This thesis examines the determinants of the usage of carbon offsets within the California cap-and-trade program for greenhouse gas emissions. It also investigates the relationship between a firm’s investment in offsets and its financials for publicly traded companies. Entity-level data from 2013 to 2020 was used, which was sourced from the California Air Resources Board. Multiple regression analysis was used to investigate factors that correlated with offset usage and whether offset usage correlated with EBITDA. Introduction:

There are currently no legally enforced restrictions on the broadcast time of gambling advertising on UK television. In August 2019, the Industry Group for Responsible Gambling (IGRG) introduced a voluntary policy which limited advertising around live sports, creating a “safe” window of 5 minutes either side of a match, known as the “Whistle-to-Whistle” period. This policy intended to protect young and vulnerable people from the widespread exposure to gambling adverts on television during pre-watershed (9pm) live sports games.

This study examines the one-way truck rental prices for 378 cities. There are large price differentials in one-way rental prices between city pairs. The pull of people toward higher economic freedom locales and push away from lower economic freedom locales is found to be an important determinant of the city-pair price differentials.

Unlike many previous studies, the three sustainable development dimensions, namely economic, social, and environmental, are jointly considered. Explanations for this surge in apprehensions have been split between two leading hypotheses. This thesis investigates the unique interactions between pregnancy, substance involvement, and race as they relate to the War on Drugs and the hyper-incarceration of women. Using ordinary least square regression analyses and data from the Bureau of Justice Statistics’ 2016 Survey of Prison Inmates, I examine if (and how) pregnancy status, drug use, race, and their interactions influence two length of incarceration outcomes: sentence length and amount of time spent in jail between arrest and imprisonment. The results collectively indicate that pregnancy decreases length of incarceration outcomes for those offenders who are not substance-involved but not evenhandedly -- benefitting white …

Hospitals are experiencing decreasing profitability due to increasing healthcare cost. In this paper, I demonstrate that there is financial value to hospitals by addressing social determinants of health (SDOH) as this strategy improves health outcomes and yields cost savings. I estimate the impact of SDOH on the health outcomes using an IV probit regression analysis and estimated the impact of health outcomes on cost using a basic linear regression. I estimate that improving SDOH by one standard deviation will result in hospital cost savings as follows: addressing Violent Crime will decrease hospital cost between 0.16% and 0.21%, addressing Supplemental Nutrition …

British Columbia (BC) implemented a carbon tax in 2008 at the rate of ten Canadian dollars (CAD) per metric ton of carbon dioxide equivalents (CO2e). In April of 2019, the tax was set at a rate of CAD 40 per metric ton of CO2e with a dual mandate to reduce fuel consumption while not contracting economic output. Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

I provide quantitative evidence on how much Prescription Drug Monitoring Programs (PDMPs) affects the retail opioid prescribing behaviors. Using the American Community Survey (ACS), I retrieve county-level high dimensional panel data set from 2010 to 2017. Illicit trade in tobacco products (ITTP) creates many harms including reduced tax revenues; damages to the economic interests of legitimate actors; funding for organized-crime and terrorist groups; negative effects of participation in illicit markets, such as violence and incarceration; and reduced effectiveness of smoking-reduction policies, leading to increased damage to health. To study the prevalence of tax avoidance and ITTP, we analyze a large, novel set of data from empty discarded pack (EDP) studies. National parks have recently seen increased visitation demand. Glacier National Park is located in an area where changes in weather and climate will occur at an accelerated rate. Changes in fire and precipitation regimes are taking place at a time when Glacier National Park is setting new visitation records. This paper uses regression and forecast models to investigate the changing landscape of park visitation.

Absent heterogeneity in treatment effects, the partial and average treatment effect are the same.
