In 1988, the Department of Defense DOD began a massive series of military base closures. Communities affected by these closures must contend with regulations of numerous agencies which impact the closure process. Since 1961, DODs Office of Economic Adjustment OEA has assisted communities in their attempts to recover from effects of base closures. In the 1980s and 1990s, the governments level of involvement increased it added the Air Force Base Conversion Agency AFBCA and the Base Transition Office BTO to assist communities recovery efforts. Who Benefits From State And Local Economic Development Policies?, Timothy J. Bartik

Upjohn Press

Bartik reviews evidence on whether state and local policies affect job growth. He then presents empirical data supporting the intentions of such programs, showing that job growth may lead to a number of positive long-term effects including: lower unemployment, higher labor force participation, higher real estate values, and better occupational opportunities. He also shows that the earnings gains to disadvantaged groups outweigh the resulting increased real estate values for property owners, and concludes by saying that regional competition for jobs may actually be a benefit for the nation as a whole.

Conflict entails numerous sacrifices in human resources in addition to loss of life, while it is difficult to appraise the real cost of conflict, one can determine the number of fatalities. It is the primary goal of this thesis to develop an accounting technique by which the human capital cost of fatalities due to the Northern Ireland Conflict may be measured in an accepted unit of account. Free Bank Failures In New York And Wisconsin: A Portfolio Analysis, Andrew J. Economopoulos

Rolnick and Weber found that a sharp decline in asset prices led to bank panics and, ultimately, bank failures during the free banking era. An examination of New York and Wisconsin free bank portfolios prior to a fall in asset prices indicates banks that weathered the turmoil held significantly different portfolios than closed banks. In general, solvent banks held more loans and specie, and issued more deposits and less bank notes than closed banks.

Data on the handweaving program at the Quicksand Craft Center in the Appalachian Mountains of Eastern Kentucky were compiled and analyzed. Four areas--history of the craft program, business organization and financial structure, weave patterns of goods woven and sold by the craft center, and weavers employed in the program --were examined to assess the success of the program in the local community. Factors in the four areas examined contributed to the success of the program. The benevolence, perseverance, and co-operation of the founders, directors and community members involved with the craft center have been largely responsible for the continued success …

The Free Banking Era, noted for numerous bank failures and large creditor losses, has been traditionally viewed as the experiment in laissez-faire banking that failed. Current researchers have found evidence suggesting that bank failures and creditor losses were limited to selected states and have linked the cause of bank failures to periods of falling asset prices. Free banks were required to hold long-term assets as primary reserves for short-term liabilities. Current banking theory suggests that the maturity imbalance between assets and liabilities increases the free bank's exposure to interest rate risk. (First paragraph) Interest in the economics of Pacific whiting, Merluccius productus, production and consumption has been simulated in recent years by expanding U.S. participation in the fishery formerly dominated by foreign fishing and processing. This has raised several questions within the U.S. fishing industry: 1) Will it be profitable for additional U.S. fisherman and processors to enter the fishery? 2) What configuration will the U.S. Pacific whiting industry take? and 3) What will be the nature of markets for Pacific whiting products? This paper summarizes the conclusions of several reports and studies which bear on these questions.

This issue of SEEDS reviews handicrafts as a means of providing income to women. In some instances, crafts are a solid source of income and can also provide women with a link to their own cultural heritage. In most instances, however, crafts production concentrates women in an area that is labor intensive and exploitative, providing a meager income for long hours of work. Handicrafts can be a means of increasing income for women in some settings, but only under the conditions outlined in this report, since crafts are specialized activities which have limited markets and offer limited potential as a …

It is the purpose of this study to examine the early state-chartered banks of Kentucky: their creation, career and dissolution. To do this it will be necessary to survey the period of Kentucky history from 1802, when the Kentucky Insurance Company was awarded its charter by the Legislature and granted banking powers, to about 1830, when all previously chartered state banks had become non-existent or were in the process of liquidation.
