In this Chapter, I want to make a simple hypothesis. Hong Kong under the SAR Government had departed from the long-held recipe of success. The economic decline witnessed till the time of writing was the direct and immediate result of misguided government intervention, particularly in the property market. The nine-point rescue package announced on June 221998, however, showed that the SAR government might have learnt the lesson. In this dissertation, we provide empirical assessment of government involvement in economic activities. This assessment is done within the framework of a two-part strategy. In the first part, we evaluate the effects of the government size on the overall rate of economic growth of a group of 30 developing countries. This approach can be regarded as macroeconomic in the sense that the economywide growth is the subject of investigation. In the second part, we conducted a comparative study of technical efficiency between privately owned and publicly owned companies in the international oil industry. The paper examines the performance and likely future trend of mandatory credit allocation to selected sectors of the Nigerian economy. The result reveals that during both the pre-SAP and the SAP years, performance was below target. In terms of future mandatory a/location of credit by banks, the paper notes that instead of 'prescribing the total amount by which banks can expand credit, discretion should he given to banks to allow market forces to determine the allocation.

The failure of trade liberalization in developing countries is attributed to the economic dependency relationships initiated during the colonization period when the developed countries exploited their colonies as a source of cheap raw materials. After independence, and especially in the 1970s and 1980s, most sub-Saharan African countries experienced stagnation and decline in their share of world trade. The introduction of the structural adjustment programmes with its attendant trade liberalization prescriptions has further worsened the terms of trade in developing countries. Prices in experimental asset markets tend to bubble and then crash to dividend value at the end of the asset's useful life. Explanations for this phenomenon are (1) that participants cannot form reliable future price expectations or (2) dividend risk aversion. We report the results of experiments to test these hypotheses. In one experimental series, a futures market is introduced so that participants can obtain information on future share prices. In another series of experiments, the per-period dividend is known with certainty. The futures market treatment had little effect on the character of bubble. In this paper, I test whether quarterly data either supports or disproves the existence of such a J-curve in two Latin American countries -- Argentina and Peru. The time periods studied will be: for Peru, 1979 quarter 1 to 1991 quarter 2 and for Argentina, 1977 quarter 1 to 1990 quarter 4. Before completing the empirical part of this paper, I expected to find, if any, only a short deterioration in the trade balance following a depretiation of the real exchange rate in these two countries. This paper examines the irreversible process of the ruble zone disintegration. The theoretical fundamentals of a common currency area, with modifications incorporating a mechanism of transition from central planning, are discussed. The key reason for the ruble zone break-up is the discontinuation of indirect transfers that were provided mainly by Russia via underpricing energy exports to other republics. Being cut-off from such transfers and unable to finance the rising trade deficits with Russia, the independent states wish to disconnect their economies from the ruble zone.
