The objective of this thesis is to investigate and report the impact of the legalization of marijuana on the funding of education and car crash fatality rates in the state of Colorado. Legalization has been a controversial topic, and marijuana has already been legalized for recreational use in 11 states, and medically in 22 states across the United States. The tax revenues from marijuana are used in school funding, though the allocations of these funds have varied in different years. This paper follows existing literature on local industrial conditions and agglomeration economies in an adapted shift-share framework. The purpose of this study is to develop a cost-efficient empirical model that meets the needs of local government in analyzing changes in industrial composition. The data for this model is obtained from the Bureau of Labor Statistics' Quarterly Census of Employment and Wages (QCEW) with nondisclosed data provided by the Virginia Employment Commission which is sorted by North American Industrial Classification System (NAICS) 2-digit industrial sectors. This thesis is a microeconomic study of labor unions and a business analysis of a professional sports industry. It will examine the effects of the salary cap in the National Hockey League. The 2004-05 NHL season was cancelled due to a lockout because the National Hockey League Players' Association and the team owners could not come to an agreement on salaries. As a result, the Players' Association and the owners came to an agreement that included the implementation of a salary cap and revenue sharing.
