As reported in the Association of American University Presses (AAUP) 2015–2016 annual report, 30 AAUP member presses are in libraries. Researchers are increasingly required to make research data publicly available in data repositories. Although several organisations propose criteria to recommend and evaluate the quality of data repositories, there is no consensus of what constitutes a good data repository. In this paper, we investigate, first, which data repositories are recommended by various stakeholders (publishers, funders, and community organizations) and second, which repositories are certified by a number of organisations. We then compare these two lists of repositories, and the criteria for recommendation and certification. Earlier this year, SPARC launched Connect OER—a platform to share and discover information about Open Educational Resources (OER) activities at campuses across North America.
