The economic stresses on Maine’s businesses are growing. A slowing economy and rising input costs, particularly for energy, are increasing pressures in a state where concerns about the costs of doing business remain high. But there is much that businesses can do on their own to relieve some of these pressures. Even a quick examination of Maine’s energy situation shows that there are both real challenges and opportunities. Perhaps the single most effective action to enhance Maine’s business climate and economic competitiveness is to aggressively increase the energy efficiency of Maine’s economy.

The concept of “clusters” has been a key idea in economic development in Maine and other states for more than a decade. In 2002, the Maine Science & Technology Foundation (MSTF) released a study of the cluster characteristics of the seven technology sectors that were designated as the focus of attention for Maine’s research and development support programs.

This study is a step towards implementing the Brookings Institution’s recommendations for an aggressive effort to build and expand clusters. It updates and expands the 2002 MSTF cluster report and also builds upon the work of Porter and others to identify distinctive …

The U.S. Intra-Industry Trade With Caribbean Countries, E. M. Ekanayake, John R. Ledgerwood

This paper aims to measure the level of intra-industry trade with special focus on vertical and horizontal intra-industry trade (IIT) in United State's foreign trade with Caribbean countries. One of the main findings is that the observed increase in intra-industry trade between the United States and Caribbean is almost entirely due to two-way trade in vertical differentiation. The second important finding is that the level of per capita income, trade intensity, product differentiation, industry size, and product quality differences are found to affect the shares of all three types of IIT positively.

In 2000, a group of state business recruiters from New England joined to promote New England to corporate real estate and site selection consultants at IDRC’s1 World Congress in New York City. At roughly the same time, the two metropolitan areas of Hartford, Conn., and Springfield, Mass., formed the Hartford-Springfield Economic Partnership (HSEP). These informal ventures that cross state borders represent coalitions of business, academic, political and policy leaders working together to foster the combined regions’ economic well-being.

This paper aims to explain the extent of vertical and horizontal intra-industry trade (IIT) in United State's foreign trade with the other 33 members of the Free Trade Areas of the Americas (FTAA). It also attempts to identify the country- and industry-specific determinants of vertical and horizontal IIT. This study uses detailed trade data at the 10-digit Harmonized System (HS) industry level and covers a longer and more recent period, 1990 through 2005. The Grubel-Lloyd intra-industry trade index is used to calculate the intensity of these two types of intra-industry trade. One of the main findings is that, with the …

The threatened closure of the Portsmouth Naval Shipyard has spurred an intense examination of the future economic prospects for York County, Maine and Rockingham County, New Hampshire. This report provides the first integrated analysis of the shipyard’s effects on both the Maine and New Hampshire economies. The shipyard accounts for more than 10,000 direct and indirect jobs across the two-state region. Over 80% of these jobs are in York County, with an additional 10% in Rockingham County and the balance spread through the rest of Maine and New Hampshire. State Enterprise Zone Programs: Have They Worked?, Alan H. Peters, Peter S. Fisher

Peters and Fisher evaluate 75 EZs located in 13 states to gain an understanding of the overall effectiveness of state enterprise zones. Faced with a paucity of data on EZs that could be used in standard economic analysis, the authors employ a hypothetical firm model in which they apply various EZ and non-EZ incentives to financial statements created for a set of "typical" firms. Observing the impacts of both types of incentives on firms' financial statements allow Peters and Fisher to predict the firms' resulting behavior. Anderson and Wassmer examine the use and effectiveness of local economic development incentives within a specific region, the Detroit metropolitan area. The Detroit area serves as a good example, they say, because of the area's 20-plus year track record of its communities offering the gamut of economic incentives aimed at redirecting economic activity and jobs. The evidence they uncover reveals factors that drive cities not just in this Southeast Michigan area, but nationwide to offer particular types of incentives that are more or less generous than those offered by their neighbors.

Previous research concerning base closure and reutilization focused on the roles of government agencies and the assistance they provided. This study looks at the community and the impact of installation closure. The process of planning for reuse of an installation is difficult and confusing. The guidance provided by the government has changed drastically since the first closures announced in the 1988 Base Realignment and Closure Committee recommendations. This study focuses on the strategy employed by Kettering, OH to successfully reuse Gentile AFS upon closure. Local communities affected by a base closure are uncertain as to their future and look to the federal government for guidance and economic assistance in rebuilding their local economy. The local communities want to close the base with as little federal government interference as possible and convert the base to civilian use with as much federal financial assistance as possible. During 1993-1994 two Air Force Institute of Technology research teams began longitudinal case studies of the base closure and rescue process at Gentile Air Force Station, Ohio to determine the effectiveness of the federal government's current approach. In 1990, Public Law 101-510 created the independent, five-year Defense Base Realignment and Closure Commission BRAC. This law provided for the Commission to meet in 1991, 1993, and 1995. The 1993 Commission recommended transfer of the Defense Electronic Supply Center DESC, a Defense Logistics Agency inventory control point, to Columbus, Ohio. This action resulted in an Air Force decision to close Gentile AFS, Kettering, Ohio. A case study of the closure and initial redevelopment of Gentile AFS was undertaken to construct a framework to be used by future redevelopment policy makers affected by a defense base closure.
