The purpose of this practical case study is to examine the development of Dataverse, a global research data management consortium. This paper is the second in a project focusing on data discoverability and current metadata implementation on the Dataverse portals established by 27 university libraries worldwide. Five research questions were proposed to identify the most popular metadata standards and elements, search interface options, and result display formats by those portals. The data were collected from 27 university libraries worldwide between December 1, 2020 and January 31, 2021. [Purpose/significance]This study aims to solve the problem of traditional short text matching models being difficult to apply to long text matching tasks such as legal case retrieval. [Method/process]For the task of legal case matching, this paper proposes a Legal Text Matching model based on RoFormer (LTMR). In the coding layer, the legal case is encoded through the RoFormer model and the legal feature extractor. In the reasoning layer, the context and interactive information of long text are further extracted by using interactive attention and self-attention mechanisms. [Purpose/significance]To identify crucial financial news information and tap its potential value related to specific stocks more quickly and accurately, we conduct financial news correlation measurement research in terms of stocks.[Method/process]Natural Language Processing and Machine Learning are used to measure the correlation by text analysis in the word's dimension. Then, the theory of quantifying news is applied to construct a stock-oriented evaluation index system for financial news correlation.[Result/conclusion]This paper realizes a personalized and automatic measurement of news correlation with the index system. This article introduces the CLEAR Framework for Prompt Engineering, designed to optimize interactions with AI language models like ChatGPT. The framework encompasses five core principles—Concise, Logical, Explicit, Adaptive, and Reflective—that facilitate more effective AI-generated content evaluation and creation. Additionally, the article discusses technical aspects of prompts, such as tokens, temperature, and top-p settings. By integrating the CLEAR Framework into information literacy instruction, academic librarians can empower students with critical thinking skills for the ChatGPT era and adapt to the rapidly evolving AI landscape in higher education.

For over a millennium, libraries and library workers have advanced the knowledge of human science by building, preserving, and sharing collections and research. Historically, libraries have also aligned their institutional responsibilities to adhere to and support the values and virtues of oppressive and colonial practices. Library history has shown the mistreatments and denials of information access of marginalized groups. The history of libraries in the health and medical sciences reveals how these institutions and their workers have preserved and circulated research studies perpetuating racial science. The capacity to exercise one's right to access records is contingent on effective records management and its availability in government ministries and public bodies. Abstract

Some open access (OA) publishers charge authors fees to make their articles freely available online. This paper reviews literature on article processing charges (APCs) that has been published since 2000. Despite praise for diamond OA journals, which charge no fees, most OA articles are published by commercial publishers that charge APCs. Publishers fix APCs depending on the reputation assigned to journals by peers. Evidence shows a relationship between high impact metrics and higher, faster rising APCs.
