The Right To Counsel: Criminal Prosecution In 19th Century London, Bryan Mccannon, Zachary Porreca

Exploiting a novel data set of criminal trials in 19th century London, we evaluate the impact of an accused’s right to counsel on convictions. While lower-level crimes had an established history of professional representation prior to 1836, individuals accused of committing a felony did not, even though the prosecution was conducted by professional attorneys. The Prisoners’ Counsel At of 1836 remedied this and first introduced the right to counsel in common law systems. Using a difference-in-difference estimation strategy we identify the causal effect of defense counsel. We find the surprising result that the professionalization of the courtroom lead to an …

In 2017 Larry Nassar was sentenced to 60 years for assaulting over 300 women during his career as team doctor for the U.S. women’s national gymnastics team and as an osteopathic doctor and professor at Michigan State University. The university received a stream of negative publicity for their role in the scandal. We identify the impact of the sexual assault scandal on the university. Using a synthetic control method approach, we estimate the differences between the real and “synthetic” Michigan State in several university outcomes. We ask whether AACSB accreditation has a meaningful impact on university admissions. To do this, we explore 16 U.S. institutions which first achieved this certification recently. We, first, document a modest, but nonzero, impact on university-wide undergraduate applications, without any changes in first-year enrollment, price, or quality of the incoming student body. Restricting attention to business schools, while initial evidence suggests that the accreditation is associated with a decrease in enrollments, we show that this is complicated by non-parallel trends prior to accreditation. Compared to their comparison institutions, universities who seek out accreditation were experiencing flatter business enrollments. Correcting for …

We ask what the relationship is between pawn shops and crime. The dominant narrative is that pawn shops reduce the transaction costs of crime and, consequently, promote it. We explore the alternative where pawn shops address the financial distress of those in need, which reduces the incentive to engage in crime. We exploit two distinct policies affecting access to pawn shops − severe licensing fees implemented in London in the early 1800s and state variation in the classification of pawn shops as essential businesses during the Covid-19 pandemic in spring 2020. Although “fake news” is as old as mass media itself, concerns over disinformation have reached a fever pitch in our current media environment. Online media outlets’ heavy reliance on user-generated content has altered the traditional gatekeeping functions and professional standards associated with traditional news organizations. The idea of objectivity-focused informational content has primarily been substituted for a realist acceptance of the power and popularity of opinion-driven “news.” This shift is starkly visible now: mainstream news media outlets knowingly spread hoaxes, conspiracy theories, and the like.

This paper focused on reemphasizing the original purpose of the annual report which lies in its use as a medium of communication between preparers and users; whereby the former report stewardship while the latter evaluate stewardship to make buy/sell/hold decisions. This chapter critically evaluates standard economics’ treatment of positive and normative, drawing on Putnam’s (2002) fact-value entanglement argument. It argues that economics is an inherently value-laden discipline but may still be an ‘objective’ one. The means of achieving this is to carry out a programme of value disentanglement that evaluates research approaches according to whether their different value structures are consistent. This paper analyzes the crisis management strategies implemented by Intercontinental Phuket Resort during the COVID-19 pandemic. The study adopts a qualitative case study approach, utilizing Fink’s crisis management model as a conceptual framework to evaluate the effectiveness of the resort’s crisis management strategies during each phase of the pandemic. The data collection methods include interviews, document analysis, and online reviews. A three-star hotel in Phuket was chosen as the case study, and a quantitative methodology was used to investigate it. This study examines the impact of trade policy uncertainty (TPU) on Thai exports as measured by the US and China Trade Policy Uncertainty Index during the US-China trade war. The paper analyzes the impact of TPU in parallel with the fluctuation in import duties during the same time period. The results indicate that trade policy uncertainty negatively effects Thai exports, particularly in the category of consumer products. On the other hand, trade policy uncertainty has an insignificant effect on Thailand's exports of intermediate products, the opposite of the effects of import tariffs on Thai exports. การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาความต้องการปริมาณเงินของ สปป ลาว โดยทำการทดสอบความสัมพันธ์เชิงดุลยภาพระยะยาว Cointegration Test ด้วยวิธีของ Johansen (1995) ทดสอบการปรับตัวระยะสั้นกลับเข้าสู่จุดดุลยภาพในระยะยาวด้วยวิธี Vector Error Correction Model (VECM) และทำการทดสอบเสถียรภาพของแบบจำลองความต้องการปริมาณเงินของ สปป ลาว ด้วยวิธีผลรวมสะสม The Cumulative Sum (CUSUM) และ The Cumulative Sum of Squares (CUSUMSQ) การศึกษาครั้งนี้ใช้ข้อมูลทุติยภูมิแบบอนุกรมเวลา รายไตรมาสตั้งแต่ 1991Q1 ถึง 2021Q4 รวม 124 ไตรมาส โดยใช้ข้อมูลจากธนาคารแห่ง สปป ลาว ผลการศึกษาพบว่า ตัวแปรในแบบจำลองมีความสัมพันธ์เชิงดุลยภาพระยะยาวมากกว่า 1 รูปแบบทั้งสองแบบจำลอง โดยที่แบบจำลองความต้องการปริมาณเงิน M1 พบว่า รายได้ที่แท้จริง อัตราเงินเฟ้อ มีความสัมพันธ์ในทิศทางเดียวกันกับความต้องการปริมาณเงิน M1 ในขณะที่อัตราแลกเปลี่ยนกีบต่อดอลลาร์ มีความสัมพันธ์ในทิศทางตรงกันข้ามกับปริมาณเงิน M1 ซึ่งสอดคล้องกับสมมติฐานที่ตั้งไว้ และตัวแปร QR Code แทนการชำระเงินผ่านระบบธนาคาร ไม่มีนัยสำคัญทางสถิติกับความต้องการปริมาณเงิน M1 ซึ่งไม่สอดคล้องกับสมมติฐานที่ตั้งไว้ แบบจำลองความต้องการปริมาณเงิน M2 พบว่า รายได้ที่แท้จริง อัตราดอกเบี้ยเงินฝากระยะสั้น 1 ปีสกุลเงินกีบ และตัวแปร QR Code มีความสัมพันธ์ในทิศทางเดียวกันกับความต้องการปริมาณเงิน M2 ในขณะที่ อัตราเงินเฟ้อ และอัตราแลกเปลี่ยนกีบต่อดอลลาร์ มีความสัมพันธ์ในทิศทางตรงกันข้ามกับความต้องการปริมาณเงิน M2 ซึ่งสอดคล้องกับสมมติฐานที่ตั้งไว้ ผลการทดสอบความเสถียรของแบบจำลองความต้องการปริมาณเงินของ สปป ลาว พบว่ามีความเสถียรในระยะยาว ซึ่งเป็นการสนับสนุนและยืนยันว่า สปป ลาวนั้นมีความเหมาะสมสำหรับกรอบนโยบายการเงินที่กำหนดเป้าหมายปริมาณเงินเพื่อควบคุมอัตราเงินเฟ้อเป็นหลัก และการกำหนดเป้าหมายปริมาณเงินของธนาคารกลางนั้นอาจจะสูงเกินความต้องการเงินที่แท้จริงของ สปป ลาว ซึ่งอาจนำไปสู่เงินเฟ้อที่สูงเกินที่ควรจะเป็น ดังนั้น การกำหนดเป้าหมายปริมาณเงินให้มีความเหมาะสมกับความต้องการเงินที่แท้จริงของ สปป ลาว จะทำให้นโยบายการเงินของ สปป ลาว นั้นมีประสิทธิภาพมากยิ่งขึ้น …

การศึกษานี้มีวัตถุประสงค์เพื่อวิเคราะห์ปัจจัยทางด้านเศรษฐกิจมหภาคและปัจจัยที่เป็นลักษณะเฉพาะธนาคารที่มีอิทธิพลต่อปริมาณให้สินเชื่อของธนาคารพาณิชย์ใน สปป ลาว โดยใช้กลุ่มตัวอย่างธนาคารพาณิชย์ทั้งหมด 45 ธนาคาร ช่วงเวลาการศึกษา พ.ศ. 2554 ถึง 2563 โดยแบ่งเป็น 4 รูปแบบ ได้แก่ ปริมาณสินเชื่อธนาคารพาณิชย์ทั้งหมดใน สปป ลาว ปริมาณสินเชื่อธนาคารพาณิชย์ที่เป็นของรัฐบาล ปริมาณสินเชื่อธนาคารพาณิชย์เอกชน และปริมาณสินเชื่อธนาคารพาณิชย์สาขาต่างประเทศ โดยใช้วิธีการศึกษาการวิจัยคือ สถิติเชิงพรรณนาและวิเคราะห์ความสัมพันธ์ของแบบจำลองโดยวิธี Panel ได้แก่ Fixed effect model (FEM) และ Random effect model (REM) โดยการประมาณค่าเพื่อหาแบบจำลองที่เหมาะสมที่สุดด้วยวิธี Hausman Test ผลการศึกษาพบว่า ปัจจัยกำหนดเศรษฐกิจมหภาคในภาพรวมได้แก่ การลงทุนภาคเอกชน การส่งออกและการนำเข้าสินค้า ส่งผลในทิศทางบวกต่อกิจกรรมการปล่อยสินเชื่อของธนาคารพาณิชย์ใน สปป ลาว อย่างไรก็ตาม เมื่อพิจารณาแต่ละประเภทกลุ่มธนาคารพาณิชย์ก็พบว่า แต่ละประเภทกลุ่มธนาคารพาณิชย์ตอบสนองต่อเศรษฐกิจทิศทางบวกในแต่ละมิติแตกต่างกัน สำหรับปัจจัยทางด้านลักษณะเฉพาะของธนาคารพบว่า ขนาดธนาคาร ปริมาณเงินฝากและความสามารถในการทำกำไรของธนาคารส่งผลในทิศทางบวกต่อการปล่อยสินเชื่อของธนาคารพาณิชย์ใน สปป ลาว ในขณะที่สภาพคล่องส่งผลในทิศทางลบต่อกิจกรรมการให้กู้ยืม นอกจากนี้ ผลการศึกษาครั้งนี้ยังเผยให้เห็นว่า มาตรการในการกำหนดอัตราดอกเบี้ยอ้างอิงของธนาคารกลางที่ดำเนินการใน พ.ศ 2558 เพื่อส่งเสริมให้ภาคธุรกิจและประชาชนเข้าถึงแหล่งทุนที่มีต้นทุนทางการเงินกู้ที่ต่ำลง ไม่ได้ส่งผลกระทบอย่างมีนัยสำคัญต่อกิจกรรมการให้กู้ยืมใน สปป ลาว

วิทยานิพนธ์ฉบับนี้มีวัตถุประสงค์ในการประเมินผลกระทบของโครงการนำร่องเงินโอนอย่างมีเงื่อนไขแบบชุมชนของประเทศแทนซาเนียต่อผลลัพธ์ทางด้านสุขภาพของครัวเรือน 5 ด้าน ผลลัพธ์ด้านสุขภาพของเด็กแรกคลอด 7 ด้าน ผลลัพธ์ด้านการศึกษา 4 ด้าน และผลลัพธ์ที่เกี่ยวข้องกับชุมชน 4 ด้าน โดยใช้ชุดข้อมูลทุติยภูมิที่ทำการสำรวจในช่วงปี พ.ศ. 2552 – 2555 ทั้งหมด 3 รอบสำรวจ สำหรับกลุ่มตัวอย่างในวิทยานิพนธ์นี้ คือ ครัวเรือนที่ให้สัมภาษณ์ครบทั้ง 3 รอบสำรวจ ประกอบไปด้วยกลุ่มได้รับประโยชน์จากโครงการ 1,510 คนจาก 795 ครัวเรือน และกลุ่มไม่ได้รับประโยชน์จากโครงการ 3,093 คนจาก 828 ครัวเรือน รวมเป็นจำนวน 4,603 คน จาก 1,689 ครัวเรือน วิทยานิพนธ์นี้ใช้ทฤษฎีฟังก์ชั่นการผลิตในการอธิบายปัจจัยที่ส่งผลต่อผลลัพธ์ที่ต้องการศึกษา และประมาณการผลลัพธ์ด้วยแบบจำลอง Difference-in-Differences ผลการศึกษา พบว่า ในด้านสุขภาพ กลุ่มได้รับประโยชน์ในภาพรวมมีการรับประทานยาขณะป่วยและเต็มใจจ่ายค่ารักษาพยาบาลเพิ่มขึ้น และเด็กแรกคลอดมีดัชนีส่วนสูงเทียบอายุ และส่วนสูงเพิ่มขึ้น ในด้านการศึกษา ผู้ปกครองของเด็กนักเรียนมีความเต็มใจจ่ายค่าธรรมเนียมการศึกษาเพิ่มขึ้น อย่างไรก็ตามโครงการไม่มีผลกระทบต่อผลลัพธ์ที่เกี่ยวข้องกับชุมชนอย่างมีนัยสำคัญทางสถิติ นอกจากนี้ ยังพบว่า การประกอบอาชีพ การศึกษาที่โรงเรียน ระดับฐานะทางการเงิน และคุณภาพของศูนย์สุขภาพในชุมชน ส่งผลเชิงบวกต่อสุขภาพของกลุ่มตัวอย่าง ในขณะที่สุขภาพของเด็กแรกคลอดมีความสัมพันธ์เชิงบวกกับการมีชีวิตอยู่ของแม่ การได้รับวัคซีนในสัปดาห์แรก และการไม่มีภาวะบวมน้ำ ส่วนการศึกษาของเด็กนักเรียนมีความสัมพันธ์เชิงบวกต่อสินทรัพย์ของเด็กนักเรียน และการมีบัญชีธนาคาร ผลการศึกษาในวิทยานิพนธ์นี้ชี้ให้เห็นว่าโครงการ TASAF ช่วยเพิ่มพูนทุนมนุษย์ทั้งในมิติสุขภาพ และมิติการศึกษา รวมถึงช่วยลดความเหลื่อมล้ำในกระบวนการสะสมทุนมนุษย์ อันเกิดจากความแตกต่างในระดับฐานะทางเศรษฐกิจและสังคมของแต่ละครัวเรือนได้ ผลการศึกษานี้มีนัยต่อการออกแบบโครงการเงินโอนอย่างมีเงื่อนไขในประเทศที่มีทรัพยากรจำกัดอื่น ๆ

The objective of this study is to examine the effect of information and communication technology (ICT) infrastructure on inward foreign direct investment (FDI) in the Asia-Pacific Economic Cooperation (APEC) region by using panel data from 20 APEC economies over the 2005-2020 period. This study seeks to examine how financial literacy and financial development, specifically financial access, financial depth, and financial efficiency affect the expansion of peer-to-peer (P2P) lending using a sample of 40 economies with data obtained in 2020. The findings reveal financial literacy and financial efficiency positively affect the expansion of P2P lending, while financial depth negatively correlates with the expansion of P2P lending. Additionally, financial literacy contributes significantly to the expansion of P2P lending in developing economies, but not in developed economies. ปัญหาสุขภาพจิตเป็นปัญหาด้านสุขภาพที่มีแนวโน้มที่จะก่อให้เกิดภาระต่อระบบสาธารณสุขเพิ่มมากขึ้น โดยวรรณกรรมทางเศรษฐศาสตร์ได้ระบุว่าความเหลื่อมล้ำด้านรายได้อาจเป็นปัจจัยหนี่งที่ทำให้เกิดปัญหาสุขภาพจิตได้ หากแต่ทิศทางของความสัมพันธ์ระหว่างความเหลื่อมล้ำด้านรายได้และปัญหาสุขภาพจิตยังไม่มีบทสรุปที่ชัดเจน การศึกษานี้มีวัตถุประสงค์หลักในการทำความเข้าใจทิศทางและกลไกของความสัมพันธ์ระหว่างความเหลื่อมล้ำด้านรายได้และสุขภาพจิต การวิเคราะห์ใช้ข้อมูลพาเนลในระดับประเทศ จากแหล่งข้อมูล 3 แหล่งหลัก ได้แก่ World Development Indicators, Global Burden of Disease และ World Values Survey และกำหนดสมมติฐานว่าความเหลื่อมล้ำด้านรายได้ส่งผลกระทบต่อสุขภาพจิตทั้งทางตรงและทางอ้อม ในด้านผลกระทบทางอ้อม ความเหลื่อมล้ำด้านรายได้ส่งผลกระทบผ่านตัวแปรคั่นกลาง 3 ตัวแปร ได้แก่ ความมั่งคั่ง สุขภาพกาย และการมีส่วนร่วมทางสังคม ระเบียบวิธีวิจัย คือ การวิเคราะห์ผ่านตัวกลาง (mediation analysis) โดยใช้แบบจำลอง seemingly unrelated regression ผลการศึกษาพบว่าความเหลื่อมล้ำด้านรายได้ส่งผลต่อสุขภาพจิตทั้งทางตรงและทางอ้อม ในภาพรวม ความเหลื่อมล้ำด้านรายได้ส่งผลให้ปัญหาสุขภาพจิตเพิ่มขึ้นร้อยละ 0.2 ปัจจัยคั่นกลางทั้งหมดส่งผลต่อปัญหาสุขภาพจิต โดยสุขภาพกายมีความสำคัญมากที่สุด ตามด้วยความมั่งคั่ง และการมีส่วนร่วมทางสังคม ตามลำดับ ผลการศึกษาดังกล่าวนำไปสู่ข้อเสนอแนะเชิงนโยบายเกี่ยวกับการลดความเหลื่อมล้ำด้านรายได้ของแต่ละพื้นที่และส่งเสริมการพัฒนาทุนมนุษย์ อย่างไรก็ตาม การศึกษานี้ยังมีข้อจำกัดด้านข้อมูลและระเบียบวิธีวิจัยที่อาจพัฒนาต่อได้ในการศึกษาครั้งต่อไป

อาชญากรรมตอบสนองต่อการเปลี่ยนแปลงของค่าจ้างขั้นต่ำหรือไม่ หลักฐานเชิงประจักษ์ในงานวิจัยจำนวนมากในต่างประเทศ พบว่าการตอบสนองของการเกิดอาชญากรรมจะส่งผลแตกต่างกันไปในแต่ละพื้นที่และประเภทของอาชญากรรม การใช้นโยบายปรับเพิ่มค่าจ้างขั้นต่ำอาจส่งผลกระทบต่อแรงงานในหลายด้าน การมีนโยบายปรับเพิ่มค่าจ้างขั้นต่ำในประเทศไทยจะส่งผลต่อการเกิดอาชญากรรมไปในทิศทางใด งานวิจัยในครั้งนี้จึงมุ่งที่จะศึกษาผลกระทบจากการเปลี่ยนแปลงค่าจ้างขั้นต่ำในประเทศไทยระหว่างปี พ.ศ. 2550 ถึงปี พ.ศ. 2562 การศึกษาครั้งนี้จะวิเคราะห์โดยใช้สมการถดถอยด้วยวิธีกำลังสองน้อยที่สุดแบบ Fixed Effects ในข้อมูลแบบช่วงยาว (Panel Data) รายจังหวัด และจำแนกประเภทอาชญากรรมออกเป็น 5 ประเภท โดยใช้แบบจำลองอุปทานของอาชญากรรม (Supply of Crime Model) ผลการศึกษาพบว่า การใช้นโยบายปรับเพิ่มค่าจ้างขั้นต่ำนั้นไม่ได้ช่วยลดการเกิดอาชญากรรมในทุกประเภท แต่กลับพบว่าการมีจำนวนแรงงานที่มีชั่วโมงการทำงานเพิ่มมากขึ้นนั้นจะช่วยลดการเกิดอาชญากรรมที่เกี่ยวกับทรัพย์สิน อาชญากรรมที่เกี่ยวกับยาเสพติด และอาชญากรรมรวมได้ เนื่องจากผลกระทบที่เกิดจากการเพิ่มค่าจ้างขั้นต่ำนั้นค่อนข้างน้อย เมื่อเปรียบเทียบกับผู้ที่ว่างงานแล้วต่อมาได้ทำงานที่ถูกต้องตามกฎหมาย ในส่วนนี้จึงอาจจะส่งผลให้พฤติกรรมของแรงงานนั้นเปลี่ยนแปลงไป รวมไปถึงการกระตุ้นการท่องเที่ยวยังสามารถลดการเกิดอาชญากรรมได้เช่นกัน

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาผลของการเลือกโรงเรียนในระดับมัธยมศึกษาตอนปลาย ต่อการศึกษาต่อในระดับอุดมศึกษา ผลตอบแทนในตลาดแรงงาน และทุนทางสังคมของชาวมุสลิมจังหวัดปัตตานี ดำเนินการวิจัยด้วยการเก็บข้อมูลปฐมภูมิแบบ Quota/Convenience sampling โดยใช้แบบสอบถามที่สร้างขึ้นจากวรรณกรรมปริทัศน์ เกณฑ์การคัดเข้า ได้แก่ เป็นคนไทยมุสลิม อายุ 25-49 ปี และจบระดับการศึกษาชั้นมัธยมศึกษาตอนปลายจากโรงเรียนในจังหวัดปัตตานี กลุ่มตัวอย่างมีขนาดเท่ากับ 483 ตัวอย่าง การวิเคราะห์ข้อมูลใช้แบบจำลองสมการถดถอย โดยพิจารณาปัญหา Endogeneity งานวิจัยนี้แบ่งประเภทของโรงเรียนออกเป็นโรงเรียนสามัญศึกษา โรงเรียนเอกชนสอนศาสนาอิสลาม และสถาบันศึกษาปอเนาะ ผลการศึกษา พบว่า (1) เพศหญิง การสื่อสารภาษาไทยในบ้าน คุณลักษณะของพ่อแม่ และการอาศัยอยู่ในพื้นที่เมืองมีผลต่อการเลือกโรงเรียน (2) ก่อนการพิจารณาปัญหา Endogeneity พบว่า ประเภทโรงเรียนมีผลต่อการเรียนต่อหลังจบระดับมัธยมศึกษาตอนปลายและรายได้ต่อเดือน และ (3) เมื่อพิจารณาปัญหา Endogeneity พบว่า ประเภทโรงเรียนส่งผลต่อการเรียนต่อหลังในระดับอุดมศึกษา แต่ไม่ส่งผลทางตรงต่อผลตอบแทนในตลาดแรงงาน ทว่าการจบการศึกษาในระดับอุดมศึกษาส่งผลทางบวกต่อผลตอบแทนในตลาดแรงงาน (4) ในด้านทุนทางสังคม พบว่า ก่อนการพิจารณาปัญหา Endogeneity สถาบันศึกษาปอเนาะส่งผลทางลบต่อการได้รับสนับสนุนทางทรัพยากรและทางอารมณ์ แต่ภายหลังพิจารณาปัญหา Endogeneity พบว่าโรงเรียนเอกชนสอนศาสนาอิสลามและสถาบันศึกษาปอเนาะกลับส่งผลทางบวกต่อการได้รับสนับสนุนทางทรัพยากรและทางอารมณ์ ทั้งนี้ ตัวแปรการจบการศึกษาในระดับอุดมศึกษาส่งผลทางบวกต่อทุนทางสังคมเสมอ ผลการศึกษาทั้งหมดชี้ให้เห็นว่า แม้ว่าประเภทโรงเรียนในระดับมัธยมศึกษาตอนปลายจะไม่ได้ส่งผลทางตรงต่อผลตอบแทนในตลาดแรงงานและส่งผลอย่างไม่ชัดเจนต่อทุนทางสังคม แต่ประเภทโรงเรียนกลับส่งผลทางอ้อมต่อทั้งผลตอบแทนในตลาดแรงงานและทุนทางสังคม ผ่านการสำเร็จการศึกษาในระดับอุดมศึกษา
