Benefit Payment Costs Of Unemployment Insurance Modernization: Estimates Based On Kentucky Administrative Data, Christopher J. O'Leary
Benefit Payment Costs Of Unemployment Insurance Modernization: Estimates Based On Kentucky Administrative Data, Christopher J. O'Leary
Upjohn Institute Working Papers
The American Recovery and Reinvestment Act (ARRA) of 2009 provided financial incentives for UI modernization. The financial incentive is the state share of $7 billion available nationwide. States can receive one-third of their allocation by having an alternate base period (ABP) for monetary determination of UI eligibility that includes the most recently completed calendar quarter. States can receive the remaining two-thirds of their allocation for having two of four additional program features: 1) UI eligibility while seeking only part-time work, 2) UI eligibility after job separations due to harassment or compelling family reasons, 3) continuation of UI benefits for at …

Reemployment And Earnings Recovery Among Older Unemployment Insurance Claimants, Christopher J. O'Leary, Randall W. Eberts
Reemployment And Earnings Recovery Among Older Unemployment Insurance Claimants, Christopher J. O'Leary, Randall W. Eberts
Upjohn Institute Working Papers
The rate of involuntary job loss among older workers has increased in recent years. Previous research has found that after job separation older workers take longer to get back in jobs, and experience bigger earnings declines than younger prime age workers. These studies were based on surveys targeted at older and dislocated workers, which rely on retrospective interviews of strategic samples from the general labor force. Previous studies have not explicitly accounted for the availability of unemployment insurance (UI) benefits between jobs. This paper compares the adjustment to involuntary unemployment of older and younger prime age UI claimants, using a …
State Ui Job Search Rules And Reemployment Services, Christopher J. O'Leary
State Ui Job Search Rules And Reemployment Services, Christopher J. O'Leary
Journal Articles
This article examines whether unemployment insurance (UI) requirements pertaining to job searches and UI mechanisms connecting claimants with reemployment services tend to shorten the duration of those claimants' insured unemployment. Evidence is presented from a 2003 National Association of State Workforce Agencies survey of all State UI programs. Also presented is evidence about the effect of State UI policies and reemployment assistance on the duration of insured unemployment. Although the sizes of the estimated impacts differ, the consistent finding is that both UI work search requirements and UI reemployment services tend to shorten claimants' duration of insured unemployment by speeding …

Do Job Search Rules And Reemployment Services Reduce Insured Unemployment?, Christopher J. O'Leary, Stephen A. Wandner
Do Job Search Rules And Reemployment Services Reduce Insured Unemployment?, Christopher J. O'Leary, Stephen A. Wandner
Upjohn Institute Working Papers
This paper summarizes state unemployment insurance job search policies based on a recent survey of states by the National Association of State Workforce Agencies. It then reviews research results on the effects of reemployment services on durations of insured unemployment. The paper documents how state administrative practices have changed and questions whether these changes may have affected monitoring of claimant compliance with work search requirements. Since state policies on job search and service referral can affect insured durations of unemployment, these policies can also affect the measured total unemployment rate.

Trend And Cycle Analysis Of Unemployment Insurance And The Employment Service, Wayne Vroman, Stephen A. Woodbury
External Papers and Reports
This report traces historical developments in two major DOL programs: State Unemployment Insurance (UI) and the federal-state Employment Service (ES). Developments in the UI program are traced from the late 1940s while ES program activities are traced from the late 1960s. For both programs, the report emphasizes long term trends as well as changes that have occurred over the course of the business cycle. The analysis uses annual data and is conducted at three levels of geographic detail: national, regional and state. A major objective of the project was to create data files useful for other researchers in studying the …

Labor Standards In The United States And Canada, Richard N. Block, Ronald O. Clarke, Karen Roberts
Upjohn Press
Block, Roberts, and Clarke offer a method for comparing ten labor standards across political jurisdictions. They then apply this method to the United States and Canada, an exercise that allows them to settle the long-running dispute over whether or not Canada has higher standards than the U.S., and if so, to what degree.

The Incidence And Cost Of Wrongfully Denied Unemployment Benefits, Stephen A. Woodbury, Wayne Vroman
Reports
Since 1987, the U.S. Department of Labor has performed random audits of Unemployment Insurance (UI) payments in order to estimate the extent of benefit payment errors—particularly overpayments. However, the accuracy of the process that determines benefit eligibility is not currently assessed. In particular, the extent to which eligible claimants for UI are wrongfully denied benefits is not known. This paper reports the results of the Denied Claims Accuracy (DCA) Pilot Project, a five-state pilot conducted by the Department of Labor during 1997–98, in which random samples of monetary, separation, and nonseparation denials were subjected to intensive field investigation in order …

The Optimal Dole With Risk Aversion And Job Destruction, Carl Davidson, Stephen A. Woodbury
Upjohn Institute Working Papers
This paper extends earlier research on optimal unemployment insurance (UI) by developing an equilibrium search model that encompasses simultaneously several theoretical and institutional features that have been treated one-by-one (or not at all) in previous discussions of optimal UI. In particular, the model we develop allows us to determine the optimal potential duration of UI benefits as well as the optimal UI benefit amount; assumes (realistically) that not all workers are eligible for UI benefits; allows examination of various degrees of risk aversion by workers; models labor demand so that the job destruction effects of UI are taken into account; …

This book presents 15 original essays that reflect the state of knowledge on policy issues critical to the performance and success of the nation's UI system. The essays are based on program data, enabling the authors to provide analyses on and recommendations for issues at the forefront of the UI policy debate. Topics include coverage, eligibility, adequacy and duration of benefits, labor market attachment, benefit financing, fraud and abuse, the intersection of UI with other income maintenance programs, federal-state relations (including devolution), and more.
Unemployment Insurance And Unemployment: Implications Of The Reemployment Bonus Experiments, Carl Davidson, Stephen A. Woodbury
Unemployment Insurance And Unemployment: Implications Of The Reemployment Bonus Experiments, Carl Davidson, Stephen A. Woodbury
Upjohn Institute Working Papers
We translate the results of the three reemployment bonus experiments that were conducted during the 1980s into (a) impacts of a 10-percentage point increase in the Unemployment Insurance (UI) replacement rate on the expected duration of unemployment; and (b) impacts of adding 1 week to the potential duration of UI benefits on the expected duration of unemployment. Our approach is to use an equilibrium search and matching model, calibrated using data from the bonus experiments and secondary sources. The results suggest that a 10-percentage point increase in the UI replacement rate increases the expected duration of unemployment by .3 to …

Optimal Unemployment Insurance, Carl Davidson, Stephen A. Woodbury
Upjohn Institute Working Papers
We investigate the design of an optimal Unemployment Insurance program using an equilibrium search and matching model calibrated using data from the reemployment bonus experiments and secondary sources. We examine (a) the optimal potential duration of UI benefits, (b) the optimal UI replacement rate when the potential duration of benefits is optimal, and (c) the optimal UI replacement rate when the potential duration of benefits is sub-optimal. There are three main conclusions. First, insurance considerations suggest that the potential duration of UI benefits would be unlimited under an optimal program. Hence, existing UI programs in the U.S. provide benefits for …

Assisting Workers Displaced By Structural Change: An International Perspective, Duane E. Leigh
Assisting Workers Displaced By Structural Change: An International Perspective, Duane E. Leigh
Upjohn Press
Leigh begins by providing a summary of the evolution of labor market programs in seven industrialized countries: Australia, Canada, Germany, Japan, Sweden, the United Kingdom, and the U.S. He points out that a number of these nations are dealing with long-term unemployment by linking unemployment insurance benefits to participation in labor market programs, and that this is a requirement U.S. policy makers should examine closely. Leigh also performs informal cross-country evaluations of these countries' programs, focusing on policies he feels merit attention. A three-level active labor market program is then proposed for the U.S.
