The European Economic Community (EEC) was formed in 1957 with the signing of the Treaty of Rome. This brought together six countries (Belgium, France, West Germany, Italy, Luxemberg and the Netherlands) which were involved in the conflict of the Second World War. The Impetus for the establishment of the EEC was political but the economic gains from the operation of the scheme, popularly known as the Common Market, were so significant that eventually the original membership of six was doubled to include Denmark, Greece, Ireland, Portugal, Spain and the United Kingdom. Who Benefits From State And Local Economic Development Policies?, Timothy J. Bartik

Upjohn Press

Bartik reviews evidence on whether state and local policies affect job growth. He then presents empirical data supporting the intentions of such programs, showing that job growth may lead to a number of positive long-term effects including: lower unemployment, higher labor force participation, higher real estate values, and better occupational opportunities. He also shows that the earnings gains to disadvantaged groups outweigh the resulting increased real estate values for property owners, and concludes by saying that regional competition for jobs may actually be a benefit for the nation as a whole.

Conflict entails numerous sacrifices in human resources in addition to loss of life, while it is difficult to appraise the real cost of conflict, one can determine the number of fatalities. It is the primary goal of this thesis to develop an accounting technique by which the human capital cost of fatalities due to the Northern Ireland Conflict may be measured in an accepted unit of account. While the development of a model for measuring human capital loss is in itself an important part of the study, the ultimate objective is to arrive at an estimate of the human capital …

Free Bank Failures In New York And Wisconsin: A Portfolio Analysis, Andrew J. Economopoulos

Rolnick and Weber found that a sharp decline in asset prices led to bank panics and, ultimately, bank failures during the free banking era. An examination of New York and Wisconsin free bank portfolios prior to a fall in asset prices indicates banks that weathered the turmoil held significantly different portfolios than closed banks. In general, solvent banks held more loans and specie, and issued more deposits and less bank notes than closed banks.

Maximum Score Estimates Of The Determinants Of Residential Mobility: Implications For The Value Of Residential Attachment And Neighborhood Amenities, Timothy J. Bartik, J. S. Butler, Jin-Tan Liu

This paper examines the determinants of the decision of low-income renters to move out of their current dwelling. Maximum score estimation is shown to be superior to ordinary discrete choice estimation techniques (probit, logit) for this problem, and for similar discrete choices that require revering a previously optimal decision. The estimation reveals psychological costs from moving for typical low income renters of at least 8% of their income ; these costs are even higher for older, longer tenure, or minority households. The study investigates the existence of a commercial form of gentrification. Seventeen characteristics of residential gentrification--developed empirically by researchers of that process--are advanced as working hypotheses and tested in Broad Ripple, Indiana. Methodology includes a questionnaire, direct interviews, and various other data sources. The research concludes that commercial gentrification exists, and is a private-market process which expands via contagious spatial diffusion. The study area was one of the city's oldest neighborhoods, had a unique physical character, was in a favorable location for commercial activity, was accessible to its market, contained sound, available, and affordable structures, and experienced a rapid increase …

This issue of SEEDS describes a project that was started in 1985 to encourage the growth of a new agricultural sector, dairy farming, in Thailand. While the major aim of the project was to increase incomes of rural families in the Muek-Lek Land Reform Area in Saraburi Province, Central Thailand, it also sought to integrate women into dairying activities, and offer these women, whether married or single, access to credit. Data on the handweaving program at the Quicksand Craft Center in the Appalachian Mountains of Eastern Kentucky were compiled and analyzed. Four areas--history of the craft program, business organization and financial structure, weave patterns of goods woven and sold by the craft center, and weavers employed in the program --were examined to assess the success of the program in the local community. Factors in the four areas examined contributed to the success of the program. The benevolence, perseverance, and co-operation of the founders, directors and community members involved with the craft center have been largely responsible for the continued success …

Employment in the wood products industry in Oregon has declined over the past decade despite the resurgence in demand for the products of the industry in the last few years. Because of the dependency of rural regions on this industry, the Ford Foundation funded the authors to undertake a study of the causes and consequences of employment decline within the industry. Such information can contribute to the development of strategies for improving the economic viability of these regions.

Hawaii is currently undergoing major changes associated with land and industrial development. A shift in focus from agriculture to tourism has led to massive land development throughout the islands in order to accommodate this growing industry. The people affected most by these environmental changes are the indigenous people of Hawaii who exist in close harmony with the land and sea.
