This dissertation consists of three essays on the U.S. Health care policy. Each paragraph below refers to the three abstracts for the three chapters in this dissertation, respectively. I provide quantitative evidence on how much Prescription Drug Monitoring Programs (PDMPs) affects the retail opioid prescribing behaviors. Using the American Community Survey (ACS), I retrieve county-level high dimensional panel data set from 2010 to 2017. I employ three separate identification strategies: difference-in-difference, double selection post-LASSO, and spatial difference-in-difference. I compare how the retail opioid prescribing behaviors of counties, that are mandatory for prescribers to check the PDMP before prescribing controlled substances …

Despite the writings of feminist thinkers and efforts of other advocates of feminism to change the dominant narratives on women, exploitation of women is a fact that has remained endemic in various parts of the world, and particularly in Africa. Nigeria is one of those countries in Africa where women are largely exposed to varying degrees of exploitation. This paper examines the development and proliferation of baby-selling centers in southern Nigeria and its impacts on and implication for women in Nigeria. How much should the present generations sacrifice to reduce emissions today, in order to reduce the future harms of climate change? Within climate economics, debate on this question has been focused on so-called "ethical parameters" of social time preference and inequality aversion. We show that optimal climate policy similarly importantly depends on the future of the developing world. In particular, although global poverty is falling and the economic lives of the poor are improving worldwide, leading models of climate economics may be too optimistic about two central predictions: future population growth in poor countries, and future convergence in total factor …

In the last 30 years, rice has become the number one food staple in Haiti, and rice imports have outpaced domestic production to supply the country’s increasing rice demand. Policy makers support the claim that increasing local rice supply will not only reduce the dependency on imported rice but also upheave the national economy. However, there is a lack of information on Haitian consumers’ preferences for rice to aid the development of the local rice supply chain. This dissertation studies corruption and collusion with data derived from a laboratory experiment and household data. In Chapter 1 I study experimental procurement auctions with bribery and a public reserve to test for the tacitly collusive equilibrium described by Compte et al. (2005). Three sellers compete for 40 periods to sell a single item to a computerized buyer who accepts bribes and determines ties in bids and bribes randomly. In the closing periods, only 13.5% of auctions display the collusive equilibrium, but 58.7% of selling prices are noncompetitive. In comparison with simulated predictions for auctions that are corrupt but competitive, …

The Consumer Confidence Index – Nebraska (CCI-N) fell to 101.6 in February from a value of 115.2 in January. The February value remains above the neutral level of 100.0. Fire prevention managers find that homeowners often do not perform mitigation actions that could reduce the damage and spread of wildfire. There is widespread belief among these fire professionals that one of the primary reasons that homeowners do not perform mitigation actions is that homeowners misperceive the risk that wildfire poses. This dissertation examines spatial and temporal impacts of natural resource use. The second chapter integrates hydrological and economic systems to examine the impact of drought on these two systems and explores the spatial impact of policies aimed to mitigate the drought impact. The systems dynamics model developed for this chapter simultaneously considers the physical hydrology in the Middle Rio Grande water basin in New Mexico, the engineered water management system, and a behavioral model of residential water demand for three cities: Albuquerque, Rio Rancho, and Santa Fe, New Mexico. This paper analyzes the consequences of changes in the unemployment rate in Colombia on the level of education attained for adolescents. Increases in the unemployment rate are associated with an increase in the average number of years of education. No significant effect was found for men of the same age.

We investigate the impact of Chinese superstition on prices paid by Chinese home buyers in Seattle, Washington. Chinese consider 8 lucky and 4 unlucky. Empirical results indicate Chinese buyers pay a 1-2% premium for addresses including an 8 and a 1% discount for addresses including a 4. These results are unrelated to unobserved property quality: no premium exists when Chinese sell to non-Chinese. Absent explicit identfiers for Chinese individuals, we develop a binomial name classifier using methods from the biomedical and document classification literature, allowing for falsification tests using other ethnic groups and mitigating ambiguity attributable to transliteration of Chinese …

Sea level rise and other effects of climate change on oceans and coasts around the world are major reasons to halt the emissions of greenhouse gases to the maximum extent. But historical emissions and sea level rise have already begun so steps to adapt to a world where shorelines, coastal populations, and economies could be dramatically altered are now essential. The proposed whitewater and mountain biking park at the old Lake Frances dam site will prove to be an important recreational amenity for the City of Siloam Springs and the Northwest Arkansas region. While it is not possible to effectively calculate the true value of the park as a regional amenity, this study provides estimates of the potential numbers of visitors to the park and their associated spending in Siloam Springs. These numbers will allow leaders at the City of Siloam Springs and the Walton Family Foundation to make informed decisions about the operations of such a park.

The Chinese One-Child Policy, enacted in 1979, was an attempt to decrease the population growth rate following a period of massive social and political confusion and uncertainty. While the policy was beneficial to curbing the population growth in China, it also introduced unintentional consequences, including sex imbalance, and other demographic differences. Multi-dimensional aspects play a vital role in the task of project-decision making. Environmental effects are to be considered in addition to other technical and non-technical aspects in order to avoid undue environmental damage. This current work introduces a new decision-making algorithm (Socio-Technical-Economic Project Selection or STEPS) that is demonstrated with the use of RCA (recycled concrete aggregate) as riprap for slope stabilization and erosion control which leaches chemical arsenic when in contact with water. Peer review is a necessary process with a long history of complaints, including over-solicitation of a small number of reviewers, delays, inadequate numbers of reviewers, and a lack of incentives to provide strong reviews or avoid reviews with little helpful information for the author. In the era of Web-based distribution of research, through working paper or project reports, anonymous peer reviews are much less likely. The Journal of Ocean and Coastal Economics will use signed peer reviews and an open communication process among authors, reviewers, and editors.
