Since gaining independence from Britain in 1963, the Kenyan government has encouraged self-help activity, known as "harambee" which is aimed at supplementing government efforts in the provision of social services. The term harambee conjures positive images of community spirit and people pooling together for a common cause. Indeed, the term is synonymous to community development. The World Bank reported that during the past three decades the developing world has made enormous economic progress. This is illustrated in the rising trend for incomes and consumption: between 1965 and 1985 consumption per capita in the developing world went up by almost 70%. The small business sector in the United States has traditionally been viewed as a strong source of economic growth and prosperity, as entrepreneurship epitomizes the quintessential American fantasy of rugged individualism. Given the myths about larger-than-life entrepreneurial heroes, business development has historically been touted as a viable trajectory toward economic and social mobility for immigrant groups and marginalized people. Stories about "great" American businessmen such as John D. Rockefeller, Bill Gates, Steve Jobs among others, often highlight rags-to-riches myths about innumerable possibilities within American capitalism given diligence, fierce competition, and an uncompromising work ethic. Wine tourism is an expanding form of rural tourism which has recently become popular in several wine regions of the world One such area, the Niagara Region in southern Ontario, Canada, is used as a case study for this research. This study examines the role that wine tourism plays in sustainable rural tourism, and determines if wine tourism can be used as a tool for economic development. By completing a survey of winery visitors in the Niagara Region, as well as performing interviews with winery personnel, it was found that wine tourism plays several roles in rural tourism and can …

The concept of sustainable development is inexact, requiring additional specification in application. How the subject of analysis is bounded will have consequences for understanding what is being sustained as well as for determining whether something is sustained. Here I examine a fisheries development project in the Marshall Islands. Shifting boundaries, I create three accounts of the project. In the first account, which focuses on resources and monetary cost and benefits, the project is clearly unsustainable. In the second account, focusing on international relations, the project sustains the relations of power and dependency. In the third account, I suggest that evaluation …

The development implications of the now-classic MIRAB economic pattern for South Pacific microstates (with economies dominated by overseas remittances and foreign aid) have attracted considerable attention. Some scholars argue the MIRAB pattern is well entrenched and can be sustained with a minimum of undesirable social and economic outcomes. Others decry the acceptance of the dependency of South Pacific nations and argue for renewed effort toward the development of self-sustaining economies. I argue that the debate must directly address the underlying social relations that facilitate and shape migration and remittances. The Challenge Of Administration By Regulation: Preliminary Findings Regarding The U.S. Government's Venture Capital Funds, Jonathan G.S. Koppell

This article assesses the ability of elected officials to control public policy as implemented by public/private hybrid organizations, specifically, government venture capital funds. The study reveals greater control over OPIC investment funds than Enterprise Funds despite the existence of more traditional administrative tools of control for Enterprise Funds. This finding suggests that the regulatory infrastructure for hybrid organizations is more determinative of control than the existence (or lack) of traditional administrative control tools. Thus the challenge of hybrid government centers on the development of regulation as a substitute for administration.

Barely noticed amid the returns from the 1998 midterm elections was a quiet revolution that goes to the heart of how and where Americans live. While most news accounts focused on the high-profile candidate elections, voters across the nation-in Democratic and Republican areas alike-approved more than 160 state and local ballot measures intended to preserve open space and limit urban sprawl.

The coalition forming around the idea of limiting sprawl includes environmentalists, farmers, big-city mayors, and some developers. But perhaps most important, the so-called "smart growth" movement also includes many suburban voters who are fed up with growth. For example, …

This paper tests two different theoretical explanations of the causes of the unequal distribution of income in less developed countries using data from circa 1990. There are several reasons for examining this much-studied topic. First, as described in the previous research findings chapter below, there is no consensus in the literature regarding the relative effects of modernization and dependency variables on income inequality. Determining the independent effects of the two models is still an open ended question. Homelessness among families with children has become a nationwide problem. Although homelessness is difficult to document, it is estimated that approximately 250,000 to 3,000,000 people in the United States are homeless. Families, which comprise approximately one third of the homeless population, is its fastest growing segment (Mihaly, 1991; National Coalition for the Homeless, 1989; Van Vliet, 1989). This may be a conservative figure. Some of these families often go uncounted because they are part of the "invisible" homeless. Almost 110 years ago, the corporate form of business was introduced in Rajasthan, when the first joint stock company  was registered in the year 1881. Since its establishment various ups-and-downs have been significantly recorded with regard to corporate sector during different stages of its growth. The study concerned with corporate growth between 1881-1975 (95 years) has specifically revealed various important trends. The corporate registration and mortality was dramatic during 1931-50 period. On account of the following phenomenal features and trends which persisted during 1931-50 period, the study becomes important regarding corporate growth in Rajasthan with special reference to corporate mortality.
