During the 2022 meeting of the Kentucky General Assembly, gambling interests in the state had both triumphs and setbacks. An attempt to raise taxes on revenues earned by specialty slot machines (historical horse racing machines, or HHR machines) was turned back, yet an attempt to legalize sports gambling on sports such as the NFL, NBA, NCAA, etc., was also turned back. Lotteries, charitable gaming, and pari-mutuel wagering on horse racing have been legal in the state for some time, and HHR machines were made fully legal after state laws were re-written in 2021 to have them comply with the state …

(Wp 2022-04) A General Theory Of Social Economic Stratification: Stigmatization, Exclusion, And Capability Shortfalls, John B. Davis

This paper develops a general theory of socio-economic stratification based on the interconnection between a specific micro-level mechanism and a broad macro-level process. At the micro-level, it examines selective social identity stigmatization; at the macro-level it explains social exclusion using the goods taxonomy club goods concept. The paper argues individuals in disadvantaged social groups, particularly by race and gender, suffer two kinds of capability shortfalls: capability devaluations at the micro level and capability deficits and the macro-level. These capability shortfalls mutually reinforce and sustain an overall hierarchical ordering of social groups. Their interconnection is explained using a complexity theory analysis …

Internal Capital Markets And Predictability In Complex Ownership Firms, Ran Chang, Angelica Gonzalez, Sergei Sarkissian, Jun Tu

Using global cross-firm ownership data, we find that both stock returns and cash-flow news of ownership-linked firms predict focal firm's returns for all types of ownership structures: subsidiary-parent, parent-subsidiary, subsidiary-subsidiary, and parent-parent. This effect, observed only after the establishment of cross-firm ownership, is not subsumed by focal firm or industry momentum, or alternative inter-firm relations, including customer-supplier links and shared analyst coverage. Our findings are explained by mispricing due to internal capital markets - a mechanism unique to complex ownership firms. Higher internal capital market activity among ownership-linked firms also induces larger investments and lower external financing of the focal …

Political legitimacy has long been recognized in the social sciences as an integral component of governance. It encourages obedience without the threat of force, thus lowering governing costs and improving the efficacy of policies. This chapter begins by overviewing the extensive literature on political legitimacy, classifying studies by whether they are based on the beliefs (regarding the legitimacy of the authority) or effectiveness (good governance is legitimate governance). Among the studies focusing on beliefs, most take legitimacy as an exogenous element of political authority. Start-Up Firms And Corporate Culture: Evidence From Advertised Corporate Culture, Jungho Lee

I document advertised corporate culture among start-up firms from an online job board. Two corporate-culture types emerge, one that concerns the well-being of em- ployees (worker-centered culture) and another that emphasizes other values, such as cus- tomers, firms, and markets (firm-centered culture). The worker-centered culture attracts 20% more applications than the other culture type. Firms advertising the worker-centered culture exploit worker preference by paying 5% lower salaries than measurably similar jobs. Using a standard model of business creation, I show financially constrained start- ups are incentivized to advocate popular culture, even though doing so is not optimal without financial constraints.

IDCOL had a very modest start with a nominal paid-up capital of less than US$2,000, but its capital, equity, and reserves increased to US$110 million by 2020. A Consistent Specification Test For Dynamic Quantile Models, Peter Horvath, Jia Li, Zhipeng Liao, Andrew J. Patton

Correct specification of a conditional quantile model implies that a particular conditional moment is equal to zero. We nonparametrically estimate the conditional moment function via series regression and test whether it is identically zero using uniform functional inference. Our approach is theoretically justified via a strong Gaussian approximation for statistics of growing dimensions in a general time series setting. We propose a novel bootstrap method in this nonstandard context and show that it significantly outperforms the benchmark asymptotic approximation in finite samples, especially for tail quantiles such as Value-at-Risk (VaR). Finance studies often employ heterogeneous datasets from different sources with different structures and frequencies. Some data are noisy, sparse, and unbalanced with missing values; some are unstructured, containing text or networks. Traditional techniques often struggle to combine and effectively extract information from these datasets. This work explores representation learning as a proven machine learning technique in learning informative embedding from complex, noisy, and dynamic financial data. The LEI-N rose by 1.85% during April 2022. The increase in the leading indicator, which is designed to predict economic activity six months in the future, signals that the Nebraska economy will continue to grow through the 4th quarter of 2022. The indicator improved for three primary reasons. First, there was a sharp increase in airline passenger enplanements in April as that industry continues to recover. Current Expected Credit Losses (CECL) is a new expected credit loss accounting standard that was first introduced by the Financial Accounting Standards Board (FASB) in 2016. This new method is meant to replace the current Allowance for Loan and Lease Losses (ALLL) standard. CECL requires the estimation of expected losses over the life of a loan, while ALLL is based on historic, or incurred, losses. Using data from the state of Florida in the 2000s, we dispute the findings of the Coleman report. We find that there is a positive relationship between changes in expenditure per pupil and changes in academic performance. This study takes advantage of changes in expenditure resulting from the Great Recession to formulate a quasi-experimental analysis of the relationship between expenditure per pupil and academic performance. Our conclusion is consistent with the theory of decreasing marginal returns to expenditure on education.

The process of economic convergence in the EU has been a hotly debated issue since the formation of this organization. In fact, one of the main “operational priorities” of the EU is to “[promote] sustained convergence of the economic performance” of its Member States. This paper examines how effective the EU has been in ensuring upward economic convergence among its member countries: more specifically, the paper uses linear regression analysis to check whether poorer EU member countries, concentrated in Eastern Europe, have been growing at faster rates than their richer counterparts, which are concentrated in Western and Southern Europe.

Political, and especially Congressional, internships are all but mandatory to launch a career in politics. This text examines the demographics of how these internships are dispersed, how they are paid, who is paid, and how this manifests in full-time Congressional staff demographics. Data shows that both paid and unpaid Congressional internships belong disproportionately to white students. Top staff in the House of Representatives is similarly disproportionately white. The text also examines the inherent danger of working in Congress and the broader case for paid internships.

Human figure drawings are a well-studied diagnostic tool for emotional distress in children. Cleft lip/palate is one of the most common birth defects in the world, and has been shown to negatively impact emotional well-being in childhood which can have negative economic consequences in adulthood. Changes in precipitation and temperature due to climate change have caused a shortage in food productivity leading to an increase in malnutrition outcomes, especially among children in developing countries that are more susceptible to undernutrition outcomes. This study contributes to existing literature studying the impact of climate variability measured by temperature, precipitation, and vegetation index on wasting. Wasting is measured by the weight for height score during the main growing season (Meher) using Demographic and Health Surveys data for five different periods in Ethiopia. School Lunch Policy And Parental Working Trends, Sophia D. Paniagua

This paper studies the effects of the 2010 Healthy, Hunger-Free Kids Act on school lunch uptake and parental working trends. Using data from the Integrated Public Use Microdata Series' (IPUMS) Current Population Survey (CPS), an empirical analysis was conducted. The findings indicate that, after the policy's implementation, school lunch uptake increased for all individuals in the sample, but especially for low-income individuals. Working trends saw a decrease, virtually across the board. Low-income individuals decreased their hours per week by slightly more than half an hour.
