The precise nature of W. S. Jevons's utilitarianism as a guiding rule for economic policy has yet to be investigated, and that will be the first issue treated in this paper. While J. A. Schumpeter, for instance, asserted that 'some of the most prominent exponents of marginal utility' (including Jevons), were 'convinced utilitarians', he did not investigate the further implications for Jevons's policy analysis.1

Nor is the symposium's title intended to denigrate Chicago School law and economics any more than the term "Post-Keynesian economics" was intended to denigrate the work of John Maynard Keynes. Canadian urban and regional patent and trademark data was analysed between 1881 and 1986 in an attempt to distinguish spatial inventive patterns in Canada over time. Inventive activity, as a pre—condition for economic development, is a viable indicator for predicting future economic growth in an inventive spatial economy. As such, it will be possible to extend the description of spatial inventive patterns in Canada after 1986. The percentage and relative level of inventive activity in urban centers and regions in Canada will help distinguish spatial inventive patterns in Canada over time. Economists have long been concerned about the best way to finance government deficits. Finding the proper fiscal policy and monetary policy mix is a crucial decision. When government debt grows too fast, interest rates rise and capital is crowded out. If the money growth rate is excessive, inflation occurs.

The study of this issue at the theoretical level requires a model which incorporates the following features: (1) modeling money and bonds as endogenous financial assets, whose rates of return are determined in general equilibrium, (2) examination of the utility maxi mization decisions of individuals, so that welfare analysis of alternative …
