When news broke early in 2019 that the University of California had walked away from licensing negotiations with the world’s largest scholarly publisher (Elsevier), a wave of triumphalism spread through the OA Twittersphere. The talks had collapsed because of Elsevier’s failure to offer UC what it demanded: a new-style Big Deal in which the university got access to all of Elsevier’s paywalled content plus OA publishing rights for all UC authors – what UC refers to as a “Read and Publish” agreement. Purpose of the UNL Digital Commons Institutional Repository

The UNL institutional repository (IR) comprises services that result in the stewardship and global online dissemination of content created and selected by UNL authors and affiliates. With the aim of contributing to the broader world of scholarship and facilitating discovery, the repository reflects the intellectual life of the institution.1 The IR drives a significant level of Web traffic to UNL. As such, the IR may serve as a promotional and marketing tool for authors, programs, and the university as a whole.

Why GAO Did This Study Research and development helps catalyze breakthroughs that improve the overall health and wellbeing of our society. Federal research and development expenditures averaged about $135 billion annually for fiscal years 2015 to 2017. Special Collections: While rare books and manuscripts have been acquired since the University of Nebraska Libraries were first established, it was some time before a separate Rare Books and Special Collections unit was created. During the 1970s, librarians identified rare books or special collections within the existing general collections, identified new space for these materials, cataloged them, created collection development criteria, and began providing services through the assignment of the first full-time special collections librarian. Human genomic data are large and complex, and require adequate infrastructure for secure storage and transfer. The NIH and The Wellcome Trust have funded multiple projects on genomic research, including the Human Heredity and Health in Africa (H3Africa) initiative, and data are required to be deposited into the public domain. The European Genome-phenome Archive (EGA) is a repository for sequence and genotype data where the data access is controlled by access committees. Access is determined by a formal application procedure for the purpose of secure storage and distribution, and must be in line with the informed consent of the study …

Despite growing recognition of the importance of public data to the modern economy and to scientific progress, long-term investment in the repositories that manage and disseminate scientific data in easily accessible-ways remains elusive. Repositories are asked to demonstrate that there is a net value of their data and services to justify continued funding or attract new funding sources. Here, representatives from a number of environmental and Earth science repositories evaluate approaches for assessing the costs and benefits of publishing scientific data in their repositories, identifying various metrics that repositories typically use to report on the impact and value of their …

Five take-away messages:

Early and fast dissemination, increased opportunities for feedback and openness are seen as the main benefits of preprints.

The main concerns over preprints are the lack of quality assurance, media potentially reporting inaccurate research and journals rejecting articles if a preprint has been posted.

Twitter has been playing a key enabling role in the current second wave of preprints and preprint servers. It also appears to be the main way researchers are exposed to preprints in the first place.

It is not clear who will be responsible for posting preprints in the long-term – researchers or publishers? …

Since the mid-1920s, a scientist's performance was tracked by using bibliometric information such as the number of publications or their citations. Today, there are unprecedented possibilities for controlling science by analysing data on production and use of scientific information, so that citations only play a subordinate role in the evaluation of science. To illustrate this change, we take a look at the history of the Dutch publishing house Elsevier and its metamorphosis into a research intelligence service provider, because it ideally reflects the new possibilities of logging and controlling science.

This presentation summarized and presented preliminary results from the first weeks of work conducted by the Aida research team in response to Library of Congress funding notice ID 030ADV19Q0274, “The Library of Congress – Pre-processing Pilot.” It includes overviews of projects on historic document segmentation, document classification, document quality assessment, figure and graph extraction from historic documents, text-line extraction from figures, subject and objective quality assesments, and digitization type differentiation.

The 13-year history of the institutional repository (IR) at the University of Nebraska–Lincoln is recounted with emphasis on local conditions, administrative support, recruitment practices, and management philosophy. Practices included offering new services, hosting materials outside the conventional tenure stream, using student employees, and providing user analytics on global dissemination. Acquiring trust of faculty depositors enhanced recruitment and extra-library support. Evolution of policies on open access, copyright, metadata, and third-party vendors are discussed, with statistics illustrating the growth, contents, and outreach of the repository over time. A final section discusses future directions for scholarly communications and IRs in particular.

This report presents the findings from an online survey conducted in February and March 2019 to gather author feedback on open access (OA) books. Survey questions were designed to build on previous studies of OA for journal authors, as well as previous research on OA books, to assess the current awareness, attitudes and behaviours of authors who have and have not previously published OA. The raw anonymised data has been made freely available under a CC BY licence.2 Of 5,509 responses, 2,542 book authors completed the survey, and only these responses have been analysed here.
