Leading Economic Indicator Reports

The LEI-N rose slightly during September 2020, by 0.09%. While the pace of improvement has slowed, September marks the fifth consecutive increase in the leading indicator after sharp declines in March and April. The September result indicates that the Nebraska economy will grow at a modest pace over the next 6 months. Four of the components of the leading indicator improved during September. Airline passenger enplanements grew slowly after seasonal adjustment, but there was a drop in initial claims for unemployment insurance during the month. To comprehensively model the macroeconomic impacts that result from changes in long-term energy-economy forecasts, the United States Department of Energy’s National Energy Technology Laboratory (NETL) partnered with West Virginia University’s (WVU) Regional Research Institute to develop the NETL/WVU econometric input-output (ECIO) model. The NETL/WVU ECIO model is an impacts forecasting model that functions as an extension of the U.S. energy-economic models available from the United States (U.S.) Energy Information Administration’s National Energy Modeling System (NEMS) and the U.S. Environmental Protection Agency’s Market Allocation (MARKAL) model. This study analyzes the median price for existing single-family housing units in Las Cruces, New Mexico. The proposed theoretical model accounts for the interplay between supply and demand sides of a metropolitan housing market. Explanatory variables used in the analysis are real per capita income, the housing stock, real mortgage rates, real apartment rents, and the median real price of single-family units in the United States. Annual frequency data are collected for a 1971-2017 sample period. Parameter estimation is completed using two stage generalized least squares. A long-standing regional science problem domain focuses on the identification of structural economic change. One of several approaches relies on the use of historical final demand series and a comparison of observed industry output to an estimate of what output would have been were economic structure static. However, these methods were first developed before the introduction of today’s commonly used commodity-by-industry (CxI)input-output (IO) accounting frameworks, and before the application of these methods to regional economies. Economic impact models are powerful tools for the assessment of policy changes in regional economies. Computable General Equilibrium (CGE) models have grown in popularity, becoming the dominant choice of practitioners and academics in this field. This popularity has been at the expense of an older class of model, the Econometric Input Output (EIO). The present paper demonstrates how both models, using the same input data, may yield different outcomes. This study examines how residential electricity consumption (KWHC) reacts to changes in the price of electricity, the price of natural gas, real income per capita, heating degree days, and cooling degree days. Annual frequency data analyzed are for Las Cruces, the second largest metropolitan economy in New Mexico. The sample period is 1977 to 2016. An Autoregressive-Distributed Lag model (ARDL) is employed to obtain long-run and short-run elasticities. In the long-run, residential consumption does not respond in a statistically reliable manner to any of the explanatory variables. Interstate Protectionism: The Case Of Solar Renewable Energy Credits, Jed J. Cohen, Levan Elbakidze, Randall Jackson

The Nature Conservancy

Solar Renewable Energy Credits (SRECs) are financial instruments created by state policies to offer incentives for generating solar energy. In an effort to support in-state solar energy sectors and boost local employment opportunities, some states have closed off their SREC markets to out-of-state solar facilities. We examine the merits of such protectionist policy from the protectionist states perspective. We find that SREC market closure leads to higher in-state SREC prices, greater solar installation, and lower electricity prices. The study illustrates the economic incentives for protecting in-state SREC markets from out-of-state solar energy producers.

This study explores the relationship between climate change and artisanal marine fisheries in the region of Lima, Peru. From the perspective of the economics of climate change and renewable marine resources, the methods of correlations and bivariate regression are employed. A negative relationship is found between the increase in the sea surface temperature (SST) and the marine fishery catches landed at the ports of the Lima region (2004-2017).The higher the SST, the lower fishing effort. Listening To Voices In Appalachia: Gathering Wisdom From The Field About Substance-Abuse Recovery Ecosystems, Bruce Behringer

New qualitative data collected through six regional community-based listening sessions and community meetings are presented that describe elements of the Appalachian Regional Commission’s Recovery Ecosystem Model. These data informed the Model, which was used in formulating the new ARC Recovery-to-Work initiative. Input was intentionally solicited from multiple sectors, including persons recovering from substance abuse disorder, treatment and recovery service providers, workforce development agencies, employers, and community advocacy groups.

Responding To Appalachian Voices: Steps In Developing Substance-Use Recovery Ecosystems, Bruce Behringer

A description is presented of the four-step process used by the Appalachian Regional Commission to develop a new Recovery to Work initiative. The Commission identified, defined, and described issues facing individuals who complete substance abuse disorder treatment and who seek reentry into the workforce. Key elements were identified for resources and supports to develop and maintain community-based substance abuse recovery ecosystems. The steps included conceptualization, data collection, analysis, and review to formulate recommendations for program and policy development. The full process of development was accomplished in twelve months.

Connected cancer care is of increasing importance in light of the COVID-19 pandemic. The Linking & Amplifying User-Centered Networks through Connected Health (L.A.U.N.C.H.) Collaborative in Appalachian Kentucky has pioneered a new roadmap for equipping communities with the transformative power of broadband to innovate around the future of cancer care and to better scale their ideas. The roadmap involves reaching across disciplines, including public health, anthropology, telecommunications, and user-centered design. The goal is to leverage connectivity and cancer communication research and practice to make a real difference for patients and families.

The Appalachian Regional Commission (ARC) has long addressed issues of substance abuse through funded community-based interventions, research, and sponsored conferences. Recently, the opioid crisis created a new urgency for cross-sector collaboration among various partners and funders dealing with this issue. This commentary provides an overview of recent efforts by the ARC to convene stakeholders to focus on assisting individuals with substance abuse disorder to access recovery services while pursuing education and training necessary to reenter the workforce and gain employment.
