Administrative Decentralization: Should Districts And Regions Elect Their Own Leaders In Ghana?, Kwame Badu Antwi-Boasiako
Faculty Publications
Decentralization, leadership accountability, and empowerment of local leaders in Ghana are the main focus of this analysis. The paper discusses the complexities of decentralization and leadership responsibilities to effect changes toward a better path to socioeconomic development. It examines the problem with the Ghana Constitution as it pertains to local government elections and advocates for a constitutional amendment to empower districts and regions to elect their own leaders so that local governments in each district can be efficient and accountable to the electorate.

A remarkable lady of incredible talent and vision, Dr. Grace Edmondson Harris had a unique experience with Virginia Commonwealth University (VCU). A native of rural Halifax County in southern Virginia, she was denied admission to graduate study at VCU (then Richmond Professional Institute), a large public university in Richmond, Virginia. Ironically, later in 1967, Dr. Harris became the first African American female faculty member in the School of Social Work at VCU and ascended the ranks to become Dean of the School of Social Work, Provost, and Acting President prior to her retirement in 1999. As of 2007, there were an estimated 10.4 million businesses in the United States that were owned and operated by women. The number of women-owned firms has continued to grow at around twice the rate of all firms for the past two decades (Center for Women’s Business Research, 2008). On the other hand, women comprise only 15.4 percent of corporate officers in Fortune 500 companies (Catalyst, 2007b) and, in 2003, held only 14.8 percent of board seats in the Fortune 500 (Catalyst, 2007a).To better understand the glass ceiling faced by both female entrepreneurs and women leaders, the research on women’s …

Two hundred copies of a small thirty-seven page booklet with a bright orange cardstock cover were published in 1970. The author, Robert Kiefner Greenleaf (1904-1990), introduced a paradox in The Servant as Leader (Greenleaf, 1970) and presented a new approach to leadership including followership and service. Team building is a backbone of any successful community. According to Pace, Smith, and Mills (1991) individuals who come together with a common agenda, planning, sharing goals, and reporting to a common superordinate, work together in the path of growth. The people of Arochukwu in Southeast Nigeria called this igwebuike. The word igwebuike etymologically came from the three Igbo words Igwe, bu, and ike which mean a community of strength. The Character of the Servant-Leader From the very conception of the term, writing about servant-leadership was focused on the individual who would be leader (Greenleaf, 1970). This defining feature, the focus on the servant-leader's character, is at the core of ongoing research (Laub, 1999; Abel, 2000; Russell, 2001; Russell & Stone, 2002; Sendjaya & Sarros, 2002; Patterson, 2003; Stone, Russell, & Patterson, 2004; Page & Wong, 2003, 2005), and this paper proposes a way toward developing a servant-leader's character through deliberate action, thinking, and visioning.

Existing theories on leadership are usually based on efforts we are familiar with in which leaders are easily defined (work, war, sports, etc). Little analysis to date has been placed on the role of parents as leaders outside of the social sciences where the focus of the research is usually an offshoot of psychology or childhood development.
