The development of digital repositories has been a recent one, starting in late 2000 when the UK's University of Southampton released a software package called E-Prints. Since that time, the establishment of digital repositories has gained momentum. Factors such as the falling costs for online storage, the increase of broadband and gigabit networking technologies, as well as the development of metadata standards to describe repository content, all contributed to their current popularity. The key observation about institutional research repositories is that they are under-used. This paper looks at why take-up has been slow, and what might encourage researchers to use these facilities.

This paper surveys the evolution of practice and rationale for the institutional research repository, looks at existing use studies and opinion surveys of users, and examines ways in which university libraries, the main proponents, have changed their approaches in response to their experience. The experience of Swinburne University of Technology, a partner in the Australian ARROW project, is drawn upon.

The New Zealand government has signalled a new era for collaboration by establishing a Library and Information Advisory Commission (LIAC) under the National Library of New Zealand Act 2003. The strategic plan at Carnegie Mellon University highlights the important contributions that staff members make to the organization. Concomitantly the university encourages the growth of a diverse campus community and stresses the important of developing a culture of respect. The university libraries have embraced these two threads – recognizing the important contributions made by staff and the desirability of a diverse work force. This paper discusses the importance of these two threads and highlights the various steps taken to acknowledge staff contributions and to create a culture of respect.

A management issue of increasing importance is the need to provide distance learners the same library services as students who take courses on-site. Remote access to library-provided electronic resources has gone a long way to equalizing access for these students and for others who, because of work or family commitments, find coming to the library difficult. However, we have found that just making the resources available is insufficient; we must also teach the students how to use them effectively. Last year, researchers and librarians at both Drexel University and the University of Maryland initiated similar collaborative projects in their respective institutions to contribute to the development of life-long learning skills among the select participants. One joint finding was the importance of linking advances in knowledge, not just as hypothetical learning that benefits an elite few, but rather for the advancement of our society as a whole.
