Many researchers have searched for evidence of organizational improvements from the huge sums invested in ICT. Unfortunately, evidence for such a pay back is spotty at best (e.g., Brynjolfsson, 1994; Meyer and Gupta, 1994; Brynjolfsson and Hitt, 1998). On the other hand, at the individual level, computing and communication technologies are increasingly merging into work in ways that make it impossible to separate the two (Gasser, 1986; Zuboff, 1988; Bridges, 1995). This problem—usually referred to as the productivity paradox—is an example of a more pervasive issue—linking phenomena and theories from different levels of analysis. For many years, users of commercial search engines have been hearing how the latest in information and computer science research is going to improve the quality of the engines they rely on for fulfilling their daily information needs. However, despite what is heard, these promises have not been fulfilled. While the Internet has dramatically increased the amount of information to which users now have access, the key issue appears to be unresolved – the results for substantive queries are not improving. Cross-Language Information Retrieval Using Dutch Query Translation, Anne R. Diekema, Wen-Yuan Hsiao

This paper describes an elementary bilingual information retrieval experiment. The experiment takes Dutch topics to retrieve relevant English documents using Microsoft SQL Server version 7.0. In order to cross the language barrier between query and document, the researchers use query translation by means of a machine-readable dictionary. The Dutch run was void of the typical natural language processing techniques such as parsing, stemming, or part of speech tagging. A monolingual run was carried out for comparison purposes. Due to limitations in time, retrieval system, translation method, and test collection, there is only a preliminary analysis of the results.

Question Answering: Cnlp At The Trec-10 Question Answering Track, Jiangping Chen, Anne R. Diekema, Mary D. Taffet, Nancy Mccracken, Necati Ercan Ozgencil

This paper describes the retrieval experiments for the main task and list task of the TREC-10 question answering track. The question answering system described automatically finds answers to questions in a large document collection. The system uses a two-stage retrieval approach to answer finding based on matching of named entities, linguistic patterns, and keywords. In answering a question, the system carries out a detailed query analysis that produces a logical query representation, an indication of the question focus, and answer clue words.

On first reading this group of articles on the international archival scene, I was struck by the degree to which advances in technology and changes in attitudes about professionalism have affected our profession over the past twenty years. Back in 1968, at my first archives job, my institution felt fortunate to have acquired IBM Selectric typewriters for the staff. Connections to the international archival community were limited to the privileged few, primarily at the National Archives, with travel budgets large enough to allow them to participate in international conferences or to visit institutions abroad.

Selection Connection: Creating An Internal Web Page For Collection Development, Julie Rabine, Linda A. Brown

University Libraries Faculty Publications

Collection development librarians often use Web resources as they select materials, but only a few libraries have built a working Web page for this purpose. The authors suggest that a collection development Web page is a valuable asset to an academic library. The Web page can be used to communicate with university faculty and others outside the library, and can provide a single source for links to Web tools used by collection development librarians. The authors discuss sources of Web-based bibliographer’s tools and suggest useful types of information to include.

The design of library catalogs and the maintenance of their contents equals catalog governance, that is, professional responsibility for the catalog. The design of library catalogs and their contents are an example of the standards that are the hallmark of modern librarianship. Although design and maintenance standards have always had an array of participants, in recent years the participants in catalog design and maintenance have become more numerous and varied, and therefore its governance has become more diffuse. Abstract We offer social positioning theory (Davies and Harre 1990) as a framework for exploring the ways in which the visibility of an individual’ s health status is linked to socially constructed subjectivities that can affect the individual’ s informationseeking behaviour. Qualitative analysis of data from two doctoral studies (collected through participant observation and 40 semi-structured interviews) illustrates the utility of social positioning theory as a framework for studying two specific health contexts: systematic lupus erythematosus, and twin pregnancy. This article examines the effect that cultural and technological changes have had on interpersonal communication and aims to provide an interdisciplinary explanation for the recent proliferation of defamation in electronic media. The authors argue that the absence of certain extra-linguistic cues and established cultural convention in the electronic environment often results in miscommunication which — if not itself defamatory — gives rise to emotional exchanges between interlocutors in a manner that provokes defamation. Finding A Common Ground: Working With The Georgian National Archives To Create A Trilingual Database, Peter Carini, Kara Drake

Provenance, Journal of the Society of Georgia Archivists

On two separate occasions over the past four years, the authors traveled to the former Soviet Republic of Georgia as part of a team charged with the work of training Georgian archivists in international descriptive standards as part of a database project. The Sakartvelo Database Project provided an introduction to Georgian history, culture, and the development of the country's archival program. It also provided a picture of what it is like to work in a former Soviet republic and the reality of what it is to handle language barriers and physical and environmental obstacles.
