This article introduces askancing as an epistemic strategy for the Global South to challenge the Global North’s construction of the Global South’s alterity. Askancing is a neologism we propose by engaging with Jacques Lacan’s speculations on the gaze as it pertains to the construction of “the other.” We argue that this strategy of askancing might already be implicit in postcolonial theories, from the notion of the subaltern, through “decoloniality,” to “ecologies of knowledge.” Central to askancing—and contrary to the decolonial call for an epistemic break with modernity—we agree with Dipesh Chakrabarty’s assertion that modernity’s rational discourse is both “indispensable and …

Do politicians target the benefits of social programs to party loyalists or to swing voters? Traditional tests of this question are clouded by an identification problem caused by the simultaneity of politician and voter choices to participate in the exchange of assistance for votes. I use the holding of an unanticipated repeat gubernatorial election in the Venezuelan state of Barinas in 2022 as a natural experiment to identify the effects of elections on the distribution of government assistance. In the past two decades, the US has experienced a large influx of immigrants from Venezuela and the Northern Triangle countries of Guatemala, Honduras and El Salvador. Due to these unprecedented increases, there has been numerous notable shifts in Immigration control policy between the presidencies of Barack Obama and Donald Trump. Generally, policies under Obama were favorable and reflected pro-immigrant rhetoric. Meanwhile, Trump took a drastic turn toward restrictionist, unfavorable policies. The economic and political crisis in Venezuela has led to a large influx of Venezuelans living abroad, and Chile is a significant receiving country. By analyzing ethnographic interview data as well as literature on the meanings of home and belonging, I argue that the element of loss experienced by many Venezuelan emigrants and everyday exclusions in Chile combine in narratives highlighting longing, uncertainty, and alienation. Venezuelan migrants articulate a duality between wanting to return to the country that cannot provide a home for them and being excluded in the country that can provide a home for them. This dissertation argues that the process of institutionalizing traditional música llanera (plains region music) education in Venezuela is informed by a hierarchical spatialization of the capital, Caracas, and the historically agricultural- and livestock-producing region known as the llanos, or the plains. Drawing on Lefebvre’s The Production of Space (1991), I argue that the representations of space that have defined the llanos region and música llanera often obscure the lived space of music-making and dwelling in the llanos. The São Paulo Forum (SPF) is a resilient ideological alliance that provides extremist public policy recommendations to formal political parties, social movements, and insurgent groups throughout the Western Hemisphere. Based on substantial evidence, this research project asserts that the SPF has successfully influenced the national security and defense policies of states in the Latin America & Caribbean (LAC) region. Analysis of two significant cases in South America shows that, after being elected to high office, SPF affiliates and their political parties/platforms sought transformation of their countries’ national security and defense sectors to conform to SPF positions. Large-scale displacement in Syria, Yemen, Honduras, and Venezuela has generated unprecedented humanitarian crises in Latin America and the Middle East as millions of displaced people end up as refugees or immigrants. Humanitarian organizations like the UNHCR and host countries have had their resources overextended by these ongoing crises, and there is no end in sight. This essay analyzes household surveys from the World Bank Global Financial Inclusion Database for the years 2011, 2014, and 2017, as a means to distinguish individual level characteristics of remittance recipients in Venezuela. Remittances are defined as “crossborder, person-to-person payments of relatively low value. The transfers are typically recurrent payments by migrant workers to their relatives in their home countries (World Bank, 2015). Through the use of a linear probability model and probit regressions, I examine the variables age, gender, education level, and income quintile. Results of the analysis find that age has a statistically significant negative effect on the …

Significant trends of outward migration from Venezuela date back to the 1998 election of former Venezuelan president Hugo Chavez. These migratory trends may be attributed to a number of reasons such as political corruption, economic mismanagement and hyper-dependency on oil. Venezuelans have since fled from the political turmoil and extreme economic recession that continues to ravage their country and impoverish their families at an alarming rate. However, it was not until the year 2017 that migration in Venezuela skyrocketed into the state of crisis it is in today.

Venezuela, due to economic and political sabotage, has been experiencing a humanitarian crisis since the late part of 2018. This oil-exporting nation was faced with economic decline after 9/11, the 2008 economic recession and again in 2014; as a result of oil prices tanking. Under Cesar Chavez’s presidency the Venezuelan Bolivar faced destabilizing inflation rates surged in part by the ‘economic war’ against private enterprise and the bourgeoisie class, as well as a lack of diversification of exports and a dependency on imported goods. After Chavez's death in 2013, Nicolás Maduro took office and social unrest intensified.

Freedom of the press is a hallmark of liberal democracy. Denying this civil liberty emboldens a government to exert an undue degree of influence over its citizens. By comparing the media discourse in a democratic country to the media discourse in an authoritarian country, one could reasonably expect to identify unique language markers, which shed light on their divergent political climates. In this piece, I identify the phenomenon of brain drain as a serious threat to Venezuela economically and socially. Although Venezuela has historically been regarded as a destination for migrants, its current political and economic climate has caused a massive exodus from the country, further debilitating a crumbling economy. First, I outline the problems that arise from loss of skilled human capital. Then, I examine the root causes of Venezuela's brain drain. And finally, I propose possible solutions to soften the blow of brain drain on the economy.

Unlike traditional journalism, the sly character of political humor may enable it to operate with more freedom than other forms of media while still providing social critique. Since the nineteenth century, the phenomenon of nation-building in Venezuelan society has focused on finding a figure such as Simón Bolívar, who could represent the birth of the nation and the liberal values that the Creole society–Creole refers to people of European stock born in the Spanish colonies–embraced after succeeding in the Emancipation movements. Simón Bolívar plays a central role in the construction of Venezuelan national identity, as well as that of Colombia and other Andean nations. This dissertation examines contemporary Venezuela’s dual prison system--in which half of the prison population is incarcerated in internally controlled prisons run by armed inmates, and the other half are locked up in the Bolivarian Government’s restricted “New Regime” prisons. The Venezuelan state formation is conceptualized as ‘hybrid post-neoliberal,’ demonstrating how rationalities of a liberal rentier state and neoliberalism, combined with anti-neoliberal logics all act together in competing yet co-existing ways in the post-neoliberal era, which was initiated by the 1999 Bolivarian Revolution. Populism, as the Manichean juxtaposition of the elites versus the common citizen ("the People"), has become an entrenched phenomenon of the modern moral order. Political populism, which feeds from and reinforces the “elite vs the people” confrontation in the political arena, has been a recurrent feature of Latin American politics. The present work studies one its strains, say, the successful conflation of populism and the left in Venezuela—and the lack thereof in Mexico. This article investigates the right to food in Venezuela under President Hugo Chávez (1999-2013). It argues that although Chávez respected the right of (especially poor) Venezuelans to food, he failed to protect that right at the same time as he tried to fulfill it. In the short term, he fulfilled the right to food by establishing state-run stores where food could be purchased at a substantial discount, and by imposing price controls on food. At the same time, however, he reduced the supply of food by undermining property rights, expropriating large-scale farms and ranches as well as some wholesale and …
