Despite gains in the percentage of female police officers over past decades, female police officers are vastly underrepresented in modern policing. Female police officers face barriers to integration into policing and the surrounding culture that male police officers do not face, including unbalanced physical testing, double standards for success, and others. One explanation for the different experiences of female police officers compared to male police officers is the token status of women in policing. This paper describes the process of the conduct of preliminary tests to determine the construct and content validity of the chosen data collection method for a study into the relationship between Islamic principles and objectives, Islamic financial law and takaful (slamic Insurance) operations and practices in Nigeria. Semi-structured interviews were tested on a select group of respondents mirroring the intended subjects in the field. The pilot test showed the construct to be both valid and reliable while giving the opportunity to insert refinements to the research tool.

Adverse childhood experiences can lead to a number of harmful outcomes throughout an individual’s life, ranging from medical problems to criminal behavior. These traumatic experiences, comprised of different forms of maltreatment and dysfunctional household environments, can affect the development of a child in a variety of different ways. The multitude of developmental changes can produce compounding harmful effects on the child’s life and lead to acutely maladaptive outcomes. This brief provides a description of the data, sampling, methods, and data limitations of the SAK Pilot Research Project. Utilizing data provided by the Prosecutor’s office via an electronic database of documents used for prosecution, the Begun Center research team gleaned information about the investigative process and entered these data into a quantitative database. The Pilot Research Project focuses on unsubmitted SAKs with completed investigations as of August 2015.

This brief provides a comparison of serial offenders and one-time offenders in terms of their demographics, criminal histories prior to and after the assault, relationship to the offender, and modus operandi in the 243 sexual assaults analyzed for the SAK Pilot Research Project. Serial offender status was determined based on the number of CODIS hits or sexual offense arrests in the offender’s criminal history.

As of 2015, all 4,845 unsubmitted SAKs from 1993 to 2010 from Cuyahoga County have been submitted to BCI for testing. To assist the Prosecutor’s Office in streamlining their efforts, researchers at the Begun Center mapped each step of the process from Testing to Disposition. Utilizing data provided by CCPO, this brief illustrates how SAKs move through the four main phases of this process—Testing, Investigation, Prosecution, and Disposition. As a SAK proceeds through the process it (potentially) changes from (1) a SAK, (2) an investigation, (3) a prosecution, and (4) a final disposition.

The Cost Of War: Weighing Civilian Losses In The Afghan War, Jibey Asthappan

Spending almost US $700 billion to combat insurgents in Afghanistan, the U.S. population should be hopeful that they “bought” something of value as the Afghan War concludes. This exploratory study focuses on evaluating operations within Afghanistan by accounting for enemy and civilian losses. Integration of civilian losses offers an opportunity to evaluate operations that represent societal losses to the Afghan people. Regression estimates using zero-inflated negative-binomial models indicate that military operations resulted in more civilian casualties than enemy losses.

The number of successful cyber attacks continues to increase, threatening financial and personal security worldwide. Cyber/digital forensics is undergoing a paradigm shift in which evidence is frequently massive in size, demands live acquisition, and may be insufficient to convict a criminal residing in another legal jurisdiction. This paper presents the findings of the first broad needs analysis survey in cyber forensics in nearly a decade, aimed at obtaining an updated consensus of professional attitudes in order to optimize resource allocation and to prioritize problems and possible solutions more efficiently. Over the past several years, a few hundred colleagues involved in criminal justice education have participated in panel discussions and roundtables to discuss the trials and issues that have been observed by practitioners turned academics, or “pracademics.” Some complained of having difficulty breaking into academia. Widespread proliferation of small Unmanned Aerial Systems (sUAS), particularly those used for hobby and recreational purposes, have become a growing problem for the Federal Aviation Administration (FAA) in recent years. Reports of aircraft and sUAS near misses are on the rise and several similar anecdotes of ground injuries and property damage can be traced back to sUAS operations. This study sought to explore recent regulatory and policy initiatives in place to deter unsafe hobby and recreational sUAS use and hold operators accountable for hazardous sUAS activities. Charging The Poor: Criminal Justice Debt & Modern-Day Debtors' Prisons, Neil L. Sobol

Debtors’ prisons should no longer exist. While imprisonment for debt was common in colonial times in the United States, subsequent constitutional provisions, legislation, and court rulings all called for the abolition of incarcerating individuals to collect debt. Despite these prohibitions, individuals who are unable to pay debts are now regularly incarcerated, and the vast majority of them are indigent. In 2015, at least ten lawsuits were filed against municipalities for incarcerating individuals in modern-day debtors’ prisons. Criminal justice debt is the primary source for this imprisonment.

Criminal justice debt includes fines, restitution charges, court costs, and fees. Monetary charges exist …

This action research (AR) study explored practitioners’ knowledge of Lesbian, Gay, Bisexual, Transgender, Questioning, and Intersex (LGBTQI) youth issues in a juvenile justice setting. A research and service approach was employed to develop a LGBTQI policy and training. This study was motivated by three research questions. Does sensitivity training increase practitioner knowledge concerning LGBTQI youth in juvenile justice? The purpose of the first study is to examine the moderating impact of working memory capacity (WMC) on the cognitive load produced by both the type of statement a person is making and the manner in which the person is interviewed in a mock crime scenario. The moderating impact of suspects’ WMC (measured using the automated operation span task) on this process was also assessed. Yet environmentalists are now recognizing that illegal wildlife killings, both poaching and retaliatory killings due to human-wildlife conflict, are perhaps the next major threat. Biologists have researched illegal killings and their effect on species conservation, but few researchers have applied criminological principles of crime reduction to them. Since the 1996 voter approval of medical marijuana laws in California, marijuana policy has become increasingly liberalized. Producers, however, have remained in the greyest of grey market zones. Federal anti-drug laws and supply-side tactics have intensively targeted them even as marijuana has become more licit. In this legally unstable environment, marijuana patient-cultivators and underground producers have articulated and asserted themselves politically and economically, particularly as the likelihood of full legalization has increased. This dissertation explores how producers navigated the nebulous zone between underground and medical markets. Recent reports by the United Nations and local non-governmental organizations present a troubling increase in incidents of violence against Palestinian women in Palestine. These are cases of domestic violence, where the attackers are Palestinians, and political violence, where the attackers are Israeli settlers and soldiers. These violent incidents include attacks on body and property. Most incidents are neither dealt with by the Palestinian authorities nor by the Israeli government and judicial system. This thesis explores the theme of melancholia in the writing of currently and formerly incarcerated African American men during the late 20th and early 21st century. Melancholia, with its rich history in literature from ancient times to the present, is discernable in the works of many people with prison experience. This research was designed to examine the moderating effect of interactional justice on the relationship between justice constructs and organizational citizenship behavior (OCB) with organizational identification as a mediator of the influence of justice perceptions on OCB. This study was based heavily on social exchange, the norm of reciprocity, and psychological contracts between individuals and their supervisors. Commercially sexually exploited children (CSEC) are commonly treated as criminals and punished for offenses committed as a result of being trafficked. Recent state-level legislative efforts have sought to prevent minors from being held criminally liable for being commercially sexually exploited. This study offers an analysis of the effects of such laws on the criminalization of CSEC through the use of ordinary least squares (OLS) regression. Data on the number of child arrests for prostitution (1995-2014) and safe harbor laws were collected from the FBI Uniform Crime Reports, the Polaris Project website, and the 2015 ECPAT report.
