Human trafficking is a transnational complex societal and economic issue. While human trafficking has been studied in a variety of contexts, including criminology, sociological, and clinical domains, to date there has been very little coverage in the operations research (OR) and analytics community. This paper highlights how operations research and analytics techniques can be used to address the growing issue of human trafficking. It is intended to give insight to operations research and analytics professionals into the unique concerns, problems, and challenges in human trafficking; the relevance of OR and analytics to key pillars of human trafficking including prevention, protection, …

There are no comprehensive statistics available on problems with police integrity, and no government entity collects data on all criminal arrests of law enforcement officers in the United States. Police crimes are those crimes committed by sworn law enforcement officers with the general powers of arrest. These crimes can occur while the officer is either on‐ or off‐duty and include offenses committed by officers employed by state and local law enforcement agencies. This study provides a wealth of data on a phenomena that relates directly to police integrity—data that previously did not exist in any useable format.

Norway's Prison System: Investigating Recidivism And Reintegration, Meagan Denny
Norway's Prison System: Investigating Recidivism And Reintegration, Meagan Denny
Bridges: A Journal of Student Research
Recidivism rates are high in most Western countries and, as prisons in these countries become overcrowded, the resources meant to enhance reintegration of inmates into society can be inadequate or nonexistent. On the other hand, Norway has one of the lowest recidivism rates among Western nations, at approximately 20 percent. Norway also has, along with other Scandinavian countries, a unique approach to its prison system. This paper discusses the exceptionalism associated with Norway's prison system and explores the reasons behind its low recidivism rates, with a focus on the encouragement of reintegration of inmates into society. With the educational opportunities …

Perceptions Regarding Public Safety In Portland’S King Neighborhood, Kris R. Henning, Greg Stewart
Criminal Justice Policy Research Institute Research Briefs
The Portland Police Bureau (PPB) is partnering with Portland State University (PSU) and neighborhood groups to develop new strategies for improving police-community relations and reducing crime. Our most recent initiative seeks to provide residents with greater voice in where PPB officers work in their neighborhood and what steps the City takes there to address public safety concerns.
The King neighborhood in Northeast Portland was chosen as the starting point for this work following a recent gang related shooting at King School Park. Officers from North Precinct had already begun outreach to the community and they wanted additional input from the …

Buying Sex On-Line From Girls: Ngo Representatives, Law Enforcement Officials, And Public Officials Speak Out About Human Trafficking—A Qualitative Analysis, Sriyani Tidball, Mingying Zheng, John W. Creswell
College of Journalism and Mass Communications: Faculty Publications
Federal agencies report the high level of sex trafficking of minors in the United States. This trafficking often occurs on-line with the Internet. Pimps commonly advertise children for sexual exploitation online, and they search social networking sites for young victims. Thus, the high rate of trafficking minors and the increased use of technology have led to a need to better understand purchasing young girls for sex on-line. This qualitative study focused on learning from NGO representatives, law enforcement officials, and public officials their experiences about how men buy girls on-line for sex, and the words that the men use in …

Species Identification Of Golden And Bald Eagle Talons Using Morphometrics, Avery J. Appleton, R. Christopher O'Brien, Pepper W. Trail
Forensic Science Publications
The Golden Eagle (Aquila chrysaetos) and Bald Eagle (Haliaeetus leucocephalus) are the largest avian predators in North America, and are thus species of great ecological importance and cultural significance. There is a long history of human use of eagle body parts, and this use continues today: Bald and Golden eagles are among the North American birds most affected by the illegal wildlife trade. Detached eagle talons are often recovered in both law enforcement and archaeological contexts, but data to allow morphological identification of these talons have been lacking. This study documents measureable differences in the morphology of Bald Eagle and …

BACKGROUND: Cells release extracellular membrane vesicles including microvesicles known as exosomes. Exosomes contain microRNAs (miRNAs) however the full range within colorectal cancer cell secreted exosomes is unknown. OBJECTIVE: To identify the full range of exosome encapsulated miRNAs secreted from 2 colorectal cancer cell lines and to investigate engineering of exosomes over-expressing miRNAs. METHODS: Exosomes were isolated from HCT-116 and HT-29 cell lines. RNA was extracted from exosomes and microRNA array performed. Cells were engineered to express miR-379 (HCT-116-379) or a non-targeting control (HCT-116-NTC) and functional effects were determined. Exosomes secreted by engineered cells were transferred to recipient cells and the …
Can Expert Testimony Sensitize Jurors To Variations In Confession Evidence, Kelsey S. Henderson, Lora M. Levett
Can Expert Testimony Sensitize Jurors To Variations In Confession Evidence, Kelsey S. Henderson, Lora M. Levett
Criminology and Criminal Justice Faculty Publications and Presentations
Confession evidence can be extremely damaging in the courtroom; jurors are more willing to convict based on the presence of a confession than eyewitness evidence and character testimony (Kassin & Neumann, 1997). To date, no research has examined whether jurors notice variations in confession evidence based on whether the confession is consistent or inconsistent with the crime evidence (a likely low quality confession). In Study 1, mock jurors read a trial summary in which a suspect’s confession was consistent or inconsistent with other case facts. Jurors were marginally more likely to convict if the confession and case facts were consistent …
Aftermath Of The Hobby Lobby Decision: Implications For Women In The Workforce, Hirsh Shah
Aftermath Of The Hobby Lobby Decision: Implications For Women In The Workforce, Hirsh Shah
AUCTUS: The Journal of Undergraduate Research and Creative Scholarship
Hobby Lobby is a chain of 640 arts and crafts stores owned by the Green family, based in Oklahoma City. This company is required to follow the Affordable Care Act (ACA), which mandates that larger employers—those with more than 50 employees—have to include coverage for the full range of preventative care, including contraceptives, in their female employees’ health insurance plans. However, the Green family holds deeply religious views and did not want to include four of the twenty contraceptives covered by the ACA, including long acting reversible contraception and emergency contraception, in their female employee coverage. The family believed that …

Hash functions are established and well-known in digital forensics, where they are commonly used for proving integrity and file identification (i.e., hash all files on a seized device and compare the fingerprints against a reference database). However, with respect to the latter operation, an active adversary can easily overcome this approach because traditional hashes are designed to be sensitive to altering an input; output will significantly change if a single bit is flipped. Therefore, researchers developed approximate matching, which is a rather new, less prominent area but was conceived as a more robust counterpart to traditional hashing. Since the conception …

A Study Of The Fepac Accredited Graduate Forensic Science Programs' Curricula, Catherine Genice Rushton
Theses, Dissertations and Capstones
The National Institute of Justice (1999) and the National Academy of Sciences (2009) recommended that forensic science training shift from on-the-job training to formal education. However, the reports cited inconsistencies in the curricula of the forensic science degree programs as an impediment to this. The Forensic Science Education Programs Accreditation Commission (FEPAC) Standards were created to address this issue; however, no studies have been conducted to determine how the accreditation standards have been implemented by the FEPAC accredited graduate programs. This study evaluated the self-study responses (n=11) and website information (n=17) specific to FEPAC’s Graduate Curriculum Standards to determine how …
Gender-Specific Programming And Quality Improvement Ratings Of Florida Residential Delinquency Programs For Girls, Katrina Smith
Gender-Specific Programming And Quality Improvement Ratings Of Florida Residential Delinquency Programs For Girls, Katrina Smith
Walden Dissertations and Doctoral Studies
Female delinquency and adult female incarceration rates increased from the 1980s until the early 2000s. Many of these women and girls have been victimized, and their unresolved victimization issues may have led them to criminal behavior which may not be adequately addressed in the juvenile and criminal justice systems. The theoretical framework for this study consisted of 3 developmental theories (pathways, trauma, and addiction theories) that facilitated an understanding of the impact of victimization and criminality in these women and girls' lives. Florida's Department of Juvenile Justice implemented changes to address the victimization issue in the 10 female gender-specific programs …
Family Continuity And Multiple Incarcerations Among African American Women, Dorenda Karen Dixon
Family Continuity And Multiple Incarcerations Among African American Women, Dorenda Karen Dixon
Walden Dissertations and Doctoral Studies
Scholars have studied incarceration among women in the United States of America for more than a decade, but few studies have explored the influence of repeated incarcerations among African American women and their family relationships. The research question for this study examined how African American women describe the effects of multiple incarcerations on family trust relationships and their ability to reintegrate into the family system and society. This multiple case study was conducted in Chicago, Illinois, and drew a sample of 4 African American women released from prison with histories of multiple incarcerations. The study explored their perspectives through a …
A Qualitative Case Study Of Police Officers' Perception Of Sexual Offender Registration, Tracy Lee Veri
A Qualitative Case Study Of Police Officers' Perception Of Sexual Offender Registration, Tracy Lee Veri
Walden Dissertations and Doctoral Studies
Although many research studies about sexual offender registration exist, there is no qualitative study on the perspective of police officers whose job duties include the implementation of Sex Offender Registration and Notification (SORN) laws. The purpose of this case study was to explore specific police officers' perceptions of sex offender registration. Six police officers were hand selected for face-to-face interviews based on their unique job duties that included responsibilities and training related to the implementation of the sexual offender registration and community notification protocols. Festinger's cognitive dissonance theory provided the theoretical framework for this research study. According to study findings, …
Are Hispanics Discriminated Against In The Us Criminal Justice System?, Maria A. Eijo De Tezanos Pinto
Are Hispanics Discriminated Against In The Us Criminal Justice System?, Maria A. Eijo De Tezanos Pinto
Graduate Research Posters
Recent publications have contributed to increase the perception among Hispanics of an unfair and unequal treatment of this community by the US Criminal Justice System. One of the major concerns was the claim that Hispanics are incarcerated before conviction nearly twice as often as Whites. Unfair treatment perception by the population reduces legitimacy of police and government, and thus, it is imperative to analyze these uninvestigated allegations. Therefore, the purpose of this study is to address said allegations of discrimination against Hispanics and analyze with updated and reliable statistics whether Hispanics are incarcerated before conviction more often than Whites. There …

The Dark Figure Of Online Property Crime: Is Cyberspace Hiding A Crime Wave?, Maria Tcherni-Buzzeo, Andrew Davis, Giza Lopes, Alan Lizotte
Criminal Justice Faculty Publications
A pronounced drop in crime, since the early 1990s, has encompassed every crime category tracked by the FBI’s Uniform Crime Reports, including property crime. However, over the same period, the rates of online property crime (OPC) have been on the rise according to available evidence. We delineate the extent of our knowledge and data concerning cybercrime and identity theft and, using data from several nationally representative victimization surveys, offer an alternative view of property crime trends while pointing out the glaring gap in crime reporting and accounting in relation to the growing category of property crimes perpetrated online. In addition, …

Transnational Criminal Organizations (Tcos): The Case Of Combating Criminal Biker Gangs, Petter Gottschalk, Vesna Markovic
Criminal Justice Faculty Publications
Transnational crime organizations (TCOs) represent a challenge to societies all over the world. This article explores combating criminal biker gangs, where stakeholders in the community and governments vary in their responses. These stakeholders include the government, law enforcers, courts, and the communities. The variation in responses is conceptualized in terms of a four stage of growth model. This model includes criminal biker gang members being treated as movie stars, individual criminals, organized criminals, and finally, enemies of the state. A stage model is a theoretical approach to understanding different levels of maturity in combating criminal biker gangs. Due to the …

The purpose of this study was to examine the existing state of physical fitness maintenance policies among police departments in North Carolina, and how those policies impact reported injuries among police officers. The research identified a sample of police departments with and without mandated physical fitness maintenance policies (n = 145) for years 2013-2015 and through collaboration with the North Carolina League of Municipalities, determined the number officer injuries per department for comparison. This information also included the cause of injury, costs, lost work days and claims by male and female for comparison. A cross-sectional analysis and purposive sampling method …
The Female Human Trafficker In The Criminal Justice System: A Test Of The Chivalry Hypothesis, Brielle Francis
The Female Human Trafficker In The Criminal Justice System: A Test Of The Chivalry Hypothesis, Brielle Francis
Electronic Theses and Dissertations
The involvement of women in human trafficking within the United States has received limited research attention. Human trafficking encompasses labor, sex, and organ trafficking (Roberts, 2012). In 2009 the United Nations Office on Drugs and Crime (UNODC) reported that women play a significant role in human trafficking. Nagel and Johnson (1994) conclude that, historically, female offenders have stayed at the edge of the criminal justice system. Generally, theories about prosecution and conviction outcomes derive from the study of male offenders. Women can be involved in all aspects of the human trafficking organizations, from the recruitment, to the supervision of prostitutes …

Exploring Deviant Hacker Networks (Dhm) On Social Media Platforms, Samer Al-Khateeb, Kevin J. Conlan, Nitin Agarwal, Ibrahim Baggili, Frank Breitinger
Journal of Digital Forensics, Security and Law
Online Social Networks (OSNs) have grown exponentially over the past decade. The initial use of social media for benign purposes (e.g., to socialize with friends, browse pictures and photographs, and communicate with family members overseas) has now transitioned to include malicious activities (e.g., cybercrime, cyberterrorism, and cyberwarfare). These nefarious uses of OSNs poses a significant threat to society, and thus requires research attention. In this exploratory work, we study activities of one deviant groups: hacker groups on social media, which we term Deviant Hacker Networks (DHN). We investigated the connection between different DHNs on Twitter: how they are connected, identified …

Log Analysis Using Temporal Logic And Reconstruction Approach: Web Server Case, Murat Gunestas, Zeki Bilgin
Journal of Digital Forensics, Security and Law
We present a post-mortem log analysis method based on Temporal Logic (TL), Event Processing Language (EPL), and reconstruction approach. After showing that the proposed method could be adapted to any misuse event or attack, we specifically investigate the case of web server misuses. To this end, we examine 5 different misuses on Wordpress web servers, and generate corresponding log files of these attacks for forensic analysis. Then we establish attack patterns and formalize them by means of a special case of temporal logic, i.e. many sorted first order metric temporal logic (MSFOMTL). Later on, we implement these attack patterns in …

Rape In Alaska, Caitlin Williams
Rape In Alaska, Caitlin Williams
Undergraduate Research Journal
The National Crime Victimization Survey shows that Alaska has the highest number of sexual assaults of all U.S. states. Rape is a paramount problem in Alaska, for Alaska triples the national average of reported rapes (at 27 per 100,000). In addition, according to the 2014 Council on Domestic Violence and Sexual Assault’s Dashboard, only 33.5 percent of reported forcible rapes resulted in an arrest. Data indicates that Alaska has a high population of Alaska Native (or ANs) women that are assaulted by both AN men and non-AN men. This research examines the core reasons behind the high incidence of AN …

Research on samples of truant adolescents is limited, with little known about mental health problems among truant youths. This study provided an exploratory, multilevel examination of mental health problems for a sample of 300 truant adolescents. Confirmatory factor analysis indicated a single factor of multiple mental health problems at the individual level, but the structure of these problems was not the same at the school level. A number of covariate effects were found at the individual level on the mental health factor. Further, youths attending middle school were more likely to report attention deficit hyperactivity disorder (ADHD) problems than those …

With numerous HIV service gaps in prisons and jails, there has been little research on HIV stigma attitudes among correctional staff. Such attitudes may undermine HIV services for inmates at risk of or infected with HIV. This HIV stigma attitudes survey among 218 correctional staff in 32 US facilities (1) provides an overview of staff’s stigma attitudes, (2) reports psychometric analyses of domains in Earnshaw and Chaudoir’s HIV Stigma Framework (HSF), and (3) explores differences in stigma attitudes among different staff types. Overall, correctional and medical staff expressed non stigmatizing attitudes toward people living with HIV/AIDS, but perceived that stigma …
