Trotter Review

For the first time in the country's history, the level of skills and education of the African-American labor force is a critical determinant of the potential for growth of the economy itself. The integration of black labor into the economy now means that the development of one is dependent upon the development of the other. To investigate this relationship we first examine the recent performance of the economy and the consequences of that performance for the black standard of living, and then the role the African-American labor force can play in overcoming the economic deficiencies that have plagued the economy.

The Nigerian economy was in a deplorable state prior to the introduction of various policy and structural reforms in 1986. During the period of oil boom (1973-80), the production and consumption patterns in the country became import- dependent. With the collapse of oil prices in mid-1981, a foreign exchange crisis emerged. Foreign exchange earnings declined from US $25.9 billion in 1980 to $7.2 billion in 1986 with adverse consequences for the economy. The balance of payments came under severe pressures, swinging from a surplus ofN2.4 billion in 1980 to a large deficit of N3.0 billion in 1982. External debt increased …

The objective of this study is to estimate the economic impact of the proposed Yakima/Klickitat Production Project on the local economies of the Yakima and Klickitat subbasins. The project, when operating at planned maximum production, will augment the total number of salmon and steelhead returning to the subbasins by 77,600 and will increase the sustainable terminal harvest by 55,160. These estimates do not include fish harvested in the ocean or in the mainstem Columbia. There was a renewed optimism during the quarter that substantial growth in output could occur during the year, if the improvement in weather conditions and production environment was sustained. Available data showed that average monthly rainfall during the quarter was 177.53mm, representing a substantial rise over the 15 .4mm of the preceding quarter (which experienced an unusually prolonged dry spell) and about 18.3 per cent over the level of 150.1mm in the corresponding period of 1988. The distribution pattern showed that all the states of the Federation recorded rains during the quarter.

With the emergence of the dry season and harmattan in most parts of the country, very little farming activity took place during the fourth quarter of 1987. Rather, some northern states, namely, Bauchi, Niger and Sokoto reported serious drought with grasshopper infestations which damaged thousands of hectares of farm crops. However, a total of 124,788 metric tonnes of fertilizers were distributed to farmers across the country in preparation for the next farming season. This figure represents a decrease of 41.6 per cent over the level in the preceding quarter.

The purpose of the paper was to throw more light on the Structural Adjustment Programme currently under implementation in Nigeria through a detailed review and appraisal of its policy framework . This was considered to be desirable in view of recent public criticisms many of which appeared not to be well informed. In a more balanced approach, the paper reviewed the benefits and costs of the Programme. Among the benefits highlighted were the removal of the overvaluation of the naira exchange rate, the boost to agricultural exports, greater industrial capacity utilization and the improved international confidence in the Nigerian economy. …

The paper reviews the current economic policy framework against the background of the economic policy regime up to 1985 and observes that the past experience justifies the current experiment with private markets as the principal mechanism for allocating resources. The paper argues that the visible hand of the government does have a supportive role, a lbeit a different one from the past. The new approach is considered as having great potential although ultimate success is as yet beset by various uncertainties as may be expected from any experiment.

The widespread concern expressed about possible adverse effects of late arrival of rains abated slightly towards the end of the quarter. This was because in the south, middle belt and sudan savannah regions, the level of rain allowed early crops like maize, yam, groundnut and vegetables to be planted, nurtured and in some cases harvested. The main factors responsible for the decline in money supply in the first quarter of 1983 were the decline of Nl,799.0 million or 29.6 per cent in other assets (net) of the banking system ( or an equivalent increase in their other liabilities), a fall of N212.8 million or 19.9 per cent in net foreign assets and an increase of N97 .0 million or 1.4 per cent in quasi-money. The contractionary impacts of these three factors more than offset the expansionary effects of an increase ofNl,391.0 million or 6.3 per cent in bank credit to the economy.

The development of oil shale resources will have a significant impact on the Uintah Basin in Utah. To analyze this impact, this study used a regionalized imput-output model. The input-output table for the State of Utah was revised to fit the Uintah Basin, using the RAS technique.

The scarcity of water in the Basin may cause a shift of water use from irrigated agriculture to oil shale. This reduction in agricultural production was estimated, using demand curves for water in agriculture and an intergen programming model which generated minimum water requirements for shale developments from 25,000 barrels per day to …
