The above two quotations embody disparate worldviews with regard to the neoliberal project that has enveloped much of Latin America in the past decade. Globalization intensifies the region's integration into the world economy through neoliberal reforms such as market opening, privatizations, and rationalization of production. These reforms are transforming rural societies, raising important questions concerning policies that selectively favor new strategies for capital investment and production oriented toward market expansion, as they marginalize surplus workers and "inefficient" forms of production. At the turn of the century, the name "Evangelina Cisneros" (known in Cuba as Evangelina Cossio) was a household term throughout the United States. Newspapers and books described her daring escape from a Havana prison, and pleas on her behalf flourished--including a request for clemency by Queen Victoria and an eloquent letter from the wife of Jefferson Davis. Although the Cisneros saga has all but disappeared in the general historical references to the eighteen nineties, her prison predicament and her prominence in the press of the times reflect fundamental issues of race and gender that are part of the socio­-political …

Throughout the twentieth century, the Brazilian military has gone to great lengths to conceal its use of terror. The armed forces have kidnapped journalists, censored newspapers, and threatened authors. Such censorship and silencing have not only limited criticism from powerful social groups, but have also enabled the military to defend political myths that are in its interest. To date, however, few scholars have carefully examined military terror in Brazil, although testimonials abound. I observed the February 1990 elections in Nicaragua as a member of both the Latin American Studies Association observation team and that of Hemisphere Initiatives, a group with which I have worked. In El Salvador I headed the Hemisphere Initiatives team. I visited Nicaragua five times during the electoral period, and for El Salvador, for once my academic calendar coincided with Salvadoran history. A sabbatical in the last academic year allowed me to be there during the electoral period.

This paper compares the development of Korea and Brazil, 1950-85. These newly industrialized countries developed at above-average rates among less developed countries. Korea developed more rapidly than Brazil. The paper contends that institutions, interest groups (especially firms) and the state, enter into developmental alliances. Alliances affect policies. Policies, then, affect development.

Findings reveal interesting trends in the 1950s' democracies of the cases. Both countries had semi-autonomous states, equivocally committed to industrialization. Industry was the growth point in each. Korea used local firms to industrialize; Brazil used foreign firms. In both cases, the state allied itself with firms. Policy mostly favored …

It has been more than a decade since the Brazilian military relinquished its hold on the electoral process. Effective democratic governance has yet to be established, however. Traditional elites still dominate the scene, political parties remain weak, fragmented and unstable, and public administrations continue to pay lip-service to demands for citizens' rights. The source of these various problems of democratic governance is, by all accounts, the widespread practice of exchanging votes for favours, otherwise known as clientelism. In this essay, I argue that clientelism is an essential and endearing feature of the Brazilian political landscape. I also argue, however, that …

On an organizational level supporting the success story of microcredit allows banks to profit, as seen with BancoSol. It allows organizations to continue to receive funding, as seen with FIE. It allows NGOs to simplify the problem of poverty to one of lack of credit and personal ignorance. By doing so, NGOs can maintain training programs which place the client at fault for her poverty, as seen in ProMujer. Bolivia's reputation as a "dangerous" nation stems from its connection with the illegal drug trade. Bolivia is currently the world's third largest cultivator of coca, the raw material used to make cocaine. The US State Department warns US citizens not to visit the Chapare because it is "politically unstable."
