Introduction

This study involves conceptual analysis in a broad interpretation of the term of a public administration problem situation embracing cultural, as well as politico-economic factors. A program ot action is recommended in considerable detail, calling tor the settlement of colonists to develop agriculturally a large amount of Bolivian land that promises to become, with proper husbandry, highly productive.

This report, written in 1949, examines the United States government's in-service training programs for specialists from Latin American republics, specifically focusing on the National Office of Vital Statistics and the Children's Bureau. Created under the Interdepartmental Committee on Scientific and Cultural Cooperation, these programs aimed to fulfill United Nations ideals by sharing technical knowledge to improve global health, social, and economic standards.

The twentieth century is revealing a steady increase in the influence of the United States in the Caribbean region, both in politics and economic development. The arm of America has been gradually forcing out the European nations. Counting colonies and protectorates, the United States has under its supervision a greater Caribbean population than the population of the thirteen colonies at the time of the Declaration of Independence.
