This examines the prospects of the current drive to ensure efficient and sustainable credit delivery system to the SSls. The rest of the paper is divided into three broad sections. The first section reviews and appraises past financing programmes / schemes, highlighting the major constraints on their performance. The current initiative of the Bankers' Committee is discussed in section two, focusing on its likely impact and underscoring the needed complementary policy measures. Size Of The Military Sector And Economic Growth: A Panel Data Analysis Of Africa And Latin America, Michael D. Stroup, Jac C. Heckelman

We estimate the influence of defense spending and military labor use on economic growth in African and Latin American countries. Our model integrates disparate implications from the defense economics literature into a Barro-style model of economic growth that controls for political and economic institutional variation across countries. Our panel data analysis of 44 countries in Africa and Latin America from 1975 to 1989 also controls for cross-country variation in lost human capital and public sector production inefficiencies. We find empirical evidence that the defense burden on economic growth is non-linear, with low levels of military spending increasing economic growth but …

(First Paragraph) Many factors come into play when predicting the future of the Hampton Roads economy. Defense spending, non-defense-sector growth and a commitment to collaboration among private and public high-tech industries are three very large variables that contribute to the region's pulse and prospects for long-term health. All of these factors, as we will see here, are interconnected. Per capita income, often used to measure a region's economic well-being, should continue to exhibit "baseline improvement" in Hampton Roads, but if the standard of living is to rise above average, some changes would need to be made to the region's economic …

Structural Transformation And Economic Growth In Hong Kong : Another Look At Young's "A Tale Of Two Cities", Hiroyuki Imai

Young (A Tale of Two Cities, 1992 and the Tyranny of Numbers, 1995) demonstrated, based on the data from the 1960s to the 1980s, that the total factor productivity (TFP) growth since the mid-1980s owed much to the establishment of the cross-border division of labor in which Hong Kong relocated manufacturing to the Mainland and provided support and entrepot trade services in the form of service exports. Nevertheless, growth since the 1980s came largely from the declining manufacturing sector. The expanding services sector’s TFP growth, whether tradable or not, has been low. The current economic situation in Massachusetts, like the nation, is healthy. Employment, income, and output growth are strong, and inflation is low. Over the last 12 months ending in July 1997, non-agricultural payroll employment (referred to below as “employment”) grew 2.3 percent. At this rate, the peak employment of December 1988 will be surpassed by the end of this winter. The unemployment rate has been hovering at or below 4 percent for several months, a rate not experienced since 1989. Monthly initial unemployment insurance claims averaged 28,500 over the last 12 months, down from an average 31,400 a year earlier, …

Experience in many countries, including Nigeria, show that fiscal policies, in particular, intended primarily to stimulate output growth and enhance real income often end up as a major source of financial imbalances and macro-economic instability. The accompanying high inflation has critical allocative and distributional implications that can be detrimental to the growth process. It is against this background that, this short paper attempts, to identify the relationship between monetary growth and inflationary developments in Nigeria and the implications for economic growth. The Long-Run Costs Of Moderate Inflation, Gregory Hess, Charles S. Morris

Long-run price stability is generally considered to be a primary goal of monetary policymakers in many countries. One reason policymakers care about inflation is that it can harm economic performance. Numerous studies of the impact of inflation on economic performance have focused on whether increases in inflation reduce economic growth in the long run (Barro, Fischer 1993, Bruno and Easterly, and Clark). These studies have found that prolonged high inflation does in fact reduce economic growth, but they were not able to detect a significant long-run relationship between real growth and low or moderate inflation. This article summarizes and analyzes the views of select leaders in business, labor, banking, the government, and academia with regard to the constraints, obstacles, and recommendations to achieve economic growth in Massachusetts. The role of the state government in addressing these issues receives special attention. Access to capital and technical assistance had been regarded by many as the key constraint, particularly during the recession of the early 1990s. The author analyzes inconvenient government systems, bottlenecks, and bureaucracy as throttling the flow of capital to small-business entrepreneurs. I am delighted to be a discussant of the paper by Robert Barro and Jong-Wha Lee. A whole endogenous growth industry has taken shape in the past several years, and Barro's contribution to this industry is both impressive and valuable. I would regard this latest paper as a continuation of the quest for enhancing our understanding as to why some countries grow faster than others. As a policy economist working on Africa, an area that has both grown less rapidly than other developing regions and has a disproportionate share of slowgrowing countries, I am particularly attracted to the line of …
