Cornhusker Economics

This article describes the impact of COVID-19 on nonprofit organizations in Nebraska based on evidence gathered in two business surveys coordinated by a research consortium. The consortium is made of the State of Nebraska, the Nebraska Chamber of Commerce, the University of Nebraska (UNO, UNL) and several local project partners. Additional information was provided by the Nonprofits Association of the Midlands (NAM), through two surveys of its member-ship and interviews with core staff at NAM, to corroborate the survey results. The business surveys took place in April and June 2020 gathering response of 646 (April) and 137 (June) nonprofit entities. …

Temperature And Human Capital In India, Teevrat Garg, Maulik Jagnani, Vis Taraz Sep 2020

Temperature And Human Capital In India, Teevrat Garg, Maulik Jagnani, Vis Taraz

Economics: Faculty Publications

We estimate the effects of temperature on human capital production in India. We show that high temperatures reduce math and reading test scores among school-age children. Agricultural income is one mechanism driving this relationship— hot days during the growing season reduce agricultural yields and test scores with comparatively modest effects of hot days in the nongrowing season. The roll-out of a workfare program, by providing a safety net for the poor, substantially weakens the link between temperature and test scores. Our results imply that absent social protection programs, higher temperatures will have large negative i

Financial Health Of Grain Operations After Adding A Hog Barn, Elliott James Dennis Sep 2020

Financial Health Of Grain Operations After Adding A Hog Barn, Elliott James Dennis

Extension Farm and Ranch Management News

There is strong local and national interest in adding hog barns to existing row crop operations. Declining on farm income over the past several years has accelerated this interest. Grain operations cite diversifying farm income, adding another family to the farm operation, and/or replace commercial fertilizer expense as the primary reasons for adding a hog barn.

While there is industry demand to increase hog contract growing, these agreements can possess significant benefits and risks to producers. This is the second of a four part series which will discuss some financial and legal implications of adding a hog barn to an …

Impacts Of The Covid-19 Pandemic And The Cares Act On Earnings And Inequality, Guido Matias Cortes, Eliza C. Forsythe

Upjohn Institute Working Papers

Using data from the Current Population Survey (CPS), we show that the Covid-19 pandemic led to a loss of aggregate real labor earnings of more than $250 billion between March and July 2020. By exploiting the panel structure of the CPS, we show that the decline in aggregate earnings was entirely driven by declines in employment; individuals who remained employed did not experience any atypical earnings changes. We find that job losses were substantially larger among workers in low-paying jobs. This led to a dramatic increase in inequality in labor earnings during the pandemic. Simulating standard unemployment benefits and Unemployment …

Kentucky Public Schools As Educational Bright Spots (September 2020), Michael T. Childress Sep 2020

Kentucky Public Schools As Educational Bright Spots (September 2020), Michael T. Childress

CBER Research Report

Understanding the reasons for better‐than‐expected performance across Kentucky's 173 school districts, taking into account student outcomes, backgrounds, and school district characteristics. Building on the previous work with school districts and using school-level data, this paper discusses the estimated expected level of school-level performance using district-level fixed effects. From this broad range of student outcomes, family and community backgrounds, and school characteristics, we identify schools that have performed better than expected—which we refer to as “bright spots.”

Multi-Peril Crop Insurance Basics, Matthew Stockton, Duran Rudnick, Chuck Burr Sep 2020

Multi-Peril Crop Insurance Basics, Matthew Stockton, Duran Rudnick, Chuck Burr

Cornhusker Economics

The Federal crop insurance corporation (FCIC) https://www.rma.usda.gov/Federal-Crop-Insurance-Corporation and https://www.everycrsreport.com/reports/R45193.html offers three types and eight levels of taxpayer subsidized multi-peril crop insurance (MPCI) policies, sold for four different unit types. The unit types are designed to define the nature of the farm area being insured. There are four types of insurable units, optional, basic, enterprise and whole farm. Each of these units has differences in costs per acre and is likely to create variations in indemnities. For example, a highly localized severe hail storm on a single field covered using basic units would likely have an indemnity, versus not likely to …

Evidence For Height And Immune Function Trade-Offs Among Preadolescents In A High Pathogen Population, Angela R. Garcia, Aaron Blackwell, Benjamin C. Trumble, Jonathan Stieglitz, Hillard Kaplan, Michael Gurven Sep 2020

Evidence For Height And Immune Function Trade-Offs Among Preadolescents In A High Pathogen Population, Angela R. Garcia, Aaron Blackwell, Benjamin C. Trumble, Jonathan Stieglitz, Hillard Kaplan, Michael Gurven

ESI Publications

Background

In an energy-limited environment, caloric investments in one characteristic should trade-off with investments in other characteristics. In high pathogen ecologies, biasing energy allocation towards immune function over growth would be predicted, given strong selective pressures against early-life mortality.

Methodology

In the present study, we use flow cytometry to examine trade-offs between adaptive immune function (T cell subsets, B cells), innate immune function (natural killer cells), adaptive to innate ratio and height-for-age z scores (HAZ) among young children (N = 344; aged 2 months–8 years) in the Bolivian Amazon, using maternal BMI and child weight-for-height z scores (WHZ) as …

The Quest For Greener Pastures: Evaluating The Livelihoods Impacts Of Providing Vegetation Condition Maps To Pastoralists In Eastern Africa, Elia Machado, Helene Purcell, Andrew M. Simons, Stephanie Swinehart Sep 2020

The Quest For Greener Pastures: Evaluating The Livelihoods Impacts Of Providing Vegetation Condition Maps To Pastoralists In Eastern Africa, Elia Machado, Helene Purcell, Andrew M. Simons, Stephanie Swinehart

Publications and Research

The survival of millions of pastoral households in Eastern Africa has become increasingly at risk. Due to mounting socioeconomic and climatic stressors, pastoral households are faced with making migration decisions under increasing uncertainty about resource availability and limited coping strategies. We assess the potential of providing vegetation condition maps to support the migration decision of pastoralists in Ethiopia and Tanzania and the effect of map usage on their herd condition and size. The maps were generated from remotely sensed data using the Normalized Difference Vegetation Index (NDVI) as a proxy for vegetation condition and overlain with pastoralists’ preferred grazing areas. …

Drug-Overdose Death Rates: The Economic Misery Explanation And Its Alternatives, Barbara Blake Gonzalez, Richard Cebula, James V. Koch Sep 2020

Drug-Overdose Death Rates: The Economic Misery Explanation And Its Alternatives, Barbara Blake Gonzalez, Richard Cebula, James V. Koch

Economics Faculty Publications

‘Deaths of despair’ is the most commonly cited explanation for the 151% increase in drug-overdose deaths that occurred in the USA between 2010 and 2018. We use panel data describing 84 Virginia cities and counties to assess the validity of the deaths of despair hypothesis and alternate explanations that focus on disability rates, travel time to work, urban vs. rural location, educational attainment, racial and ethnic characteristics, the influence of other health conditions such as obesity, and supply-side factors that include pill availability and pharmacy market shares. We find deaths of despair to be only a partial explanation for the …

Institutions, Structural Policies, And Economic Development: Evaluating The Interrelationships Between Rule Spaces For Developing Countries, Jordan Pattison Sep 2020

Institutions, Structural Policies, And Economic Development: Evaluating The Interrelationships Between Rule Spaces For Developing Countries, Jordan Pattison

Student Summer Scholars Manuscripts

Research on long term economic development has consolidated around the central role of economic and political institutions. Within these institutional spaces, structural policies represent a subset of incentive structures with their own effects on economic behavior. To capture the separate effects of both institutional environments and structural policies, we construct an Institutional Index (II) and a Structural Policy Index (SPI) to evaluate their effects on income levels and short term growth rates for non-high-income states. This paper finds that both the II and SPI predict variations in income levels between non-high-income states, with the II producing a larger and more …

Some Basics Of Capitalism And Socialism And Implications For Human Liberty, Morality, And Fairness, John Garen Sep 2020

Some Basics Of Capitalism And Socialism And Implications For Human Liberty, Morality, And Fairness, John Garen

Institute for the Study of Free Enterprise Working Papers

This essay outlines the big-picture aspects of capitalism and socialism, and uses this overview to discuss human liberty and economic liberty in each system. Additionally, I note that some have argued that capitalism is unfair or immoral and so I consider three specific and common moral standards in this regard. They are: (i) “From each according to his ability, to each according to his needs;” (ii) “People should get what they earn;” and (iii) “’Agreement without conformity’ or ‘conformity without agreement.’” Capitalism is centered on individual rights and private ownership, while socialism awards decision-making powers to government. The former is …

Monetary Policy And Systemic Risk-Taking In The Euro Area Banking Sector, Alain Kabundi, Francisco Nadal-De Simone Sep 2020

Monetary Policy And Systemic Risk-Taking In The Euro Area Banking Sector, Alain Kabundi, Francisco Nadal-De Simone

WCBT Faculty Publications

Available empirical evidence on the significance of the (micro) risk-taking channel of monetary policy is not enough to indicate a threat to financial stability. Evidence of risk-taking with systemic risk implications is necessary. Statistical measures that capture systemic risk in all its forms within a structural factor-augmented vector autoregressive model suggest that conventional and unconventional monetary policies have resulted in systemic risk-taking in the euro area banking sector. Systemic risk has taken the form of an increase in the banking sector’s vulnerability via contagion and interconnectedness. Banks’ balance sheets, however, do not account for the full transmission from (micro) risk …

Chess As A Testing Grounds For The Oracle Approach To Ai Safety, James Miller, Roman V. Yampolskiy, Olle Häggström, Stuart Armstrong Sep 2020

Chess As A Testing Grounds For The Oracle Approach To Ai Safety, James Miller, Roman V. Yampolskiy, Olle Häggström, Stuart Armstrong

Economics: Faculty Publications

To reduce the danger of powerful super-intelligent AIs, we might make the first such AIs oracles that can only send and receive messages. This paper proposes a possibly practical means of using machine learning to create two classes of narrow AI oracles that would provide chess advice: those aligned with the player's interest, and those that want the player to lose and give deceptively bad advice. The player would be uncertain which type of oracle it was interacting with. As the oracles would be vastly more intelligent than the player in the domain of chess, experience with these oracles might …

The Impact Of The Aca Medicaid Expansion On Disability Program Applications, Lucie Schmidt, Lara D. Shore-Sheppard, Tara Watson Sep 2020

The Impact Of The Aca Medicaid Expansion On Disability Program Applications, Lucie Schmidt, Lara D. Shore-Sheppard, Tara Watson

Economics: Faculty Publications

The Affordable Care Act (ACA) expanded the availability of public health insurance, decreasing the relative benefit of participating in disability programs but also lowering the cost of exiting the labor market to apply for disability benefits. In this paper, we explore the impact of expanded access to Medicaid through the ACA on applications to the Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI) programs. Using the fact that the Supreme Court decision of June 2012 made the Medicaid expansion optional for the states, we compare changes in county-level SSI and SSDI caseloads in contiguous county pairs across a …

An Adjusted Classical Model For Interest-Free Financing In Nigeria, Abdul Ibrahim, Habibu M-G Salihu

Bullion

This paper examines an interest-free macroeconomic models by adjusting the classical model into an interest-free macroeconomic model as a basis for developing a comparative analysis. The study adopted a descriptive approach by describing the mechanics for obtaining an interest-free macroeconomic model from a prototype western model. It was observed that most Muslims in Nigeria are interested in adopting interest free financing under the western system. This is a reason for converting a western model into an interest-free model. This conversion allows policy-makers to gain useful insight in the process in transition from the western system to the Islamic system. The Islamic …

The Role Of The Central Bank Of Nigeria Analytical Balance Sheet In Monetary Policy Implementation, Salihu Audu Sep 2020

The Role Of The Central Bank Of Nigeria Analytical Balance Sheet In Monetary Policy Implementation, Salihu Audu

Bullion

This paper examines the role of the Central Bank of Nigeria (CBN) analytical balance sheet in the implementation of monetary policy. The Bank currently uses a mix of both quantity-based (monetary base) and price-based (short-term interest rate) nominal anchors. However, irrespective of the targeting regime adopted, both depends on the central bank's ability to manage its balance sheet given the huge fiscal influence on banking system liquidity in Nigeria. Therefore, the paper analyses the various liquidity management operations of the CBN and their implications for the size and structure of the analytical balance sheet.

The Effects Of Eighth Years Of Compulsory Schooling Enforcement In Turkey, Muhammed Tumay

Dissertations, Theses, and Capstone Projects

This dissertation consists of two chapters that cover Education, Labor and Health Economics.

Chapter 1. Impacts of Compulsory Schooling Reform on Higher Education and Intergenerational Educational Mobility: we estimate the effects of an exogenous increase in mandatory schooling (5 years to 8 years of schooling), as a result of a change in compulsory schooling law, on higher education, potential intergenerational educational mobility, and labor market outcomes among women in Turkey. Our empirical strategy addresses a well-known identification problem where women’s years of schooling are endogenous to individual characteristics. The Law took effect in 1997, whereby girls born before January …

This dissertation consists of three chapters and covers topics in applied microeconomics broadly defined as health and labor. The precise topics are varied, with their unifying thread being that they are all related to marginalized or at-risk communities. The first chapter estimates the impact of Daylight Saving Time (DST) on deaths of despair (DoD) in the United States. Using Multiple Cause-of-Death Mortality Data from the National Vital Statistics System of the National Center for Health Statistics from 1979-1988, the effect is identified in two ways: a regression discontinuity design (RDD) that exploits discrete time changes in the Spring and Fall; …
