In the 1970s, the world began moving towards free market policies. Open borders, lower taxes, and market-based economies became more prominent as centrally planned governments declined in both number and significance. In order to participate in European trade and to enhance its global position, France also moved towards decentralization. French socialists became less concerned with centralized government, yet continued to preserve their strong national desire to protect French citizens. France experienced substantial growth in its employment costs during the 1980s. By the early 1990s, France introduced labor contracts that better defined the duration of employment. The Disability Screening Process And The Labor Market Behavior Of Accepted And Rejected Applicants: Evidence From The Health And Retirement Study, Seth H. Giertz, Jeffrey D. Kubik

This paper uses Social Security earnings records linked to data from the Health and Retirement Study to examine the labor market behavior of rejected and accepted disability applicants prior to their application. We find that rejected applicants have substantially lower earnings and labor force participation rates during the decade prior to application than beneficiaries. Also, we find some evidence of a divergence between these groups, with rejected applicants leaving the labor force at a faster rate than beneficiaries as their application date approaches.  One interpretation of these results is that the disability screening process on average separates those who are …

This article examines the renegotiation of gender and class in a rural Mexican community where economic crisis in the sugar industry led foreign agribusinesses to promote blackberry and raspberry production for export and hire primarily women as berry pickers. Analysis focuses on the transition from a sugar economy where mostly men worked in the cane fields to non-traditional agricultural exports when women entered agricultural waged labor in unprecedented numbers. This restructuring of the regional economy raises important questions regarding the marginalization of differentiated subaltern groups and the nature of new sets of power relations between transnational agribusinesses, berry growers, and …

Top tier professional soccer in the United States is operated by Major League Soccer (MLS). The MLS was established and operates under a single entity structure, such that all players negotiate and sign contracts with the league rather than with individual teams. This monopsonistic structure was designed to eliminate competition for players across teams within the league and thus allow the league to suppress player salaries. This paper investigates how effective the MLS has been in achieving this goal and finds that the MLS devotes only about 25 percent of its revenues to player salaries, compared to 50 to 60 …

Throughout the second half of the 20th century, women in the United States decided to move increasingly into the labor market. This paper investigates the growth of the service sector as an explanation for the increase in women's employment. It develops an economic model that can account for the increase in women's employment and the growth of the service sector at the same time. A growth model with two sectors and a home production technology is constructed in order to quantitatively assess the contribution of sectoral productivity differences to the change in women's employment decision. This paper follows existing literature on local industrial conditions and agglomeration economies in an adapted shift-share framework. The purpose of this study is to develop a cost-efficient empirical model that meets the needs of local government in analyzing changes in industrial composition. The data for this model is obtained from the Bureau of Labor Statistics' Quarterly Census of Employment and Wages (QCEW) with nondisclosed data provided by the Virginia Employment Commission which is sorted by North American Industrial Classification System (NAICS) 2-digit industrial sectors. Many middle-income workers save for retirement through 401(k) plans. This study addresses the concern that low account balances of older workers may indicate that these vehicles are not sufficient to insure adequate retirement savings. In particular, the study shows that workers are not persistent (continuing once a worker has started) in contributing, and a weak stock market exacerbates the problem.

The American Recovery and Reinvestment Act (ARRA) of 2009 provided financial incentives for UI modernization. The financial incentive is the state share of $7 billion available nationwide. States can receive one-third of their allocation by having an alternate base period (ABP) for monetary determination of UI eligibility that includes the most recently completed calendar quarter. States can receive the remaining two-thirds of their allocation for having two of four additional program features: 1) UI eligibility while seeking only part-time work, 2) UI eligibility after job separations due to harassment or compelling family reasons, 3) continuation of UI benefits for at …

In the last twelve years, interest has steadily grown in self-employment for people with disabilities. In part, this is due to research showing that people with disabilities report self-employment at a higher rate than the general population, and that 20-25 percent of participants in special “Choices” demonstration projects funded by the Rehabilitation Services Administration were interested in starting businesses. In light of persistently high unemployment rates among people with disabilities, it appears that many have chosen to pursue self-employment.
