Chapter 1 explores the strategic behavior of provincial leaders in China in response to visits by central government leaders. I find that such behavior is correlated with provincial leaders’ personal characteristics and their connections with the visitors. Meanwhile, acting strategically during these visits has a positive and significant effect on overall promotions, but a positive and insignificant effect on promotions to the most important positions in the Politburo.

Impact evaluations of regional development programs often require estimating counterfactual outcomes for a small number of treated regions using survey-based areal data. In practice, evaluators typically rely on two-group quasi-experimental methods such as propensity score matching (PSM) and Difference-in-Differences (DiD). These approaches perform poorly when only a few regions receive treatment, and when the set of observed covariates is limited or only partially relevant. Moreover, they typically do not explicitly exploit the spatial and temporal dependence present in survey-based areal data such as in ACS (American Community Survey). For the deal, Caterpillar Inc. (CAT) has approached Citibank N.A. in New York regarding a financing transaction for five 797F-400 short-ton haul trucks. This study investigates the rising solid waste management (SWM) dilemma in Greater Khartoum City (GKC), a critical environmental and public health issue caused by fast urbanization and inadequate infrastructure, with historical linkages to Sudan's colonial and postcolonial growth. Chapter 1 describes the current problem using quantitative and qualitative data, demonstrating that GKC produces approximately 3,340 tons of waste each day, with 56% organic matter, 8% plastics, and 16% paper. Collection efficiency remains severely poor, at 31.5%. Informal recyclers known as Nakasha or Barkata collect approximately 7% of total waste, supporting roughly 3,900 people, whereas filthy open dumps and unsorted medical …

Minimum Parking Requirements (MPR) are municipal zoning ordinances mandating a set number of off-street parking spaces for new developments. Since the 1950s, MPR has been the near-universal way American municipalities supply parking, though growing criticisms since the late 1990s have targeted the policy for distorting development patterns, imposing high costs, and subsidizing personal vehicle use. Beginning in the early 2010s and increasingly in the early 2020s, cities and counties across the United States have moved to reform or eliminate MPR. As outdoor recreation participation has steadily increased nationwide over the past decade, reaching record levels in 2024 amid long‑term growth trends (OIA, 2025), the Continental Divide Trail (CDT) is drawing rising numbers of hikers traveling through Montana’s gateway communities. Yet little is known about who these hikers are or how their presence affects the towns that support them. This report examines CDT hikers and their relationships with Montana gateway communities from two complementary perspectives. Michigan’s Upper Peninsula is navigating a complex economic transition shaped by demographic change, workforce aging, and sectoral concentration. While the region has experienced long-term population decline, its labor force has remained stable due to rising participation among older workers. At the same time, the U.P.’s economy remains highly concentrated in extraction, construction, and production industries. These industries offer strong wages but are sensitive to economic cycles.

This report examines the economic and workforce dynamics of Michigan’s Upper Peninsula (U.P.) through 2030, highlighting the region’s ongoing transition during population decline, workforce aging, and structural labor shortages. Despite these pressures, the U.P.’s labor force remains relatively stable due to increased participation among older workers, partially offsetting declines in prime-age cohorts. The region’s economy is highly specialized, with strong concentrations in extraction, construction, and production industries—sectors that offer high wages but are vulnerable to cyclical economic downturns.

This paper examines the quantitative scale, field composition, and financial structure of nonprofit organizations (NPOs) in rural regions experiencing population decline and aging at three levels—the nonprofit sector as a whole, policy fields, and individual organizations—and explores their adaptation and sustainability under demographic change. The empirical setting is certified NPO corporations located in Tottori Prefecture. Drawing on publicly available financial data for fiscal years 2014–2023, the study constructs ratio indicators and per-capita indicators and, in particular, depicts recent trends through a two-point comparison between FY2014 and FY2023 together with a description of year-by-year changes. Reared In Disaster: The Long-Run Harm From Childhood Storm Exposure, Lucas Kaplan

I estimate how exposure to natural disasters in childhood shapes earnings and schooling later in life, using newly assembled county-date disaster records dating back to 1951 linked to residential histories in the NLSY79. I compare adult outcomes for children who are born in the same county but due to disaster timing experience different amounts of exposure, finding that severe and repeat disasters reduce earnings. I show that school-age disaster exposure drives long-run harm: exposure between ages 5 and 10 reduces educational attainment, while exposure between ages 10 and 15 reduces adult earnings. This study evaluates the effectiveness of the Rural Utah Data Symposium, an event designed to address data-driven decision-making among rural leaders. The symposium features expert-led presentations on the rural economy, healthcare, housing, mobility, broadband, and wellbeing. Data were collected through an online exit survey with a 67% response rate (n = 35). Attendees rated presentation quality, learning outcomes, and overall satisfaction. Findings show high ratings and positive learning outcomes, demonstrating the symposium’s value in empowering informed decision-making. Recommendations include increasing interactivity among attendees, broadening content scope, and expanding statewide representation to further support data utilization in rural Utah.

Montana residents maintain a broadly positive outlook on tourism, with 66% agreeing that tourism's benefits outweigh its drawbacks and 72% recognizing the economic value of state-supported tourism promotion. However, resident sentiment remains nuanced: 45% report concerns about overcrowding, and fewer than half (36%) believe increased tourism would improve their personal quality of life — a trend consistent across four consecutive years.

Regional divides are pronounced. Communities near high-visitation destinations such as Glacier National Park and Yellowstone National Park express greater skepticism toward tourism growth, while lower-visitation regions, including Central Montana, Southeast Montana, and Missouri River Country, hold more favorable views …

This study explores how Montana’s museums, including those along the Montana Dinosaur Trail, influence communities, economies, and visitor experiences in a post-pandemic environment. Through mixed methods—511 visitor surveys at 44 museums and 18 interviews with museum professionals— this research provides a holistic understanding of museum operations, visitor motivations, and community impacts.

Gentrification—broadly, the replacement of a less powerful group by a more powerful one in an urban context—is oft-discussed in the popular press, but its definition is much-debated in the urban planning literature. Furthermore, academic treatments of displacement understandably focus on measurable yet fairly abstract indicators like changes in rent or income, whereas neighborhood change is often registered by residents on the ground using visual, but difficult-to-quantify markers like retail turnover. Are Cities Losing Innovation Advantages? Online Versus Face-To-Face Interactions, Ruben Gaetani, Naqun Huang, Jing Li, Yanmin Yang

How did COVID-19 affect the innovation advantages of dense locations? Using data on the universe of U.S. patent applications, we find that the density premium in the production of novel inventions declined by 18.5%-22.9% in 2020-2021 relative to its pre-pandemic level. Smartphone data on local mobility suggest that the drop in the frequency of local interactions can explain a significant portion of this effect. While COVID-19 resulted in a temporary setback in the innovation advantages of dense locations, the role of urban density in facilitating the exchange and recombination of ideas is unlikely to be persistently replaced by online communication.

This report presents a study exploring how film and TV show exposure influences tourism to Montana, a state long celebrated for its cinematic landscapes and Western heritage. Using data from an online survey of 311 visitors who had both watched a Montana-related production and visited a filming location in the past five years, the research examines visitor profiles, motivations, travel behaviors, spending, and perceptions.

This report by the W.E. Upjohn Institute for Employment Research examines labor market dynamics in Battle Creek, finding that roughly 75 percent of jobs in the city are held by workers who live outside the city limits, with significant skill mismatches between city residents and local employer needs. This mismatch helps explain persistently low wages, elevated poverty rates, and high reliance on public assistance among city residents despite a strong manufacturing base and growing logistics, food processing, and machining sectors. This paper studies how neighborhood density affects residential carbon emissions, using detailed data from Indonesia and the Philippines. To address simultaneity, we instrument density with soil characteristics, and to address sorting, we control for community averages of observed characteristics. Unlike cities in developed countries, we find that density is positively correlated with residential energy use. After controlling for sorting, we find a precise null relationship between density and residential carbon emissions. Our results suggest that policies to control urban sprawl may not be successful in reducing residential carbon emissions in developing country cities.

This paper explores the impacts of introducing quantitative literacy skills in an interdisciplinary Environmental Economics course typically taught as an issues and policy course without a quantitative component. The study examines the effects of infusing an engaging, student-selected data collection and analysis assignment on students' quantitative reasoning skills, as well as their interest in and attitudes about data analysis and quantitative information. Using data gathered from a set of pre- and post-assessment questions designed to measure changes in quantitative reasoning skills and attitudes, the findings point to significant attitudinal impacts, gains, but smaller, insignificant gains in quantitative reasoning skills.
