This study aims to contrast affordability and quality of life as factors of attraction and retention of workforce and businesses in Northeast Ohio’s metro areas with comparable regions across the country. The study is limited to reliable and available data for 36 metropolitan areas from 27 states. As presented, this study serves two purposes: it allows us to compare Cleveland to other metro areas in selected indicators,1 and it creates a valuable database of variables and indicators on affordability and quality of life in 36 metro areas.

Developing small businesses is a way to concentrate wealth, employ city residents, improve neighborhood amenities, and provide entrepreneurial role models in urban neighborhood communities currently bereft of such. In a city where well over half of the resident population belong to groupings of people traditionally in the minority, and whose ranking is high in terms of concentrated poverty, nurturing existing and new small minority business enterprises makes good policy sense and offers a systematic intervention strategy to alleviate poverty. Once the heart of a town’s commercial district, Main Street in the post-World War II era became a ghost town as suburbanization lured consumers and merchants to new shopping complexes in rural areas. From the 1950s to the 1970s, with the aid of federal dollars cities embarked on various urban renewal projects. These revitalization attempts did not help the slumping commercial districts. In many cases, they destroyed historic buildings and left the cleared city blocks empty for decades. This study reports on the contribution made by Playhouse Square Center to Northeast Ohio. The contribution comes in various forms, which are reflected in the report’s different sections. The first uses a traditional economic model to estimate the economic impact of Playhouse Square Center. It calculates how each dollar spent by, or due to the presence of, Playhouse Square generates additional spending and jobs in the local economy. The second type of contribution is through the various educational programs and events aimed at increasing interest and involvement in the arts. The high price of housing on the coasts, population growth in the large metropolitan areas of the south, southwest, and west, and the issue of affordability for low- and moderate-income households across the country fueled the view that housing production was insufficient and that the shortfall was contributing to rising prices and limited housing choice. Indeed, underlying all of the housing-related changes and issues of the 1990s were the factors of supply and demand. The nation grew by 13.5 million households while 13.2 million building permits were filed. Nationally, housing supply was just about in balance with population growth. But …

The Center for Housing Research & Policy conducted this survey and analysis of housing on Cleveland’s lakefront for the Cleveland Lakefront Partners, which is composed of the city of Cleveland, Cleveland Tomorrow, the Greater Cleveland Growth Association, and the Cleveland Neighborhood Development Corporation. The report includes both the results of the survey of residents in the multi-county Cleveland region and a comparative study of waterfront populations in the cities of Milwaukee, Chicago, Portland, and Baltimore. The survey results showed that at least 6,000 and possibly up to 9,000 middle and upper-income households would be interested in living on the lakefront …

Strategic Development Of Airport And Rail Infrastructure: The Case Of Singapore, Sock-Yong Phang

This article recounts how a number of strategic infrastructure investment decisions in airport and rail development taken by the Singapore government were at variance with recommendations emerging from cost-benefit analysis, but were considered necessary to support external competitiveness. This link between infrastructure provision and economic development may require decision makers to assess the trade-off between prudent macro-economic planning and efficient micro-economic management for major projects. In the case of airport hubs, the most difficult assessment might be the game consideration of how much, and how far ahead, excess capacity is needed to ensure the dominance of the hub.

First, survey industrial activity in the city of Cleveland using employment and payroll data for the period from 1993 to 2000; report on key findings related to industry sectors and industries at the two-digit standard industrial classification (SIC) code level; and compare the city of Cleveland to suburban Cuyahoga County and the remainder of the Cleveland primary metropolitan statistical area (PMSA). Second, identify those industries in Cleveland that reported substantial employment levels, average annual wages, employment growth, and wage growth during the study period (high performing industries). The economic value of an urban university to a metropolitan region is comprised of (1) the educational opportunities provided to students who rely on local institutions of higher education, (2) the unique contributions of urban universities to the social and political infrastructure of a region, and (3) the research and service contracts and other funds and philanthropic donations attracted to the campus by faculty and staff. What Works in Economic Development reviews evaluation literature relevant to economic development strategies. While economic development programs are difficult to evaluate, the literature reveals important information about the level of success achieved by various programs. It also demonstrates how positive results can be realized. A “what works” matrix follows the review of the evaluation studies. This briefing paper provides an analysis of high-tech activity in the Cleveland Primary Metropolitan Statistical Area (PMSA) from 1992 to 2000. It begins by defining the term high-tech industry, using criteria developed by the Bureau of Labor Statistics (BLS). High-tech industries are then analyzed from the viewpoint of employment levels, average earnings, and number of establishments. The City of Cleveland’s share of high-tech activity is discussed along with a comparison of the Cleveland PMSA versus the U.S. The paper concludes with a summary analysis of Cleveland’s position n in the world of high-tech.
