Objective: Given the legalization of recreational cannabis in 2012 in Washington State and recent mixed results regarding the effects of cannabis on driver safety, we examine the link between Delta-9-Tetrahydrocannabinols (THC) and driver’s behavior, including speeding and driver errors which may have contributed to a particular fatal crash.

Methods: The current study utilized data from the Washington State Fatality Analysis Reporting System Analytical File (WA FARS) in years 2008-2016. A series of logistic regression were employed to compare THC positive and negative drivers, as well as drivers who tested positive for other intoxicants.

Recovery After Genocide: Understanding The Dimensions Of Recovery Capital Among Incarcerated Genocide Perpetrators In Rwanda, Kevin Barnes-Ceeney, Lior Gideon, Laurie Leitch, Kento Yasuhara

Utilizing survey data from 302 men and women incarcerated in the Rwandan correctional system for the crime of genocide, and structured interviews with 75 prisoners, this mixed methods study draws on the concept of recovery capital to understand how individuals convicted of genocide navigate post-genocide healing. Genocide smashes physical and human capital and perverts social and cultural capital. Experiencing high levels of posttraumatic stress symptoms with more than two-thirds of the sample scoring above typical civilian cut-off levels, raised levels of depression, and high levels of anxiety, and failing physical health, the genocide perpetrators require multiple sources of recovery capital …

There were 97 nonfederal sworn law enforcement officers with the general powers of arrest (e.g., police officers, deputy sheriffs, state troopers) arrested in years 2005-2018 for murder or manslaughter resulting from an on-duty shooting where the officer shot and killed someone at incidents throughout the United States. Of those 97 officers, to date, only 35 have been convicted of a crime resulting from the on-duty shooting. This poster presents data on the arrested officers, criminal case dispositions, race of arrested officers and their victims, weapons possessed by victims who were shot and killed by police, and related variables.

This research is part of a larger study of police crime—that is, crime committed by nonfederal sworn law enforcement officers with general powers of arrest—across the United States. In 2014, after several fatal on-duty police shootings garnered national media attention, our principal investigator, Philip Stinson, conducted a joint research project with The Washington Post to count the number of police officers charged with murder or manslaughter resulting from an on-duty shooting where the officer shot and killed someone. Despite containing numerous wealthy geographic areas, the state of Connecticut continues to struggle with social and economic distress, along with gun-related crime. Problem analysis in urban areas revealed a critical need for services aimed at deterring violent and gun-related crime in two target populations: serious juvenile offenders, aged 14–17 years, and at-risk youth, aged 11–13 years. Using a quasi-experimental design, this study aimed to evaluate the effect of Project Safe Neighborhoods (PSN) on youth in two cities in Connecticut. Implementation resulted in 133 young people receiving a variety of services in New Haven and Bridgeport. Evaluation research assessed intervention efforts …

Music, literature, movies, and all forms of entertainment play an important role in the socialization of adolescents. Present everywhere and easily available, this allows children almost limitless access to questionable entertainment alone or with friends. Parents are unaware of the content of what their children are absorbing because of the use of downloaded music, videos, and literature, and the use of headphones. Research on popular culture/entertainment has explored its effects on schoolwork, social interactions, and particularly behavior. Lethality Assessment Protocol: A Qualitative Exploratory Analysis, Tanya M. Grant

This exploratory, qualitative research study examined the perceptions and attitudes police officers expressed regarding successful implementation of the Lethality Assessment Protocol (LAP), a collaborative intervention between police departments and domestic violence advocacy agencies in the State of Connecticut. Focus groups were conducted at four police departments to determine officers’ perceptions of the LAP. Officers (N=27) were recruited through an individual contact at the police department (LAP Coordinator). Responses to focus group questions identified both aggravating and mitigating factors related to the system-wide and departmental execution of the LAP in domestic violence cases. There are no official statistics on crime committed by sworn law enforcement officers, and the public is generally without the ability to research the incidence and prevalence of police crime in their own communities. The Police Crime database is designed to fill that gap, and provides internet-based public access to summary information on 8,006 criminal arrest cases during years 2005-2012 involving 6,596 sworn officers who were charged with one or more crimes. The arrested officers were employed by 2,830 nonfederal law enforcement agencies located in 1,302 counties and independent cities in all 50 states and the District of Columbia. This …

This study is part of a larger research project on police crime in the United States. Police crimes are those criminal offenses committed by sworn law enforcement officers who have the general powers of arrest. Profit-motivated police crime involves officers who use their authority of position to engage in crime for personal gain. This study reports the findings on 1,591 cases where a law enforcement officer was arrested for one or more profit-motivated crimes during the seven-year period 2005-2011. The authors' current study, which is built on prior attempts to explore legally prescribed probation functions across 50 states and the District of Columbia, examines the statutorily prescribed duties of adult and juvenile probation officers in the past 10 years. Analyses of role shifts and the complementarities and differences that exist in the statutes are also explored.

This study explores data related to police staffing through a convenience sample of 68 American police departments. The relationship between police officer staffing, and exogenous variables such as crime, population, calls for service, and endogenous variables such as workload, response time, patrol deployment and service times was explored. The results indicate that the percentage of officers assigned to patrol, violent crime, the rate of calls for service, and summer response time are significantly related to the size of a police department. For several decades time studies have been used as a decision-making tool in criminal justice settings to assist in staffing allocation decisions. Despite their prevalence, these studies have rarely been documented in empirical journals or subjected to peer-review. Publication bias is a likely issue, with only those providing favorable results reaching a public audience. This study reviews the literature and documents a time study of probation and parole officer workloads conducted in a rural Western state. American veterans have long struggled with the aftereffects of combat exposure, repeated deployments to hostile countries, and extended time spent away from their families and loved ones. Historically, when veterans struggling with issues such as mental illness and substance abuse, which can be related back to their military service, came into contact with the criminal justice system, they were processed without regard to their unique military experience. This study examines the variation in theft of shoplifted fast-moving consumer goods. Typically, shoplifting is estimated using shrinkage—a composite of several causes of lost retail merchandise. This study, however, benefits from access to a retailer’s database, in which extraordinary steps are taken to identify and record losses due to shoplifting only. This study is unique because of the more valid measure of shoplifting. A 1-year cross-sectional sample of 7468 products, sold in 204 U.S. chain supermarkets, was drawn from the retailer’s specialized database. Recent years have seen an increasing use of private internal investigations in terms of the assessment of financial irregularities. The form of inquiry aims to uncover vulnerabilities to unrestricted opportunities, failing internal controls, abuse of position, and any financial misconduct such as corruption, fraud, embezzlement, theft, manipulation, tax evasion and other forms of economic crime.
