The Consumer Confidence Index – Nebraska (CCI-N) fell to 93.5 in September, well below the reading of 100.9 in August and the neutral value of 100.0. Consumer confidence is now weak in Nebraska. By contrast, the Nebraska business confidence remained strong. The Business Confidence Index – Nebraska (BCI-N) stood at 105.2 in September, slightly above the August value of 104.2, and well above the neutral value of 100.0. The Leading Economic Indicator – Nebraska (LEI-N) 1 fell by 0.38% during August of 2017. The decline in the LEI-N, which is designed to predict economic activity six months into the future, suggests that the Nebraska economy will grow slowly during the first few months of 2018. The drop in the indicator was primarily due to a decline in manufacturing hours-worked during August. Building permits for single-family homes and airline passenger enplanements also dropped slightly. There were two positive components of the LEI-N. The increase in the LEI-N, which is designed to predict economic activity six months into the future, suggests that the Nebraska economy will grow through the first month of 2018. Four components of the indicator improved during July. Business expectations were solid and manufacturing hours grew. The value of the U.S. dollar continued its recent decline, a positive sign for Nebraska’s export-oriented businesses. As stigmatized persons, registered sex offenders betoken instability in communities. Depressed home sale values are associated with the presence of registered sex offenders even though the public is largely unaware of the presence of registered sex offenders. Using a spatial multilevel approach, the current study examines the role registered sex offenders influence sale values of homes sold in 2015 for three U.S. counties (rural, suburban, and urban) located in Illinois and Kentucky within the social disorganization framework. This dissertation consists of three essays related to the effects of welfare reform on the intergenerational transmission of welfare participation as well as effects on labor supply and childcare arrangements. States implemented welfare reform at different times from 1992 to 1996, and these policies notably introduced work requirements and other restrictions intended to limit dependency of needy families. One mechanism reforms were intended to address was childhood exposure to a "culture" of ongoing welfare receipt. It has been common practice in the economics literature to utilize data on observed outcomes and negate what individuals believe or expect will happen in the future. Using responses to a unique set of questions in the 1997 National Longitudinal Survey of Youth (NLSY97) I show that the literature could benefit in several ways by incorporating such data. The leading essay documents a positive association between a student's subjective probabilistic belief that they will complete a four-year college degree and whether or not they attend and complete college. Ever since the first Industrial Revolution, during which many textile artisans lost their jobs to weaving machines, the relationship between technological progress and unemployment has been explored and examined by researchers and policy makers. Existing empirical research, mostly at the microeconomic level, has presented ambiguous results. Procuring data on 51 U.S. states for a period of 19 years and a large number of controls, this paper studies the employment effect of technological innovations with a novel state-level macroeconomic analysis. My dissertation consists of three essays focusing on unemployment insurance (UI) and how it affects recipients. The first essay examines how UI generosity affects the search intensity of recipients through matching American Time Use Survey respondents to all of their observations in the Current Population Survey (CPS), the population from which they are drawn. Earnings from the CPS are then run through a benefit calculator that determines eligibility and benefit amounts which are used to determine how UI generosity affects search times. The U.S. is the only OECD country that does not offer any form of federal paid parental leave. Only three states—California, New Jersey and Rhode Island—have state-provided paid leave policies; implemented in 2004, 2009 and 2014, respectively. Through descriptive statistics and difference-in-difference-in-difference regression analyses of the wages of women and men of childbearing age (19-45 years) in those three states, we assess whether the paid leave programs have effected wages, and whether these effects vary depending on gender. Our results show that wages of women of childbearing age saw negligible net effects post-policy in policy states, although statistically insignificant. On …

This article explores the persistence of working poor families in the United States— families that live on the threshold of poverty despite at least one family member working full-time. The persistence of poverty in the United States has been exacerbated by recent changes in the job market that have altered the composition and availability of jobs due to technological unemployment, the polarization of jobs, declining job quality, and stagnation in job growth. Clean Line Energy Partners LLC (Clean Line) is proposing to build the Plains & Eastern Clean Line project, an approximately 700-mile, high voltage direct current transmission line and associated facilities with the capacity to deliver 4,000 megawatts (MW) of wind power from the Oklahoma Panhandle region to utilities and customers in Arkansas, Tennessee, and other markets in the Mid-South and Southeast, areas that lack access to low-cost renewable power. The project will deliver enough energy to power more than one million homes annually in the MidSouth and Southeastern United States.

This dissertation examines heterogeneity in the value of a statistical life (henceforth VSL) stemming from employer-provided health insurance (henceforth EHI) and worker sorting. The dissertation consists of three essays.

In the first essay (Chapter 2), I investigate the effect of health-driven productivity on the wage compensation for mortality risk, and how EHI influences VSL using the US labor market data. In this chapter I build a framework showing that the level of job risks influences the incentive of employers to provide EHI. This dissertation adds to the literature that examines the effect of competition and school choice reform in elementary and secondary education. Specifically, we explore how three major forms of competition in U.S. schooling markets in Tiebout competition, charter competition, and private school competition affect the teaching profession by estimating a teacher wage equation and series of teacher characteristic equations. Since it has been well-established that all 3 forms of competition are likely endogenous, we present 2SLS estimates of competition’s effect in addition to simple OLS estimates. My dissertation consists of three essays focused on identifying the strategic responses of governments and individuals following changes in the tax and transfer system. Two essays contribute to the literature on fiscal competition, focusing on state level polices aimed at redistributing income. A third essay contributes to the literature estimating the responsiveness of individual’s incomes to changing marginal tax rates. A better understanding of these responses contributes to our ability to design an optimal tax and transfer system in a federalist nation.

This inquiry considers some effects of migration on the labour markets and the welfare systems found in the EU-15, and from the perspectives of sustainability of the current welfare state regimes. Our inquiry aims to determine whether and to what extent different approaches in regulation of migration flows between the new and old member states are compatible with related economic and demographic findings. This study examines the effects of the Deficit Reduction Act (DRA) on immigrant Medicaid participation using data from the 2005 and 2007 March supplements of the Current Population Survey. The DRA made changes to Medicaid coverage laws by requiring proof of citizenship for eligibility rather than a sworn statement, as was the case prior to the DRA, thus reducing the non-citizen/non-legal permanent resident use of Medicaid. A difference-in-difference methodology is used, and the research finds that the laws were effective in decreasing non-citizen use of Medicaid relative to citizens, though there is a possibility of “chilling effects” on eligible non-citizens.
