This article recovers the link between cultural and educational policy in Latin America to understand the neoliberal state’s discursive institution of culture as capital. It does so by studying the form and function of Mexican and Chilean cultural bureaucracies. The calculability and accountability of culture in Chilean cultural policy and the incalculability of Mexico’s culture of favor cultural policy are but two sides of one coin issued by the same neoliberal state form. This dissertation argues that the process of institutionalizing traditional música llanera (plains region music) education in Venezuela is informed by a hierarchical spatialization of the capital, Caracas, and the historically agricultural- and livestock-producing region known as the llanos, or the plains. Drawing on Lefebvre’s The Production of Space (1991), I argue that the representations of space that have defined the llanos region and música llanera often obscure the lived space of music-making and dwelling in the llanos. Criminal actors are widely assumed to maintain a low profile, exerting power through corruption, coercion, and clandestine networks. Scholarship that addresses public action on the part of criminal actors focuses almost exclusively on acts of violence. However, an ample empirical record demonstrates that criminal actors also communicate publicly to broad audiences. To better understand this practice, this project focuses on the phenomenon of narco-messaging in Mexico. The project asks: what do criminal actors say when they speak publicly, and why do they say it?

El artículo revisa las respuestas iniciales de los gobiernos de Guatemala, El Salvador, Costa Rica y Panamá ante la pandemia del Covid-19. A partir de una revisión de documentos oficiales, se identifican y comparan las características de las respuestas que estos gobiernos ejecutan durante el primer semestre del 2020. Se concluye que, si bien los gobiernos desarrollan principalmente medidas de bioseguridad, hay diferencias importantes en las estrategias adoptadas por estos, posiblemente motivadas por las características sociales, política y económicas imperantes en dichos países. Beginning from the framework of welfare state regimes in rich capitalist countries, this article radically redefines it and applies the new model to regions and countries which experience problematic states as well as imperfect markets. A broader, comparative typology of regimes (welfare state, informal security, insecurity) is proposed, which captures the essential relationships between social and cultural conditions, institutional performance, welfare outcomes, and path dependence. Using this model, different regions of the world (East Asia, South Asia, Latin America, and sub-Saharan Africa) are compared. Translatina immigrants in the United States often suffer from intersectional traumas due to their race, gender, sexual orientation, religion, and immigration status — putting them in a vulnerable position socially, psychologically, economically, and medically. Due to their positionality in the intersections of migration, criminalization, cissexism, and mental health, they are often more marginalized and have greater needs than communities with privileged sociocultural identities. As a particularly vulnerable group, they need guaranteed access to gender-affirming healthcare that is inclusive of mental health services. Spillover Effects Of Quota Or Parity Laws: The Case Of Ecuador Women Mayors, Marcos Fabricio Perez, Santiago Basabe-Serrano

Do quota or parity laws designed to improve the representation of women in plurinominal elections have a spillover effect to uninominal elections? We empirically test this theory by analyzing the effects of quota and parity legislations implemented in Ecuador for plurinominal elections on the proportion of women elected as mayors. Through an unpublished database, our results show that after the implementation of such legislation, the probability of a woman being elected as mayor almost doubles (ceteris paribus). The NaCo apparel company out of Tijuana, Mexico, created a unique line of clothing and accessories in the late 1990s and early 2000s. With its success in Mexico, the brand chose to extend its reach into the lucrative US market. The company's focus on bicultural and binational images seemed a natural fit for a growing Latinx presence in the US. An analysis of the company's successes and failures in the new market highlights the continued importance of borders as separators of visual economies rooted in national histories and imaginations. This study utilized an explorative phenomenological qualitative design to begin understanding the many ways Puerto Ricans experience asthma. Further is sought to understand the asthma experience broadly and within the context of the hurricanes that devastated Puerto Rico in 2017 including the governments’ responses to that devastation. Another core goal of this study was the conceptual and empirical application of the theoretical framework of historical trauma to Puerto Ricans. I conducted 12 semi structured interviews with collaborators who expressed a range of asthma experiences. Border crossing(s) and personal sovereignty are intimately and complexly connected in novels by and about Dominican American women. Through readings of In the Name of Salomé by Julia Alvarez, Dominicana by Angie Cruz, and The Poet X by Elizabeth Acevedo, I argue that patriarchal forms of authority remove female autonomy by trespassing on personal boundaries, and that the renegotiation of that power is achieved through formations of community, especially with other women, through nonheteronormative relationships that are present inside and extend outside the text. The ceramic assemblages from a British colonial settlement in Bluefields Bay, Jamaica, provide a unique window into the market availability, exchange routes, and consumption patterns of the eighteenth century. This study compares the historic ceramics collected from two sites in Bluefields Bay to one another and to other intra-island (Jamaica), intraregional (Lesser Antilles), and international (North America) colonial and postcolonial sites to reveal patterns of individual and global ceramic consumption and distribution in the emergent capitalist networks and markets of the colonial era. Economic Policy And Equality : Neoliberalism And Gender Equity In Latin America Since The 1970s, Donnett Annmarie Lee

Legacy Theses & Dissertations (2009 - 2024)

Neoliberalism has been a persistent concern for policymakers, scholars, and the general public in Latin America due to its negative effects on women. This paper examines the relationship between neoliberal economic policies and gender equality from the 1970s to 2003 in the region. I use a mixed-methods approach to test the two major competing theories from the literature that discuss women’s status under neoliberal reform. I find that neoliberal economic policies did not improve the status of women but reduced gender disparity. Neoliberalism led to the worsening of men’s status, which caused the status of women to seem better. Overall, …
