Towards the attainment of the goals of the Nigerian agricultural sector, relevant policies have been formulated and implemented during the post-independence years. The agricultural credit policy, among several others, was aimed at ensuring adequate funds for the agricultural sector. The objective of this paper is to estimate the relationship between formal lending to agriculture and some assumed determinants of agricultural credit lending during the 1978- 98 sample period. This report indicates that the size of Nigeria s insurance industry shrank in 1999, according to a survey conducted by CBN. The development was sequel to the exit of some insurance companies that could not fulfil the recapitalisation requirement by the National Insurance Commission (NA/COM). However, paid-up capital in the industry increased by 7.1 per cent in 1999, owing to the additional equity capital injected into the joint-venture insurance companies. Aggregate income and expenditure in the industry increased, although expenditure grew faster during the year under review. The Annual Report contains details of Central Bank of Nigeria (CBN) financial activities during the 1999 accounting year in accordance with statutory requirement. During the period under review, the Bank carried out its core functions under CBN Decree No. 24, 1991, and the Banks and Other Financial Institutions (BOFI Decree No. 25, 1991). The CBN also performed developmental and technical assistance roles to contribute to economic development and capacity building. In 1999, the CBN carried out core functions, including issuance of currency notes and coins, maintaining Nigeria's external reserves, and promoting monetary stability. This paper uses time series data to analyse the relationship between agricultural growth and industrial performance for the three-decade period 1966 - 1995. Agricultural growth influences industry in many ways. It provides the raw materials needed by industry; it creates direct demand for the output of consumption goods of industries and indirect demand for the output of basic and capital goods industries. Analysing the input-output coefficients, the paper found that most primary and secondary commodity groups have weak backward and forward linkages, while the quantitative relationships between agricultural growth and industrial performance were non-significant, even when lagged. In 1997, Nigeria experienced its third consecutive year of macroeconomic stability, resulting in modest improvement in domestic output growth and a persistently low inflation rate. The balance of payments position showed a modest surplus, and significant success was achieved in reducing domestic liquidity growth. Domestic output expanded further due to increased agricultural output and crude petroleum production, while the inflation rate declined further. Domestic output, measured by the Gross Domestic Product (GDP), increased by 3.8% in 1997, as against the average growth rate of 2.3% in the preceding three years. This paper examined the relevance of exchange rates convergence in the context of a realistic exchange rate and the implementation of a successful Economic Adjustment Programme, with particular reference to external sector competitiveness and viability. The paper was unambiguous in respect of the superiority of convergence over other schemes ranging from multiple to a dual exchange rate system. A unified exchange rate system, resulting from a free interplay of market forces, eliminates waste arising from subsidies and inefficient allocation of foreign exchange. The net flow of foreign private investment into the Nigerian economy increased substantitally by more than twelve-folds from "M1, 907. 2 million in 1994 to N48, 677. 0 million in 1995, reflecting the stable macro-economic conditions during the period. All the components of foreign investment flows contributed to the increase with the contribution of unremitted profit accounting for the highest. Analyses of the investment flows showed that companies of Western Europe accounted for 78. 7 per cent of the total net inflow mainly through firms in the mining and quarrying sector. The netjlow of foreign private investment into the Nigerian economy in 1994 reduced drastically to N3,907.2 million from N32,994.4 million recorded in the preceding year. The sharp decline was attributable to the unstable business environment which resulted from political agitation and labour unrest during the review period. This paper examines developments in the Nigerian petroleum industry in view of its prominent role in the economy and notes outstanding issues and other relevant policy implications. The paper also discusses the industry's organizational and operational structure and assesses its performance in terms of production, local consumption and exports of crude oil and refined products as well as oil revenue. The paper examines the performance and likely future trend of mandatory credit allocation to selected sectors of the Nigerian economy. The result reveals that during both the pre-SAP and the SAP years, performance was below target. In terms of future mandatory a/location of credit by banks, the paper notes that instead of 'prescribing the total amount by which banks can expand credit, discretion should he given to banks to allow market forces to determine the allocation.

The monumental success of the export-oriented South-East Asian countries has engendered a shift in emphasis among other developing countries towards export oriented development strategy in recent times. This paper examines the export processing programmes in Nigeria, drawing from the experiences of other countries where the programme is operational. The analysis confirms that the nature and extent of incentives available in Nigeria's EPZ scheme compares favourably with those provided by similar schemes elsewhere. This study provides richer insights into the performance of commercial banks in Nigeria using more indicators and more refined methodologies. It sheds more light on the critical factors responsible for differential performance among the banks. The high levels of profitability declared by banks in the light of their high levels of under-capitalization imply excessive risk-taking which is incompatible with prudent banking behaviour. We also found that the size of banks exert a positive and statistically significant effect on their performance. The result suggests that the promotion of large banks may be in the interest of maintaining a safe and sound …
