Today, while the number of stunted children is decreasing in all geographies, the progress is not consistent. Moreover, there is an increasing prevalence of overweight and obesity among children and adolescent. Globally, about half of all children under five do not receive essential nutrients, often unnoticed until too late. On the other end of the spectrum, the incidence of overweight and obesity in 5-19 year old has increased from 4% in 1975 to 18% in 2016 ¹. For subsistence communities, the question is whether aspirations can be applied to motivate behavior that is, on the one hand consistent with people’s aspirations, but which might otherwise be difficult to elicit. Could poorer households be encouraged to save, to spend more on their children’s education, or to act against unhealthy social norms? A couple of examples suggest this is not only possible, but highly successful in contexts where other appeals fail.

This thesis examines multiple approaches to providing rural, indigenous Papuans with improved social services and economic opportunities. Rural Papuans, who make up 80 percent of the population, face below average rates of nutrition, education, disease, crime, and other quality of life indicators. Due to location, land use rights, lack of infrastructure, and minimal access to economic markets, the PNG government has struggled to provide rural communities with basic social services. Historically, the development of resource extraction projects such as mining, logging, and agriculture have been the main strategies used to improve the livelihood of rural Papuans, with limited success. This thesis assesses how Tulsa, Oklahoma grew to utilize tax increment financing (TIF) to produce economic activity in Tulsa’s historic downtown area. Specifically, how the creation, history, and maintenance of ONEOK Field, a $60 million, 6,000-seat sports venue in Tulsa’s historically African American neighborhood became the catalyst for Tulsa’s current TIF policy. Foregrounding African women’s ingenuity and labor, this pioneering case study shows how women in rural Mali have used technology to ensure food security through the colonial period, environmental crises, and postcolonial rule.

By advocating for an understanding of rural Malian women as engineers, Laura Ann Twagira rejects the persistent image of African women as subjects without technological knowledge or access and instead reveals a hidden history about gender, development, and improvisation. The last 8 years have seen a dramatic increase in the flow of Central American apprehensions by the U.S. Border Patrol. Explanations for this surge in apprehensions have been split between two leading hypotheses. Most academic scholars, immigrant advocates, progressive media outlets, and human rights organizations identify poverty and violence (the Poverty and Violence Hypothesis) in Central America as the primary triggers responsible. In recent years, this problem has particularly plagued young workers making them the “lost generation” of Europe. This paper studies the history of youth unemployment in France and assesses the impact of government policies and cultural norms on young workers. This paper applies quantitative spatial analysis to the long-term impact of Western gold rushes, studying the effect of 19th century US mineral districts on modern (2010) population density, as a proxy for long-term economic growth. OLS regression estimates show positive effects for areas adjacent to historic mining districts. Census tracts within 15 miles of a mineral district but not containing one are 29.8% more dense than other tracts. Additionally, capital-intensive/large-scale mining was more persistent than labor-intensive/small-scale methods, and path dependence is achieved mainly through agglomeration. Issues such as the commodification of lived experiences in a post-colonial context will be examined. This dissertation documents the struggles and dilemmas that the Malawian state endured as it attempted to achieve its developmental goals from the 1930s to 1983. It contributes to histories of development by focusing on the interventions both the colonial and postcolonial states made to improve the living standards of African rural communities, the ideas which shaped state programs, and the behavior of the state which such interventions reveal.
