There have been several projects that have addressed the challenges of measuring the ocean economy in the Asia-Pacific region. The paper examines some lessons from these projects and the implications for the future use of national accounts.
Following the Asia Pacific Economic Cooperation (APEC) Bali declaration, the APEC Marine Resource Conservation Working group’s “Measuring the Marine economy” project promoted consistent measurement of the marine economy across the 21 APEC economies against a list of agreed marine industry categories which was developed by an APEC workshop on Easter Island in 2004.

The increasing importance to measure the ocean economy cannot be discounted. A number of countries attempted to measure the ocean economy based on their needs and perceptions. At this point, however, there is no agreed scope and coverage of the ocean economy nor is there an agreed operational definition of the variables needed for its measurement. Moreover, there is no internationally endorsed framework that will guide and lead to comparable estimates across countries or regions.

Ever since the introduction into marine and maritime policy strategies worldwide of the relatively new concept of Blue Growth there has been an increasing interest in developing integrated systems of indicators for the maritime economy.
The Marnet project has been a recent attempt to develop a comparative maritime socioeconomic framework for the European Atlantic area and its database contains a large number of socioeconomic indicators for many maritime activities at different territorial levels that provide the information needed to help analyze and compare the maritime economy of the European Atlantic regions.

The European Commission's effort to define the scope and components of the maritime economy was initially motivated by the "Integrated Maritime Policy" (2007). This policy package, principally based on coastal environment protection, maritime safety and security, and the European marine observation and data network, also included the development of an EU-wide economic and social database on maritime activities. The IMP database (2009) used experience from EU member states in terms of maritime database development, and conversely was an opportunity to update national contributions.

The U.S. is the only OECD country that does not offer any form of federal paid parental leave. Only three states—California, New Jersey and Rhode Island—have state-provided paid leave policies; implemented in 2004, 2009 and 2014, respectively. Through descriptive statistics and difference-in-difference-in-difference regression analyses of the wages of women and men of childbearing age (19-45 years) in those three states, we assess whether the paid leave programs have effected wages, and whether these effects vary depending on gender. Our results show that wages of women of childbearing age saw negligible net effects post-policy in policy states, although statistically insignificant. On …

Non-ad valorem assessments on property are a fiscal innovation born from financial stress. Unable to raise property taxes due to limitations, many localities have turned to these charges as an alternative method to fund local services. In this paper, we seek to explain differential levels of non-ad valorem assessment financing through the analysis of property tax records of a large and diverse set of single family homes in California. We theorize that assessments, as opposed to other forms of taxation, will be used when residents hold anti-redistributive preferences. This dissertation seeks to explore how sub-national levels of the state promote the development of new industrial sectors. To do so this dissertation builds on a series of theoretical perspectives on the role of the state in the economy and develops a unique view of how sub-national states coalesce and contrast within these perspectives. It does so through a series of empirical case studies focused on sub-national jurisdictions in North America that highlight diverse varieties of state actions that contribute, if not lead, industrial transitions and the development of new innovation-oriented industrial sectors. In this paper, we consider whether the current “state of the art” of environmental valuation is suitable for producing policy-relevant estimates of the benefits or costs of changes in marine and coastal ecosystems. We review recent changes in European legislation which has meant an increasing demand for economic valuation from the policy and regulatory community. The next section considers, at a more conceptual level, whether the economic “toolbox” and scientific evidence is up to the task of meeting the demand for more evidence-based policy. The Effect Of Terminating Enforcement Actions On The Nation's Problem Banks, Benjamin Doehr
Undergraduate Economic Review
This paper examines whether the Federal Deposit Insurance Corporation's supervisory actions promote improved performance at problem banks. I show that during the three-year period following the termination of a supervisory action, return on assets rises by 10 to 20 basis points. The reaction of capital markets to the termination results in a 1.7 basis point increase in return on assets, while management actions post-termination result in a 1.6 basis point decrease in return on assets.

Peer review is a necessary process with a long history of complaints, including over-solicitation of a small number of reviewers, delays, inadequate numbers of reviewers, and a lack of incentives to provide strong reviews or avoid reviews with little helpful information for the author. In the era of Web-based distribution of research, through working paper or project reports, anonymous peer reviews are much less likely. The Journal of Ocean and Coastal Economics will use signed peer reviews and an open communication process among authors, reviewers, and editors. This approach, to be developed over time, should lead to stronger communication of …

The U.S. Government faces acute budgetary deficits and national debt problems in the Obama Administration. These problems have been brought about by decades of unsustainable government spending affecting all agencies including the National Aeronautics and Space Administration. (NASA). An outgrowth of this fiscal profligacy is the presence of wasteful and duplicative programs within NASA that prevent this agency from achieving its space science and human spaceflight objectives. These problems occur due to mismanagement of these programs from NASA and the creation of these programs by the U.S. Congress and congressional committees. This author examines subjective indicators of well-being as they relate to the happiness movement, a global effort to create a new economic paradigm. The essay focuses on the prominent international institutions that are developing happiness metrics as well as agencies exploring the use of happiness data for crafting supportive public policy. A definition of happiness metrics, based on international institutions, identifies the primary questions that compose perceived happiness and how this data can be used.

The ongoing debate over welfare in the United States is rooted in the long-standing tension between the nation’s commitment to providing for its most vulnerable and a deep-seated belief that such support can corrupt its recipients. Social Security has struck this balance and appeals to the masses with its pay-as-you-go system and universally distributed benefits. Since the end of World War II, and especially over the past three decades, there has been a dramatic increase of interactions between international financial institutions (IFIs) and states. This paper will explore these interactions by examining the Hashemite Kingdom of Jordan and the International Monetary Fund (IMF). During my senior year in the Honors College at UMass Boston, I became involved in the yearlong Creative and Social Entrepreneurship Fellowship program. During this program, I interned alongside other UMass Boston students at a local creative non-profit organization, providing the staff with assistance as they worked towards achieving their goals. This internship was funded by the Creative Economy Fund (CE Fund) from the University of Massachusetts President’s Office. The purpose of this study was to explore the specific reasons why households in Kitere village, Kenya experience persistent food insecurity every year while the region enjoys the advantage of two planting/harvest seasons in a year. Kitere village lies within the lakeside region of Nyanza Province in Kenya, generally considered to be one of the more agriculturally productive parts of the country. The Participatory Rural Appraisal method was employed to gather qualitative data on the causes of food insecurity in Kitere village. The financial crisis of 2007 to 2009 took a tremendous toll on household wealth and shattered the sense of financial security for millions of American families. American households lost more than $20 trillion in wealth (in 2012 dollars) in the Great Recession, and households still had $10 trillion less in wealth at the end of 2012 than they had before the crisis. This massive wealth decline contributed to a widespread loss of economic security, particularly among lower-income and moderate-income families, single women, and communities of color.

Policy Responses In An Unstable Globalized Economy: Multi-Stressed Low-Earning Families In Singapore, Irene Y. H. Ng, Kong Weng Ho

The Singapore government responded swiftly to the 2008 global recession, doling out a range of policies in aid of all levels of wage earners. This paper explores the impacts of economic trends and government policies on low-wage earners. Using a theoretical model and empirical data from a pilot study of recipients of a government Work Support Program, it demonstrates the effects of socioeconomic factors on multi-stressed low-earning families. It discusses the adequacy of current policies in addressing the multiple stressors experienced by low-wage earners.
