Diversity statistics from environmental agencies nationwide reveal overall growth and improvement in gender and racial composition of employees. However, although women occupied over half of leadership and staff positions, most were white women. The Regulatory and Economic Resources office, an environmental regulatory agency in south Florida, is exceptional as a majority of their employees are women of color. Although there has been continuous development of diversity initiatives by environmental agencies nationwide, perspectives of how women of color are experiencing the environmental workplace are underrepresented when reporting diversity data.

In a world rich with a diversity of stories and values, successful conservation must not rely on everyone thinking and feeling the same way. Values are the foundation of the cognitive hierarchy of human behavior and are relatively fixed and unlikely to change. As a result, environmental communication that is reliant on a particular set of values may cause polarization around conservation issues. The reasoned action approach offers a way to explore communication techniques that address the cognitive hierarchy of human behavior at its most malleable point, behavioral intentions. The coastal community of King Salmon, California could be at the highest risk of relative sea-level rise on the entire U.S. West Coast. In 2019, the community already experiences severe flooding at least annually and may be regularly inundated as early as 2050. Until this study, there had been no documented effort to reach out to the community to show them future sea-level rise projections, understand the context of life in King Salmon, and listen to their reactions and perceptions. The Shelter Cove Fishing Community Sustainability Plan (FCSP) is the product of a strong collaborative partnership among the fishing community, Humboldt State University, civic leaders, elected officials, and local business owners and operators. The project was funded by a generous grant from Saltonstall-Kennedy Grant Program, awarded in September of 2016.
The FCSP is a powerful example of the Shelter Cove fishing community’s capacity to establish key partnerships, identify opportunities and constraints, procure funding and engage in strategic planning. Originally published in Deceleration and presented at the 2017 meeting of the Association for the Study of Literature and the Environment, this short essay details the vision and praxis behind an online journal of environmental justice co-edited by the author alongside environmental journalist Gregory Harman. In this essay, I situate the evolution of this project in relation to our precarious institutional positions as writers with disabilities who consequently work in the spaces between academia, journalism, activism, and creative writing. Decades after the Timber Wars, land management agencies continue to redefine approaches to forest restoration and management, with impacts for Western forest dependent communities. To better understand this evolving dynamic, we examined the recent history of a rural forest community in the northern Sierra Nevada against the backdrop of changing perspectives on and relationships to resource use, industry, and forest management. Guided by community priorities distilled from interview data, we examine the transition from the Timber Wars to collaborative forest management through the rise of area collaboratives. In the wake of the timber wars, communities across the American West have struggled to redefine their relationships to nearby federal forests. The timber-dependent model of the pre-Timber War era, with clear timber targets and economic outputs, has been replaced by more nuanced and less clearly-defined model: ecosystem management. This case study research uses interviews with participants in the Weaverville Community Forest (WCF) to explore the role of a community in managing its nearby federal lands. Beyond 'Owls Versus Jobs': A Twenty-Year Retrospective Of The Headwaters Forest Controversy, Jennifer Bernstein

In 1999, the Headwaters Forest Reserve was established in Humboldt County after more than 20 years of community activism, negotiations, and litigation. The ‘last stand’ of unprotected, privately-owned old growth redwood had finally been safeguarded, though many on the North Coast felt that the final deal fell far short of what was needed to protect the watershed’s ecological functioning. This article uses academic and journalistic research, supplemented by oral histories, to make three main points about the North Coast ‘post deal.’ One, forest management practices in the region have evolved to be more consistent with the practices of ecological forestry. …

Public lands owned by the Bureau of Land Management are increasingly being used for photovoltaic (PV) system development. Although numerous policies support PV deployment on public lands, those managed by the Bureau of Reclamation have not been considered for PV development. Hydro-electric embankment dams, both publicly and privately owned, may have the potential to be development sites for distributed PV systems. A technical feasibility report was conducted for a case study of a PV installation on Trinity Dam, Trinity County, CA, and found embankment dams could potentially be feasible development sites. In 2000, the Environmental Protection Agency (EPA) found the City of Philadelphia to be in violation of the Clean Water Act (CWA) of 1972 due to insufficient stormwater infrastructure. In 2011, Philadelphia initiated a 25-year, citywide plan called Green City, Clean Waters to reduce stormwater runoff by implementing green stormwater infrastructure (GSI). The plan promised significant community involvement in the process. In 2007 in Imperial County, a community-based organization called Comite Civico del Valle (CCV), along with the Department of Toxic Substances, and concerned residents, created the Identifying Violations Affecting Neighborhoods (IVAN). IVAN is a community-based environmental reporting and monitoring system that is built on the idea that residents are the most knowledgeable about their environment and therefore should have a place at the table alongside environmental regulation agencies. Housing on the Yurok reservation in California is a major concern for the local Tribal Government. This report details a study of the energy situation for housing of the Yurok Tribe to provide a framework for implementing housing energy efficiency to benefit low-income members of the Tribal community residing in substandard housing. Gwich’in People of Interior Alaska have historically exercised self-governance in the Yukon Flats to protect traditional and customary use practices. A number of factors have challenged Gwich’in self-governance: land ownership in rural Alaska being under multiple jurisdictions, which has created complicated parameters for management of fish and wildlife; and the legal history of the Alaska Native Claims Settlement Act (ANCSA), which has created an arbitrary and fragmented management system. Despite these challenges, Alaska Native communities have been working to reassert their self-governance over important lands and resources. A rising demand for healthy and sustainably grown food has become a trend of our time. However, there is dissonance in contemporary awareness about where food comes from and where it ultimately ends up. Globally, one third of all food produced is never used. In the United States alone, approximately 55 million tons of food is discarded each year (Venkat, 2012). This is problematic because food waste has environmental, economic and social costs associated with it. From 2008 to 2010 members of the Hoopa Valley Tribe harvested large quantities of salmon from the Trinity River within the boundaries of the Hoopa Valley Reservation, and sold them to an off-reservation buyer. Other tribal members questioned the legality of the sellers’ actions, as well as the appropriateness of their fishing methods, which were interfering with non-commercial fishing on the river. In response, the Hoopa Valley Tribe’s governing council created a commission charged with developing commercial fishing regulations with input from the tribal membership. Points of social and cultural reproduction is not only tied to landscapes, but there are constantly challenged as new cultures are introduced into a space. Ownership structures and financing sources for photovoltaic (PV) solar arrays have a large effect on the economic feasibility of a project. This thesis examines potential ownership structure and financing combinations for a one-megawatt PV solar array in Humboldt County. The options deemed suitable for the context of the project are discussed qualitatively. A subset of the financing options and ownership structures are modeled using the National Renewable Energy Laboratory’s System Advisory Model to gauge their economic viability.

Shortfalls in emergency mitigation, planning, response and recovery for people with disabilities have frequently resulted in increased negative impact for these individuals ranging from a loss of essential services to preventable injury and death. The purpose of this project was to identify the gaps in planning for individuals with developmental disabilities and their service providers in Humboldt County, California, and close these gaps by providing outreach, education, and emergency engagement plans for these individuals and members of their support teams. An extensive cultural resources document for the Eel River Estuary Preserve was prepared in 2014 to identify resources within the initial project area. With new project proposals and an expanded Area of Potential Effect (APE), several additional structures were surveyed. This addendum looked at three barns and a house, none of which will be affected by proposed projects. They were surveyed because they fall within the expanded APE.
Some of the research conducted for the 2014 historic resources document was applicable to the addendum, including land ownerships and newspaper references. For the present report, additional research was conducted in the …

In June 1900, Stewart Culin (1858-1929), self-educated anthropologist/ethnographer, traveled to northwestern California on a colleting trip. He was then Director of the University of Pennsylvania’s Museum of Archaeology and Paleontology, and the purpose of his trip to was to secure “a number of Indian curios and relics,” which he did, spending about $150 in Hoopa. He also secured curios from the Mad River Indians near Blue Lake (Blue Lake Advocate 23 June 1900).
Just what Culin collected is unclear, other than the baskets, probably all of which were either Hupa or Yurok, and possibly some Karuk. The tribal heritage of …
