Public schools in the United States are facing one of the most extensive transformations in school leadership. Districts face the difficult challenge of recruiting and training school leaders who have the capacity to deal with the growing demands and responsibilities placed on school site administrators. With department chairs providing a critical link between faculty and administration, their leadership impacts universities on a broad level. However, chairs often report dissatisfaction with the position and experience rapid turnover. In an effort to help understand the role that communication plays in effective leadership for department chairs, this study provides an empirical test of Gibb's theory of defensive vs. supportive communication. An application of homosexual stage-based self-integration theory suggests that until gay individuals have become fully self-integrated, their capacity for leadership within the community is diminished. Unfortunately, now more than ever before, leadership is needed in dealing with such pressing community issues as the disproportionately high suicide rate among gay teens, the ongoing struggle for gays to become fully self-integrated individuals, bringing equal rights to the gay population, and of course, developing a base of strong gay leaders to meet the ongoing challenges facing this population. Integrated disability management (IDM) is a cost-containment strategy increasingly being employed by human resources and risk management departments to address occupational and non-occupational illness and injury in a consistent manner. The goal is to both reduce on-the-job injury and minimize the loss of work time due to injury or illness. Law enforcement is one of the last male-dominated occupations. Out of 18,000 police departments in the United States, only 200 to 250 have women chiefs. Such under-representation reflects the "glass ceiling" effect of a gender-based metaphorical barrier that prevents women from rising to the top of an organization, regardless of qualifications. The research examined three questions: what are the issues and problems articulated by women officers attempting to move upwards; what strategies were employed as they attempted to advance; and what strategies could help other women reach the top? All Naval enlisted personnel and officers are required to attend Leadership Continuum courses at designated career intervals. One of the required courses for officers is the Intermediate Officer Leadership Training Course (IOLTC). This study replicated William F. Conroy III's 2001 dissertation study of graduates of the IOLTC offered in San Diego with graduates of a similar course offered by the Center for Naval Leadership (CNL) at Naval Amphibious Base (NAB), Little Creek, VA. Mentoring powerfully develops human potential but little has been known about mentoring in special education administration. Because mentoring has a centuries-long record of success, because of the importance of special education administrators, and because of the paucity of empirical knowledge on mentoring in special education administration, this study examines mentoring in the special education administration community. Increasingly, political action committees and special interest groups dominate the national policy-making process. Critics charge that campaign contributions buy access to and influence with policy makers, and that the differential ability to make such contributions results in disproportional representation. The question then becomes: how do ordinary citizens who are unable to use substantial financial contributions to "purchase" access to power mobilize people to influence public policy. Over the last thirty years, a cultural transformation has occurred in public schools as students with disabilities have slowly moved from segregated sites and special day classes to more inclusive classroom environments. Since the late 1980s, hundreds of U.S. Navy ships have been decommissioned. Although ship decommissionings were postponed immediately after the September 11th attack, today the Navy is again engaged in “rightsizing” its force. Depending on the type of ship and its age, a ship faces different fates after the decommissioning process has been completed. Except on the rare occasion when a ship is turned into a museum, most decommissioned ships are disposed of in one of three ways. Some ships are sold to foreign navies to recoup some costs. The purpose of this study was to examine whether differences emerged in federal male and female middle managers and supervisors' perceptions concerning organizational career development culture, succession planning components used for linking employee-training activities, reasons for succession planning and barriers impacting succession planning within their organization. Quantitative methodology supported this research study. A test-retest of the eighty-two-statement survey instrument was conducted for reliability among 40 participants (20 male and 20 female). Women in academe often become entangled in an intricate equation of sensemaking as they work to balance the professional demands of teaching, research, and service, while at the same time learning the political and moral meanings of being a scholar. Structuration theory offers avenues for closely examining communicative strategies women utilize to navigate their roles as assistant professors. As the public demands accountability in higher education, regional accrediting bodies are under pressure from external governmental agencies, as well as from key stakeholders, to demonstrate their effectiveness and more specifically, provide evidence of student learning. All regional accrediting agencies now have incorporated some level of student learning outcomes into their criteria for reaffirmation of accreditation. This case study describes how three California public community colleges are implementing student learning outcomes on their campuses. For the last decade, adversarial relationships between teachers' associations and district administrators in the British Columbia public school system have been commonplace, frequently resulting in formal grievances and arbitration. Since dealing with these issues imposes enormous costs on both teachers' unions and school boards, this study used hierarchical regression analysis to explain why some schools have fewer grievances filed than other schools in the province. Although a significant amount of attention has focused on the effectiveness of graduate level training programs for rehabilitation counselors, little, if any, research has been devoted to entry-level training programs for Community Rehabilitation Program (CRP) personnel. To remedy this deficiency, this study first developed a survey instrument for both students and their supervisors to measure the change in skills, aptitudes, and attitudes that resulted from participation in a university sponsored training program.
