This study will examine the emotional response that led to the expansion of the federal bureaucracy of the U.S. Government in the aftermath of the September 11, 2001 terrorist attacks. The federal bureaucracy was expanded in order to prevent future acts of terrorism on the U.S. homeland and execute policies related to the War on Terror. The terrorist attacks of September 11, 2001 had an immediate and overwhelming emotional effect upon the American public and prompted countless memorials and services across the United States and around the world. This study aims to identify and analyze the male officers' perception of female officers based on responses from a survey instrument. The data was obtained from a sample of male police officers employed by a police department located in Fort Worth, TX. The findings of the study have direct implications for criminal justice regarding the status of women in policing, future police training, and the attraction and recruitment for female officers.

This study’s objective was to determine if involvement in the Commission on Accreditation for Law Enforcement Agencies (CALEA) accreditation process will have a significant, positive effect on the representation of sworn women in large police agencies at all organizational levels and on the representation of women of color as a percentage of the total workforce. This study compared 193 large (100 or more sworn personnel) non-CALEA agencies with 201 large CALEA agencies. Results of this research suggest that there are significant differences between CALEA and non-CALEA agencies and that involvement in the CALEA accreditation process appears to encourage and facilitate …

Hacks, Cracks, And Crime: An Examination Of The Subculture And Social Organization Of Computer Hackers, Thomas Jeffrey Holt

This dissertation examines both the subculture and social organization practices of computer hackers. The concept of normative orders (Herbert, 1998: 347) is used to explore hacker subculture in different contexts. To assess hacker social organization, I use Best and Luckenbill¿s (1994) framework of organizational sophistication as well as measures from Decker et al. (1998). The relationships between subculture, social organization, and behavior are explored as well. I collected three qualitative data sets to explore these issues, including posts from six on-line hacker discussion forums, in-depth interviews with active hackers, and field observations at the Defcon 12 hacker convention. Prisons provide us with a place to segregate criminals from the population at large, but the ongoing question is what to do with them once we have incarcerated them? On one side there is the idea that prisons should be used to punish those who have broken the law. On the other is the idea that prisons should help to rehabilitate prisoners so that they may be reintegrated into society upon their release.

Appeal Waivers And The Future Of Sentencing Policy, Nancy J. King, Michael E. O'Neill

This paper is the first empirical analysis of appeal waivers clauses in plea agreements by which defendants waive their rights to appellate and postconviction review. Based on interviews and an analysis of data coded from 971 randomly selected cases sentenced under the United States Sentencing Guidelines, the study's findings include (1) in nearly two-thirds of the cases settled by plea agreement, the defendants waived their rights to review; (2) the frequency of waiver varies substantially among the circuits, and among districts within circuits; (3) the government appears to provide some sentencing concessions more frequently to defendants who sign waivers than …

After the litigation of the 2000 presidential election are parties, candidates, and interest groups more likely to utilize pre-election litigation as a part of the normal election strategy? Our findings suggest this is the case, at least when a close election is anticipated. The difference in the political landscape and logic after the 2000 litigation is that the political players now perceive the judiciary as a venue of first rather than last recourse. Using data from all fifty states and the District of Columbia, we show that courts are seen as one of the primary arenas for challenging the rules …

This presentation was given in September of 2005 as Dr. Gordon A. Crews’ presidential address during his year as president of the Southern Criminal Justice Association. It is an overview of the issue of academic and professional integrity, or lack thereof, in higher education. The comparison of academics to “snake oil salesmen” of the past is the central focus of this presentation. The presentation also analyzes the issues of integrity and collegiality in the three traditional areas of academics’ professional lives: teaching, research, and service.

This presentation discusses youth crime and violence within the context of evolving democracy. The focus is to compare Turkish juvenile crime to that experienced in the United States and the United Kingdom (e.g., extent, characteristics, causes, solutions, etc.). During the mid-to late 1990s, Turkey’s juvenile crime rate skyrocketed, although rates have decreased in recent years. Increases seen during the 1990’s may be a natural by-product of Turkey's historical efforts to become and maintain a democratic society, and part of the price Turkey has to pay to join the European Union. The purpose of this study was to analyze those factors that affect the commitment rate of juveniles and how outside variables such as gender, race, parents, and school attendance affect the commitment rate of crime and delinquency. The variables used for this study came from the Gang Resistance Education and Training (G.R.E.A.T.) data collected by Esbensen and Osgood (1999). The analysis revealed that females are more likely to have a higher commit rate than males, that Whites have a higher commit rate than other races, that those juveniles living with their father have a lower commit rate than those living …

Intimate Violence: The Effects Of Family, Threatened Egotism, And Reciprocity., Jessica Lynne Holt

This study was undertaken in an attempt to investigate the impact of family, threatened egotism, and reciprocity on a person’s use of intimate violence. Threatened egotism proposes that aggression is the result of high but unstable self-esteem, which is conceptualized as high self-esteem coupled with high narcissism. Self-report questionnaires were administered to randomly selected cluster samples of 423 college students, 147 males and 276 females. The mean age is approximately 22 with 93% indicating they are White and 7% non-White. While no support was found for threatened egotism, violence witnessed in the family of origin and reciprocity were found to …

A Qualitative Study: Gendered Perceptions Of Bullying Among Adolescents At A Boys And Girls Club., Beverly Small Chandley

Bullying is a form of peer violence needing extensive research to help understand the differences in gender for the prevention of such behavior. Most research has been performed in school settings and in a quantitative manner. This study was conducted by six researchers in an after-school facility with a qualitative approach. A minimum of 15 hours per researcher was spent observing behaviors and 20 interviews were performed. A grounded theory approach was used for the analysis of data which tend to show more similarities than differences in the way children bully as well as their perceptions of bullying.

The provision of sexual services for profit has become a major illicit industry in the hidden economy of Kentucky. Prostitution on the streets, in massage parlors, through escort services, and in bars and strip clubs is common throughout much of the Commonwealth. The evidence shows that criminal organizations ranging from individual entrepreneurships, to small crime networks, to international sex trafficking organizations are active in the provision of illicit sexual services in Kentucky. Thousands of women are employed as sex workers, over one million illicit sexual transactions occur annually, and criminal organizations rake in a minimum of $100,000,000 a year in …

Several high-profile, multiple-victim school shootings between 1996 and 1999 dramatically shook the public's perception of the safety of our schools. In response to public concern, the Dallas Independent School District (DISD) developed a district-wide policy for responding to threats of violence and implemented the Dallas Threat of Violence Risk Assessment (DTVRA). The DTVRA is designed to help school personnel assess the likelihood of a student following through with a threat and to provide guidance for appropriate interventions for students who threaten violence. This paper presents data concerning the effect uniformed police officers have on attitudes towards the police and fear of crime within the high school setting. Two identical surveys were administered to 522 high school students at two periods during a school year. The primary purpose was to determine whether placing uniformed police officers, called School Resource Officers, in high schools would improve attitudes towards the police and reduce the fear of crime. Although opinions towards the police were positively affected and the fear of crime was reduced, neither was affected significantly. The primary implication drawn from this research is that …

This report first provides an overview of the statistical data on women in prisons in the U.S. over the past two decades. It pays particular attention to the literature on the effects of mothers' incarceration on their children and the gradual recognition of the emotional, economic, and legal consequences for families when parents, especially mothers, are incarcerated. When viewed in this broad context it becomes clear that the concerns and challenges families face extend beyond the perimeters of a single agency or policy area. Article 1, Section 8, clause 3 of the United States Constitution states that “Congress shall have the power… To regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes”. This short and simple statement has been progressively used, in combination with a few other powers both granted and assumed by various federal actors, to take greater and broader powers over the states and private citizenry.
