Effect Of Regulation On Banking: California 1879-1929, Lynne Doti, Richard Runyon

California had a virtually unregulated banking environment until the first comprehensive banking regulations were passed in 1905. These regulations, and subsequent changes in 1909, required reserves and paid-up capital. Several tests of commonly accepted measures of safety, such as bank reserves, paid-up capital, bank failures, and real estate loans that resulted in foreclosure, are compared for selected years before and after the regulations. Results do not clearly demonstrate that regulation enhanced the safety of individual banks, but do support the conclusion that regulation enhanced the safety of the banking system as a whole.

This study explores social and economic opportunity within Charles County in the context of the seventeenth-century and the founding of the Maryland colony. By illustrating the strong cross-Atlantic ties between England and the Chesapeake region, as well as the impact that a high population turnover rate and unsteady tobacco economy had upon the Maryland colony, this study first establishes the environment that those settlers who chose to immigrate to the Chesapeake inhabited. Further, by utilizing community connections, personal relations, and the legal system, the men and women of Charles County developed new methods in which to access opportunity. The source …

Historians have generally placed the beginning of capitalism in the United States in the early- to mid-nineteenth century. This assumes that the industrialization of the New England states fostered in a modern economic environment for the country as a whole. However, evidence of modern economic principles existed on the Virginia frontier as early as the mid-eighteenth century. As frontier settlers aspired to emulate eastern society, they not only sought to recreate a lifestyle similar to the one they left behind, but also set up similar governing practices, which in turn created social stratification similar to that which existed in the …

A recent study by Kenneth Ng (1988) challenges the view that free banking laws lowered barriers to entry. The authors' study examines bank entry and capital formation in free and nonfree banking states during the free banking period. A competitive model is developed and used to test if barriers were lowered in free banking states. The evidence indicates that entry significantly increased after the enactment of the free banking laws and that entry policy in nonfree banking states appeared to have been 'liberalized' when the free banking laws were enacted in other states.

Industrial Change, Immigration, And Community Development: An Overview Of Europeans And Latinos, Ramón F. Borges-Méndez

The industrial forces and conditions of Massachusetts that awaited and attracted European immigrants were vastly different from those encountered by the more recent wave of Latino immigrants. This study seeks to compare and clarify what those forces and conditions were at three different times, especially in the small mill towns of Lowell, Lawrence, and Holyoke. The objective is to delineate a historical backdrop to allow an understanding of the present situation of Latinos in those cities and, to some extent, within the commonwealth of Massachusetts.

Compatriots Or Competitors? Job Competition Between Foreign- And U.S.-Born Angelenos, Abel Valenzuela Jr.

The debate concerning job competition between immigrant and nonimmigrant groups has intensified owing to the large increase in the 1970s and 1980s in immigration and the simultaneous growth in urban poverty rates for African-American and other minority groups. It focuses on the possible wage and displacement effects an increase in immigration would cause for the U.S.-born population. Using 1970 and 1980 industrial and occupational census data and shift-share methodology for Los Angeles, the author shows that immigrants do not simply function as either competitive or complementary sources of labor. Persistence Of Poverty Across Generations: A Comparison Of Anglos, Blacks, And Latinos, Anna M. Santiago, Yolanda C. Padilla

Utilizing data from the National Longitudinal Survey of Youth, this study examines the impact of children's growing up in poverty on the probability of their remaining in poverty during young adulthood. The primary goals of the research are to examine racial, ethnic, and gender differences in patterns of persistent poverty and to identify predictors of poverty status in young adulthood. The results suggest that both women, regardless of their race, ethnicity, or adolescent poverty status, and black men who grew up in poverty are more likely to be poor as young adults than Anglo men. The growing presence of Latino workers in the Massachusetts labor force presents opportunities as well as challenges for the labor movement. An overview of occupational, industrial, and unionization patterns helps to describe the potential for Hispanic contribution to renewed union strength in the region. But revitalizing the house of labor in the twenty-first century requires an innovative interplay of workplace and community strategies. As labor comes to terms with its multiracial/multicultural constituency, the relationship between class and race/ethnicity is being revisited, as is the very definition of "labor movement."

The objective of the research described here is to assess how recent changes in the organization of industry and discrimination in the workplace affect the employment of Latinos. One of the most important developments in labor markets during the past two decades is the erosion of internal labor markets. Employers are responding to intensified competitive conditions that developed during the 1980s: increased international competition in domestic markets and deregulation in telecommunications, banking, insurance, and other industries. The Disintegration Of The Ruble Zone: Driving Forces And Proposals For Policy Change, Lucjan T. Orlowski

This paper examines the irreversible process of the ruble zone disintegration. The theoretical fundamentals of a common currency area, with modifications incorporating a mechanism of transition from central planning, are discussed. The key reason for the ruble zone break-up is the discontinuation of indirect transfers that were provided mainly by Russia via underpricing energy exports to other republics. Being cut-off from such transfers and unable to finance the rising trade deficits with Russia, the independent states wish to disconnect their economies from the ruble zone. This study examines the role that tobacco played in influencing Confederate policy during the American Civil War. Surprisingly, very little research has been done on this subject; historians have virtually ignored the influence of tobacco upon Southern economic interests between 1850 and 1870.

The southern tobacco-producing states grew 439,183,561 pounds of raw tobacco in 1860. Southern manufactured tobacco was worth $21,820,535 in 1860, and along with other agricultural products, especially cotton, played an important economic, political, and diplomatic role in the life of the Confederacy. The articles cover topics related to public utilities (especially rural electrification), agricultural diversification and reform, economic development in Georgia, and the work of the Utilities Information Committee of Georgia, an alliance between businessmen and landowners formed in 1919 to promote economic development. Most of the articles are undated but content indicates that they were written from 1926 through 1928.

The following essay will examine what type of public policy, if any, was pursued to combat the high levels of unemployment that plagued the American economy from early 1937 until the signing of the Lend Lease Act in 1941.
